The five (5) parking stalls in the southwest corner of the property shall be redesigned so as to fall in a straight line with those stalls to the north. 2. That area lying west of the proposed retaining wall shall be left undisturbed. Any area which may be affected during site grading shall be planted with suitable groundcover. 3. The issuance of this permit shall not be construed to authorize the location of the proposed sign. 4. A 5' -wide concrete sidewalk shall be provided along Southcenter Parkway. 5. A 5' -wide planting strip shall be provided along the south property line. 6. Construction of the retaining wall per soils report by Hart, Crowser & Associates (J- 630). APR 2 0 1978 CITY OF iUKWILq Reference to your letter of March 27, 1978 regarding questions arising from your initial review of the Environmental Checklist on the proposed development mentioned above, please find below our response to the questions posed. 1(a) Unstable earth conditions will be prevented on the site and specifically, the west property line by the construction of a reinforced concrete retaining wall built as close as possible to the natural toe of the slope. General design of the wall will be per sheet A -I, submitted on March 27, 1978; however, drainage of seepage waters at the base of this wall will be collected and disposed per recommendations based on soils reports as explained in items below. l(b) and (c) I. East -lest topographical cross sections are provided on sheet A -I already submitted. 1(e) 11. Approximately 2,000 cubic yards of earth will be removed and will be dumped on a site within the City of Renton. 111, Soils Report is presently being prepared by John Crowser of Hart - Crowser Associates in Seattle. The data from this report will be used in determining slope stabilization and restoration means, ground water relief system, footing and foundation details, and general excavation and finish grade information. Wind and water erosion will occur during grading activity. Construction time water erosion problems will be mitigated by construction of a temporary storm water drainage pond which will be connected City of Tukwila Page 2 April 19, 1978 3(b) 13(a) I3(f) (but filtered by hay bales) directly to the storm drain system running parallel to Southcenter Parkway. The tap location on the storm system shall be the same as that of the permanent connection. Ditches will run across temporary site entrances to prevent mud and water flow onto Southcenter Parkway. We feel that due to the nature of the existing soil, wind erosion will be a problem. Surface storm water runoff will be collected by means of a concrete formed gutter behind the retaining wall which will be connected to the catch basin system. In turn, this system deposits storm water directly into the existing storm main. Please note that a revised storm water system for the parking areas is under design and somewhat contingent on the finding of the pending soils report. Note also that seepage water collected behind the retaining wall will also be directed to this system., The average number of new vehicle trips generated by our development will be in the area of 300 cars per day. This development is characterized by the following volume /tire trend, Initial peak between 11:30 a.m. and 1:30 p.m. with about 100 vehicle trips. Second peak is from 5:30 p.m. to 7:30 p.m. with about 150 trips generated at this time. It is possible to speculate however that this development may well do a much larger proportionate volume at the .earlier time than the latter. Our revised sheet A -1 will show the following revisions to accommodate pedestrian traffic more satisfactorily. I. A 51 sidewalk the length of the property along curb line of Southcenter Parkway, 2. A sidewalk and stairway leading to main entrance from sidewalk described above. In summary, we will be submitting in the near future both a final soils report and a revised site plan. The site plan will reflect changes outlined in this letter, recommendations of the soils report, and revised storm water system. We find the additional information enumerated below is necessary to facilitate a threshold determination in accordance with WAC 197 -10 -330. 1 (a): Explain why grading activities will not result in unstable earth conditions, especially in the vicinity of the hillside situated near the west property line. 1 (b) & (c): Provide east -west topographical cross- sections (2) of the exist- ing conditions and proposed conditions. Quantify the amount of earth to be moved; if to be removed from the site, where will it be taken. This information should be supplemented by a profes- sional soils report and include the method of slope stabilization and /or restoration. 1 (e): Explain why wind and /or water erosion of on -site soils will not occur during grading activity. This should include methods of erosion prevention and /or mitigation methods. 3 (b): Describe the method by which existing storm water run -off from the westerly hillside will be handled. 13 (a): Estimate the number of new vehicle trips to this site to be generated as a result of the proposal.
