Si gnatu d Title Director, Department of Public Works -8- X X Checklist Section I Supplemental Response Item 6) Construction of a pedestrian and utility line bridge clear - spanning the Green River channel incorporating a 12" water main and 6" sanitary force main. The utility lines serve Southcenter South Industrial Park and are currently located beneath the channel. A significant rupture in the water line has severely curtailed water service to Southcenter South, repre- senting an immediate threat to health and safety therein. Construction of the new facility is proceeding on a emergency basis, while this check- list and Shoreline Management Permit are being processed after - the -fact on advice of the Department of Ecology. • • CHECKLIST SECTION II Supplementary Responses: 1) Earth b) Both filling and a minor degree of excavation are necessary to im- plement the proposal. However, no excavation of placement of fill will occur waterword of the 0.H.W.M. or the 100 year floor within the "river" zone as defined;in TMC 18.44.130. c) The topographic form of the shorelands immediately adjoining the river channel will be altered permanently to accomodate placement of the bridge footings and approaches. 2) Air a) Temporary degradation of ambient air quality may result on a localized basis during the earthwork phase of construction. However, airborne dust will be controlled within the parameters established by PSAPCA, Regulation 1. Use of up -to -date, lower - emission motor - powered construction equipment will be encouraged where possible. 3) Water General Comment: The proposed pedestrian bridge incorporates both a 12" water line and a 6" sanitary line replacing older lines which are currently routed beneath the river channel, and which are seriously deteriorating. The proposal is expected to produce a new environmental enhancement by increasing the realiability of domestic utility service delivery to the "Southcenter South" area, even though temporary disrup- tion of the shoreline environment will occur during the construction phase. 5) Fauna d) While every effort will be made to avoid disturbance of the river wetlands in the project vicinity, minor sloughing of earthwork, dust and equipment noise during construction will disturb the otherwise tranquil shoreline and fishery habitat. The effects of such disturvance, however, should be reversed quickly upon com- pletion of construction. 6) Noise Noise levels in the project vicinity are already high due to the close proximity of S. 180th Street, a major east -west arterial traversing the business district. Short -term increased noise levels will likely result from on -site construction activity. 8) Land Use At present, the riverfront trail system does not extend south of 180th Street. Construction of the pedestrian bridge will facilitate public access to the Green River shorline in the vicinity of Southcenter South, Page -2- CHECKLIST SECTION IAIOD Supplementary Responses • and may accelerate the schedule for conversion of the natural river environment to a managed recreation trail facility similar to the City's existing Christensen Greenbelt. 13) Transportation /Circulation d) The proposed pedestiran bridge will facilitate recreational access to the Green River south of S. 180th Street. Pedestrian and to a lesser extent bicycle activity in this area will likely increase as a result of implementing the project. 14) Public Services d -c) As with any new public facility subject to long -term exposure to the elements, maintenance costs are anticipated. These costs, however, are expected to be minor in relation to the city's overall capitol maintenance budget. 16) Utilities c -d) Once of the stated intents of the project is to replace the existing under - channel utility lines with new piping that is an integral part of the bridge structure. The result will be to increase the reliability of utility service to the Southcenter South area and to facilitate maintenance access to these lines as necessary. 19) Recreation The proposal will enhance and facilitate shoreline recreation access.
