SUBJECT: SEPA REVIEW - PUGET SOUND MUTUAL BANK
I have reviewed the Environmental Checklist for the Puget Sound Mutual
Bank located on the northwest corner of the intersection of Strander
Boulevard and Andover Park West.
There will be minor changes in all areas of impact, except for traffic.
No additional curb -cuts are proposed so the basic traffic pattern is
not affected. However, volumes can be expected to increase. I antici-
pate within the next 12 months that traffic lane and signal modifica-
tions will be necessary on Strander Boulevard from the development of
(1) the Doubletree Inn, (2) the Southcenter Office Building, (3) the
Seattle City Light Property and (4) the Benaroya Office Building.
There traffic revisions cannot be attributed to one single development.
Therefore, I recommend that a Declaration of Non-Significance be signed.

Dear Mr. Zander:
As per o,ur, conversation of Monday, September 18, 1978, it has been deter-
mined that a site plan review for the Puget Sound Mutual Savings Southcenter
Branch is not required. Review of the site plan and parking will be done at
he time of application for a building permit.
Since Southcenter will be leasing the property to Puget Sound Mutual, it
will be necessary for you to submit a site plan of Southcenter including
all parking layout and any areas that have joint use agreements for parking.
I am returning the Environmental Checklist and the check to be resubmitted
at the time of application for a building permit. I have kept the site plan
for reference.
