An EIS (111/is not) required under RCW 43.21C.030(2) (c). This decision was made after review by the lead agency of a completed environmental checklist and other information on file with the lead agency. The ground surface shall be prepared to receive fill by removing vegetation, non - complying fill, top soil, and other non - suitable materials scarifying to provide a bond with the new fill, (UBC 7010 (c)). 2. No rock or similar irreduceable material with a dimension greater than 12 inches shall be buried or placed in fills, unless properly engineered for placement with the Building Official's approval, (UBC 7010 (d)). 3. The natural north -south drainage flow is not to be disturbed until reviewed and approved in writing by a responsible city official. 4. The fill area is to be leveled, proper soil placed on top if deemed necessary by the Building Official and seeded. 5. A $1,000 cash bond, or equivelant, shall be required by the Building Official prior to issuance of a grading permit to assure compliance with these conditions. NOTE: This does_not releive the applicant of applying for and receiving a grading permit from the City of Tukwila prior to proceeding. I do have some concerns about the swampy area. The fill should be covered with top -soil and seeded. This is not clear in the Checklist and should be placed as a specific condition on the fill permit. I have attached a Negative Declaration for your signature. RB /ckh Attachment cc: Bldg.
