Review of Environmental Assessment
The official action proposed is a consideration by the City
of Tukwila to authorize and permit the construction of
sanitary sewers within the City limits.
Summary of Environmental Impact
The adverse environmental impact of the proposed action is
declared insignificant. The proposed action consists of
an underground utility collecting sewage from a predominantly
residential area. The project is consistent with areawide
water quality objectives and will alleviate ground water
quality problems and public health problems by providing
an underground sewer utility. Temporary adverse effects
can be expected essentially consisting of inconveniences
such as open trenches, dust, mud and noise from construc-
tion equipment.

U.L.I.D. /Environmental Hearing. Copies of this document
were made available in the Val Vue Sewer District Office
and the Tukwila City Hall for review on May 11, 1973.
No comments were received from any public agencies or
residents on the environmental effects of the project
before, during or after the June 7, 1973, hearing.

INTRODUCTION
The purpose of this brochure is to provide handout material for
public inspection prior to the public hearing on the proposed
McMicken Sewer System Project.
This brochure contains information describing the project, study
and planning activities, justification, costs, current status
of project funding, technical endorsements, schedule, environ-
mental effects and benefits of the proposed improvement.
BACKGROUND
The proposed McMicken Heights Sewer System area is bounded on the
North by S. 160th Street, on the East by Interstate 5 Freeway, on
the South by S. 176th and S. 181st Streets, and 38th Avenue S.
-on the West. A portion of the project between 51st Avenue S. and
Interstate 5 Freeway lies within the city limits of Tukwila. The
project area outside the city limits of Tukwila is also identified
as Utility Local Improvement District (ULID) #6.
Over the past few years many property owners have made inquiries
about sewer service for the McMicken Heights area, community meetings
have been held that strongly endorsed sewers, the Health Department
has expressed the need for sewers from a health standpoint and as
a result, the area was annexed t� the Val Vue Sewer District,
plans and assessment roll have been prepared by the consultant,
and just recently a resolution was passed to create:a- ::ULID.
On May 21, 1973, the Board of. Commissioners of the Val Vue Sewer
District, King County, Washington, adopted their Resolution No. 619
declaring an intention to create'ULID.' #6_for the purpose ofaequiring,
constructing and installing a sewer collection system, pump station
and interceptor in the McMicken Heights area. Further, legal .
arrangements have been made with the city of Tukwila to pay the
costs of sewers installed in the city portion of the project.
BACKGROUND (Continued)
The sewer interceptor and pump station portion of the proposed
project have qualified for Federal and State funding. Word has
been received from Mr. Roy Ellerman, Chief of the Municipal Section
of the Environmental Protection Agency (EPA), "That when grant
authority is received from the EPA in Washington, D. C., and when
certain conditions are met, the McMicken Heights project will
receive a grant from Federal sources totaling 75% of the pump
station and interceptor costs ". Another 15% of the costs are
expected from the State Department of Ecology. The McMicken
Heights Interceptor is on the current state priority listing of
projects to receive fiscal year 74 funds.
The Federal and State grant will provide approximately. $250,000 of
the interceptor and pump station costs. The remaining 10 percent
of the interceptor costs and cost of the sewer collection system for
McMicken Heights are estimated to cost $1,880,000 and will be
funded by direct assessment to the property owners and monthly
service:: charges. In order for the Val Vue Sewer District to re-
ceive the State and Federal funds, the EPA must receive the results
of the environmental hearing planned on June 7, 1973 and receive
assurance that the District will concurrently proceed with the
construction of the related McMicken Heights Sewer Collection
System.
The plans and assessment rolls have been prepared by the Dis-
trict and their Consultants for the upcoming ULID #6 hearing.
Individual assessments and pertinent information should have been
received by property owners May 24, 1973.
The Board of Commissioners set June 7, 1973 as the date of the
public hearing on the ULID #6 project. The Environmental Impact
Assessment hearing will be at 7:00 p.m. and the ULID Assessment
Roll at 8:00 p.m. at the Crestview Elementary School, 16200 42nd
Avenue South, Seattle, Washington. The public hearing will discuss
the project plan, the environmental aspects and the ULID objections.

Any protests of the environmental effects of the project should be
submitted, in writing, to the District by 7:00 p.m., June 7, 1973.
Any protests to the ULID #6 formation should be submitted to the
District, in writing, by 8:00 p.m., June 7, 1973.
Any persons who wish to express their views or just be informed
on the current planning for the proposed project should appear
at the above noted hearings. Persons unable to appear for the
environmental portion of the public hearing should address their
comments or objections, in writing, to the Val Vue Sewer District,
15027 Military Road S., Seattle, Washington 98188, and ensure
they are received by the District prior to 7:00 p.m. on June 7,
1973. All persons desiring to object to the formation of the
proposed ULID must file their written protests with the District
prior to 8:00 p.m. on June 7, 1973.
The content of this brochure is intended to provide interested
citizens with an understanding of the proposed project and to
assist in the preparation of questions or comments prior to the
above noted hearing.
In order to provide maximum understanding of the proposed project
and to answer questions from individual property owners, the Val
Vue Sewer District will hold two informational meetings at the
District Office at 15027 Military Road S. The first meeting will
be on June 1, 1973 from 5 to 9 p.m. The second meeting will be
on June 4, 1973 from 7 to 9 p.m., immediately after the regular
board meeting. The District consultants will be available at
both meetings and all property owners are urged to attend.

The remainder of this brochure is devoted to a more detailed
description of the proposed project, its justification, environ-
mental effects, benefits, costs and schedule.
PROJECT DESCRIPTION
Facility
As stated earlier, the purpose of the proposed underground.utility
is to collect sewage in the McMicken.Heights area. This facility
will also transport the sewage to the existing sewer trunks that
flow into the Metro Sewer System which includes sewage. treatment
at the Renton Metro Plant.
The facilities to be constructed under this project consist of.
1 pump station, 1,630 feet of 6" pipe, 62,500 feet of 8" pipe,
2,840 feet of 10" pipe, 4,020 feet of 12" pipe, 330 manholes and
cleanouts, and related appurtenances.
The boundaries of ULID #6 and City of Tukwila, the proposed under-
ground sewer facilities and the existing sewer facilities are
shown on the drawing on the following page.
Since the proposed collection system is planned for installation
only in public right -of -ways and easements, relocation of buildings
is not required. A small triangle of land too small for a building
site will be acquired for the pump station facility.
Following construction, the operation and maintenance of the pro-
posed sewer facility can be absorbed by the existing staff without
additional training or added personnel.
Justification
The necessity of sewers in McMicken Heights area is determined
physically by the moderate to extremely poor drainage character-
istics of the soils in the area and, politically by'the stricter

regulations concerning pollution control. According to Walter
Jorgenson, Supervising Sanitarian for the King County Health be-
partment,
"There is a critical need for sewers in the McMicken
Heights area. This area has a serious sewage problem which creates
potential health hazards. Sewers are the only answer ". According
to Health_ Department records, several homes in the McMicken Heights
area have had trouble with their septic systems and have required
costly repairs. The Health Department is concerned about addi-
tional homes presently having difficulties that cannot be solved
without public sewers or excessive individual costs.
The small streams in the area are so polluted.that government
agencies are very reluctant to the point of refusing any guarantee
of mortgages. "In an area where septic systems work poorly, the
only way to make full use of residential property as.well as pro-
tect long -term property values is to install sewers ", according
to Churck Barnes of Unruh Realty. He further states,-"That VA
and FHA are presently refusing to guarantee some mortgages in the
McMicken Heights area. Even conventional financing is currently
being turned down. This means that buying and selling of homes
will become more and more difficult to transact
The proposed project is consistent with areawice water quality
objectives and will alleviate ground water quality problems and
public health problems by providing adequately sized sewer lines .
to handle present and ultimate sewage flow in the service area.
The installation of sewers in the project area would remove the
septic effluent from drainage ditches and streams, thus removing
the health hazard and would also have a beneficial affect on the
storm water system. Delay of the project to another year will mean
added costs to the property owners due to higher prices.
Comprehensive Planning
The facility to be constructed under this project represents an
integral part of the long -term comprehensive sewage disposal
plan of the Val Vue Sewer District, King County, and Metro's

area -wide planning to remove and prevent future pollution of the
Duwamish River, Elliott Bay, and Puget Sound. Official comments
have been received from the Puget Sound Governmental Conference
and the State of Washington's Planning and Community Affairs Agency.
Their comments indicate that the McMicken Heights Sewer System
Project is in conformance with present plans, . policies and pro-
grams under their jurisdiction.
Schedule.
The plans and specifications for the facility will be ready for
advertising for bids 90 days after approval of ULID #6. In
accordance with this plan, the construction could start as early
as January, 1974 and be completed in July, 1974.
Costs
The total estimated cost of the proposed project is $20,130,000
which includes costs of construction, administration, legal and
technical services. The ULID #6 portion is $1,710,000; the City
of Tukwila's portion is $170,000; and $250,000 will be provided by
the EPA &State. The costs of bringing sewer service to the property
line for each property owner will be based on the following:
1. Area charge of 1 -1/2 cents per square foot.
2. Lateral charge of $12.50 front foot.
3. ;Side sewer:stub::charge: of $175.00._ per connection.
4. Monthly service charge will be $6.25.
The house service between the end of the side sewer at the property
line and house plumbing must be accomplished by the property
owners at their expense.
Financing
Eighty -five (85) percent of the total project costs will be
financed by assessments against the property. The assessments

will be calculated based on items 1 through 3 shown in the previous
paragraph. The remaining 15 percent of the costs will be financed
by revenue bonds using $1.00 of the $6.25 monthly service charge.
The assessments can be paid after receipt of the final (2nd)
assessment notice or it can be paid over 15 years with equal annual
principal payments plus interest on the unpaid balance.
ENVIRONMENTAL EFFECTS
1. Description of the Proposed Action
The proposed McMicken Heights Sewer System consists of an under-
ground utility collecting sewage from the residential area bounded
on the North by S. 160th Street, on the East by Interstate 5 Freeway,
on the South by S. 176th and S. 181st Streets, and 38th Ave. S.
on the West. A portion of the project between 51st Ave. S. and
Interstate 5 Freeway lies within the city limits of Tukwila. The
proposed project also includes a sewage interceptor and pump sta-
tion. See Site Map in the forward section of this report.
The proposed project is not dependent on other projects, since
the new system will connect to existing facilities.
If the District proceeds with ULID #6, the planned design and
construction schedule for the total project will be as follows:

2. Environmental Impact of the Proposed Action
This project is consistent with areawide water quality objectives
and will alleviate ground water quality problems and public .
health problems by providing an underground sewer utility. The
project is in direct support of present land -use and growth
planning and will permit the logical and orderly development of
the McMicken Heights community.

2. Environmental Impact of the Proposed Action (Continued)
The resultant improvement of groundwater and drainage conditions
on individual properties will indirectly encourage development and
improvements to existing homes in the area.
A temporary adverse effect of the proposed project is the in-
conveniences during construction. These inconveniences, i.e.;
working hours, amount of open trench, closeness and thoroughness
of clean up, dust, mud, noise, amount and duration of traffic
re- routing; will be controlled and minimized by project specifications.
Turbidity and sedimentation into storm drain system will be mini-
mized. No incineration is planned and no other odors are expected
that would create a public nuisance.
In order to construct the interceptor, it will be necessary to
clear some alder and similar growth for a portion of the route.
Erosion control measures will be taken to ensure regrowth of the
natural ground cover.
3. Adverse Impacts Which Cannot be Avoided Should the Proposal
be Implemented
As mentioned in the previous paragraph, the adverse effects are
only temporary ones associated with the construction period. All
of the environmental goals of the National Environmental Policy
Act are being met by this project.
4. Relationship Between Short -Term uses of Man's Environment and
Maintenance and Enhancement of Long -Term Productivity
All short and long -term impacts of the proposed project:, are all
positive in nature as they remove the health hazards and the re-
strictions on improvements and logical development of the community.
The installation of sewers is the only way to make full use of the
residential property and to protect the long -term property values.

5. Irreversible and Irretrievable Commitment of Resources Which
Would be Involved in the Proposed Action Should it be
Implemented
The proposed project will in no way commit the resources of the
area to prohibit the beneficial use of the environment.
6. A Comparative Evaluation of the Major Alternatives Including
the Proposed Treatment Works
The only choices open to the residents of the McMicken Heights
area are to install sewers to service the property or to continue
with the troublesome.: and costly repairs associated with the
existing septic systems. Installation of sewers will improve and
permit full use of the environment and will remove the existing
health hazards. Continuing with septic systems in an area with
bad soil conditions . means continual degredation of the environment.
7. A Complete Description of How the Treatment Works Design and
Construction Controls will Minimize the Adverse Impact on all
Aspects of the Environment
The temporary adverse environmental effects of construction will.
be controlled by plans and specifications as noted in item 2 above.
8. A Discussion of Problems and Objections Raised by Other
Federal, State and Local Agencies, and by Interested Parties
in the Review Process
To date, no objections to the McMicken Heights project have been
raised by any of the above interested parties. However, the hearing
planned for June 7, 1973 and the informational meetings planned for
June 1st and 4th are set up to collect and discuss any environ-
mental objections and any objections to the formation of ULID #6.
Your interest and comments are solicited prior to or at the sche-
duled public hearing commencing at 7:00 p.m., June 7, 1973, at the
Crestview Elementary School.

NOTICE IS HEREBY GIVEN that a public hearing will be held on the proposed McMicken
Heights Sewer System project by the Val Vue Sewer District, a municipal corporation
in King County.
This project calls for the construction of a sewer collection system and a sewer
interceptor, underground utility, in the McMicken Heights residential area.

NOTICE IS HEREBY GIVEN that the Board of Commissioners of Val Vue
Sewer District, King County, Washington, on May 21, 1973, adopted their
Resolution No. 616 declaring an intention to create enlarged Utility Local
Improvement District No. 6 for the purpose of acquiring, constructing and
installing sewer system facilities as described in said, resolution.. The
total estimated cost of said improvement is $1,710,000, eighty -five (85)
percent of which will be borne by assessments against the property in
said improvement district specially benefited by said improvements.
A public hearing upon the formation of the proposed utility
local improvement district will be held on the 7th day of. June, 1973,
