A portion of the project is within the shoreline area of the Green River and requires a Substantial Develop- ment Permit. I am certain that Public Works will not be enthusiastic about compliance since they wanted to complete the project by January 1st and now the earliest they could possibly get a permit to begin work is December 15th.
