The impact of additional traffic.'' on the present road system. Need for road and utility improvements. O A. Will dedicate easterly 5 feet of land to the City for N Right -of -Way. (Indicated on Site Plan) B. Will enter into agreement with City of Tukwila agreeing 11% to participate in a future local improvement district to make necessary public improvements to 62nd Ave. So. (road & utility) when and as deemed necessary by the O City of Tukwila. Item # 2. ;internal parking circulation to accommodate fire pro - tection vehicles. A. Plan revised to satisfy this requirement based on review with City of Tukwila Fire Marshal. Final details of same will be reviewed again with Fire Marshal for his approval. (Prior to Building Permit Application) Item # . Safety provisions to be built in conjuction with retaining • walls. S A. Will obtain necessary soils investigation and will design and construct retaining walls and rockery according to soils report findings and best Structural Engineering I practice. d B. All of this, of course is subject to final review once the \11 Building Permit Application id made. AN C. All necessary precautions will be taken to provide safety guards during Construction for protection of the public and workmen. Will comply with all local, state and federal regulations. If the demand exceeds existing capacity this will be accom- plished by one of the following;; 1. Provide additional storage on Site. 2. Install pump in lines entering Site. 3. Revise existing water main by increasing size or make loop connection. (This solution requires a considerable expenditure for Engineering, which seems premature to action on the Rezone.) Perhaps, if this type of solution is required it could be a condition of the Rezone to be satisfied at the time of the Building Permit Application. B. It seems as though more than one developement would be contributing to the problem thus requiring a more comp- rehensive sdution. C. Fire Hydrants will be located on subject property per Ordinance and as approved by the Fire Marshal. Item # 5. Erosion control methods during construction. A. Erosion control will be accomplished thru temporary siltation settleing basins and filtered thru straw bails etc. Generally in compliance with King County Standards. Also exposed surfaces to be protected where necessary. Item # 6. Constuction details of all excavations including safety barriers to people and /or cars. A. Will provide shoring and safety barriers to protect the public and workers as necessary during the Construction. All local, E* state and federal regulations will be apheardd to. Details as required will be submitted at the time of Building Permit Application and additionally during -v Construction as necessary. Also enclosed is a revised Drawing indicating the proposed access easement for the adjacent property to the west of the Rezone under consideration, and a reduction of the number of living units from 96 to 87. The following conclusions are made1this office. 1. Assignment of the R -4 zone will greatly increase the density and intensity of multiple- family development currently assigned to the site. 2. Significant excavation /filling activities are included; resulting erosion could be a problem. 3. Fire Department is concerned about inadequacy of water supply for proposed development. 4. Will significantly increase the existing traffic volume and peak loads on 62nd Avenue South. RECOMMENDATION: Based on departmental comments regarding the Environmental Checklist and the specific conclusions enumerated above, the Planning Division recom- mends an Affirmative Threshold determination be made and an Environmental Impact Statement (EIS) be prepared for use in the decision- making process. Crawley Fire Chief Gary Crutchfield Planning Department City of Tukwila Dear Gary: In regard to the environmental check list for Ehmke -Kato, the problems addressed under Item 2, Access for Emergency Vehicles - Fire, still has not been addressed at all in the list returned by Bruce W. Mecklenbur on May 5, 1978. In addition, the question of fire flows still has not been properly addressed due to the fact that the square foot- age of the apartments, construction, placement of line , type of material used to build the line, number of valves, elbows and most fittings has not been addressed. The big problem is still an access. The complex is laid out as one of the poorest arrangements for maneuvering emergency vehicles of any I have seen. There is no way we would approve the access allowed to these buildings at the time the permit is requested. The only way we would give approval would be to eliminate a considerable amount of the parking spaces which would create problems within your department.
