Nature and Brief Description of the Proposal (including but not limited to its size, general design elements, and other factors that will give an accurate understanding of its scope and nature): Five (5) story office building containing approximately 66,400 gross square feet, including a surface parking area for 214 automobiles. The bldg. will be a general use office bldg. for lease to various tenants. - 7. Location of Proposal (describe the physical setting of the proposal, as well as the extent of the land area affected by any environmental im- pacts, including any other information needed to give an accurate under- standing of the environmental setting of the proposal): Located at the southeast corner of Southcenter Parkway and Strander Boulevard. Explanation: Explanation: 7. The five story building will have windows glazed with solarcool bronze insulating glass. The glass will comprise seven (7) feet of each floor's twelve (12) foot story height. The remaining five feet shall be a precast architectural concrete spandrel panel. Therefore, the-exterior of the building will be approximately 58% glass. This glass has some reflective qualities in order to reduce solar air conditioning loads in the building thus saving energy. However, this should not produce undesirable amounts of glare. • • 11. Population. Will the proposal alter the location, distribution, density, or growth rate of the human population of an area? Additional vehicular movement will be generated due to the tenants driving to and from the office building each day. Most of the tenants are anticipated to be non retail and non customer oriented firms so there will be little vehicular movement other than in the morning and evening. b. The office building will create a demand for new parking and a surface parking area is included in this proposal. The parking area contains spaces for 214 automobiles. c. Existing transportation systems will be used by the tenants in the office building. Some employees will elect to take the bus to and from work as Metro Transit has service in this area. Also, existing roads and freeways will be used by the tenants. However, it is doubtful that this use will adversely impact these existing systems. There is an excellent employment base which exists within a ten mile radius of the proposed building. It is expected that the proposed building will provide jobs which are located close to employees and thus create a travel time to and from work which is less than existing travel time for those employees. The proposal may even reduce slightly the peak hour traffic congestion into and from Seattle and Bellevue. • • YES MAYBE NO (f) Other governmental services? x Explanation: See attached sheet 15. There may be a need for additional fire protection as a result of the new building but, due to the type of construction and the low fire rating these buildings produce, it is expected that the building can be serviced from existing fire protection service. e. The additional vehicular movement created by the building may increase the need for additional maintenance of roads in the general vicinity of the building. 15. a. The building will require electrical energy but this will not be substantial. The building will have the requirement of a 1600 amp service. b. The proposed building may create demand upon existing sources of energy, but will not require the development of new sources of energy. • • 18. Aesthetics. Will the proposal result in the obstruc- tion of any scenic vista or view open to the public, or will the proposal result in the creation of an aesthetically of- fensive site open to public view?
