STATEMENT OF DECLARATION
ACTION: Proposed amendment to the existing Comprehensive Storm
Sewer Plan in the general area south of Minkler Boule-
vard and implementation of the alternative.

DECLARATION:
'Based upon the environmental assessment on this action, Title
•.18 - Chapter 18.98 of the Tukwila Municipal Code and the State
Environmental Policy Act of 1971, I hereby find that the proposed
amendment to the City of Tukwila's Comprehensive Storm Sewer Plan
in the-general area south of Minkler Boulevard and its implementa-
tion will not have a significant effect upon the environment and
therefore an environmental .impact statement will not be required.

ENVIRONMENTAL ASSESSMENT
A. Proposed Action
1. Action: The proposed action in this case is the substitution
of a storm water pump station at South 180th Street (SEE Attach-
ment 1 for affected area) instead of :1,150 lineal feet of 54
inch diameter and 2,500 lineal feet. of 60 inch diameter storm
pipe.. In addition, a'60 inch storm water pressure line would .
be installed connecting the, outfall from the north canyon 4a eaof - 47
the existing 54 inch ure�`line.extending from the sou h
canyon, '(SEE Attachment.2). This action,
would necessitate the amending of the existing comprehensive.
drainage plan (SEE Attachment'3).
2. Justification for the Proposed Project: The implementation
of this project as proposed would complete the drainage require -
ments'for,the area south of Minkler Boulevard. In addition,
the.estimated cost of the proposed 54 inch and 60 inch lines
as exist in the Comprehensive Plan today (Attachment 3) would
be approximately $664;000. The estimated cost of the alternative
action proposed herein (SEE Attachment.2) would:be approximately
$150,000-for the pump station and related activities and
approximately $150,000 for the proposed 60 storm sewer line from .
the north canyon connecting the existing 54 inch line from the
south canyon. The total cost of the alternative action is esti-
mated at $300,000, a savings of approximately $364,000.

3 Location: The proposed pump station is planned to be located
on the south side of South 180th Street approximately 400
feet east of 57th Avenue and the proposed 60 inch pressure
line is located vast of Southcenter Parkway just south of
Minkler Boulevard (SEE Attachment 2).
4. Historical Background: At the present time certain properties .
in the south Tukwila city limits area cannot be developed
since a moratorium has been placed there due to inadequate
drainage facilities (SEE Attachments :4 and 5). In addition,
at.least one court case is pending over certain issues in this
area relating to drainage. This project is being undertaken
both to complete the necessary drainage facilities in the
area so new construction may again commence as well as to.
,alleviate the need for litigation.
5. Public Participation: ,A11 actions proposed to be undertaken
'on this project regarding initiating of the project, amending
the comprehensive storm drainage plan and letting out for bids
will be open to the public and published when required.
Proposed Method of Financing: The proposed action tentatively
is being schedul.ed;;for funding under a local improvement dis-
trict.by those properties in the affected area. Avenues will
be explored to determine potential sharing of costs both by
the. State and the County.

7. Relationship with Existing Laws, Policies, Plans: At the
'present time there is an existing comprehensive drainage plan
for the area which calls for 1,150 feet of 54 inch storm
sewer line to be constructed on the north side of South
180th Street and 2,500 feet of 60 inch storm sewer line to
be located on the east side of Andover Park West between
South 180th Street and Minkler Boulevard (SEE Attachment 3
and 6). In order to pursue the action proposed in this docu-
ment the Tukwila City Council would need to amend the present
Comprehensive Plan for this area to reflect these
proposed. changes.
8. Actions /Decisions Remaining for Implementation:
A. •Agreement developed with King County allowing the City to
connect.a_proposed pump station to their present 66 inch
force main in South 180th Street, and agreement on con -
struction on 60 inch force main from North Canyon..
B. The method of financing must be resolved, probably on a
local improvement district basis.
C. Approval of the Project by the Tukwila City Council and .
amendment of the existing Comprehensive Storm Sewer Plan
for the area.
D. Putting out to .bid.
B. Existing Conditions:
There is existing undeveloped property in the area that.will
be affected by this proposed action since they cannot be developed

until adequate storm sewers are provided (SEE Attachments 4 and 5).
The city has attempted to complete the comprehensive storm drain-
age plan in the area through a developer's agreement with Sammamish
Commercial, however, a pending law suit has put this in limbo.
C. Environmental Impact of the Proposed Action:
The primary impact of the action proposed herein will be dis-
ruption_to the soils and vegetation during the construction phase
with some minor sedimentation occurring should heavy rains occur
prior,to revegetation of disturbed areas.
.The secondary impact would be that the already committed indus
trial�,lands could then be developed in . accordance with the standards
allowed by the.Tukwila Zoning Ordinance and other relevant City
ordinances. Environmental. impacts will be created as properties
in the subject area developed, however;. this would occur whether
this alternate to the Comprehensive Plan...is approved or the existing
comprehensive storm drainage plan as it exists today is constructed.
The action as outlined in this document is intended more as a
cost saving device to do the same thing as the existing Comprehen-
sive Storm Plan would do, and therefore no additional impacts would
be anticipated beyond that which would occur under the existing
•
Comprehensive Plan.
D. Unavoidable Adverse Environmental Affects:
It is anticipated that there will be no significant or major
unavoidable adverse environmental effects associated with this
proposed action.

E. Alternative to the Proposed Action:
The alternates to the proposed are as follows:
1. Do nothing - if the City takes no action to solve the
storm sewer problems for the area it is almost certain
that the existing law suit will be pursued and other
property owners in the area may bring court action
against the City so they may build on their property.
Maintain the existing Comprehensive Plan for storm
sewers in the area - this would entail the installa-
tion.a considerable amount of storm drainage piping in
South 180th Street and Andover Park West at an estimated
cost of approximately $664,000.
3. Undertake the alternative proposed in this document
this would entail, the installation of a pump house for
storm drainage approximately 400-feet-east of South-
center Parkway south of and adjacent to South ;180th'
Street., It would also. entail the installation of approxi-
mately`1,000 feet of 60 inch storm sewer line extending
:from the north canyon adjacent to the freeway to an ex-
isting 54_inch pressure line to the south. The cost esti-
mate on this total project would be approximately $300,000.
This would require amending the comprehensive storm drain-
age plan in the area.
4. There are other alternatives to the proposed action that
have not been considered, however, the above appear to be
the most reasonable.

F. Relationship between Local Short term Environmental Uses and the
,Maintenance and Enhancement'of Long term Productivity:.
A Compr- ehensive Storm Sewer Plan is already in effect for thi3
:subject area. Since the action proposed in this document is
b-a- sicelly an alternative to that action., for cost savings and
efficiency reasons this section is not relevent.

concerned. Attorney Parker stated that this can
feasibly be.done until such a time as the City is
stopped. He noted that if the City issued no permits

Mr. Stack further recommended the storm drain on the West side of Andover

ment. When the line reached capacity, the City will have to come to a'•

There is a possible exception to this which involves the Upland Industries
and Puget Western Property. If they opted to drain North and not utilize
the Andover Park West 60" CMP storm drain they will be allowed building
permits exclusive of the prior restrictions.
