SATE: 23 March 1979
SUBJECT: Compliance with the State Environmental Policy Act as it relates to proposed
adoption of a noise ordinance.
Please find attached the City of Tukwila Resolution #679 stating its intent to adopt noise
regulations in conformance with the currently adopted noise regulations of the State of Washington.
This memo, and the attached resolution, shall constitute and fulfill WAC 197.10.600, circula-
tion of the Final Environmental Impact Statement, based on the concept of use of previously
prepared E.I.S. for a differenet proposed action per WAC 197.10.660.
Specifically, the Department of Ecology did prepare an Environmental Impact Statement for the
noise regulations adopted by the State of Washington. The City of Tukwila is proposing to
adopt those same regulations without modifications. Based upon this, the City of Tukwila
finds as follows:
1 The previous Environmental Impact Statement as prepared for the noise regulations
adopted by the State of Washington is applicable for the proposed action by the City
of Tukwila in adopting those same regulations, and
2. There are no intervening changes and conditions that would make the previous Environ-
mental Impact Statement, as mentioned above, misleading when applied to the proposed
adoption of the noise regulations by the City of Tukwila.
In addition, the adoption of the proposed noise regulations by the City of Tukwila
will not have an impact on the environment that was not adequately analyzed in the
above referenced Environmental Impact Statement, and
The proposed adoption of noise regulations by the City of Tukwila will not have an
impact on the environment that is substantially different than the impacts of the
earlier proposed action, that is, the adoption of the noise regulations by the State
of Washington.
Pursuant to the above, this memorandum and the attached Resolution #679 shall constitute
circulation of the Final Environmental Impact Statement as it relates to the adoption of
the proposed noise regulations by the City of Tukwila.
The City of Tukwila intends to adopt the current state noise regulations after review and
approval of those proposed regulations by the State Department of Ecology. Said action
will be made by the Tukwila City Council by ordinance at a future date.

A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON, STATING ITS
INTENT TO ADOPT NOISE REGULATIONS IN CONFORMANCE WITH THE
CURRENTLY ADOPTED NOISE REGULATIONS OF THE STATE OF WASHINGTON.
WHEREAS, the City has conducted a noise study; and
WHEREAS, said study demonstrated that the noise levels at many loca-
tions were excessive by accepted standards; and
WHEREAS, an environmental impact statement has been prepared by the
State on its adopted noise,regulations; and
WHEREAS, the City. Council wishes to take action bringing said noise
levels down to accepted standards.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
DOES ORDAIN AS FOLLOWS:
Section 1. It is the intent of the City Council to adopt noise regula-
tions as shown in the attached "Exhibit A ". Such adoption is proposed to take
place after review and approval, by the Department of Ecology, as required by
State law. The ordinance is proposed to be the same as those regulations adopted
by the State.
Section 2. It is deemed by the City of Tukwila, that the environmental
impact statement prepared by the State of Washington is adequate for the City of
Tukwila's noise ordinance since, pursuant to WAC 197 -10 -660 (3), ... "The new pro-
posed action will not have an impact on the environment that is substantially
different than the impacts of the earlier proposed action... ".
Section 3. This resolution shall be circulated per WAC 197 -10 -600,
`circulation of the final E.I.S. A cover memorandum from the Responsible Official
shall be attached explaining the relationship between WAC 197 -10 -660 (3) and WAC
197 -10 -600, if said Responsibile Official is in agreeance with said method of
complying with SEPA.
PASSED BY THE CITY COUNCIL OF/THE CITY OF TTUKWILA, WASHINGTON, at a

I concur with the method of complying with SEPA as shown herein and in fact did
propose the same to the City Council.
