SPECIAL ISSUES Comprehensive Plan The Council continued briefings on the Tukwila Draft Briefings Comprehensive Plan. Refer to attached minutes which was distributed to Council and other appropriate persons on Friday, May 26, 2995. ADJOURN TO SPECIAL MEETING -8:00 D.M. Allan Ekberg, Council President f r Celia Square, Duty City Clerk TUKWILA DRAFT COMPREHENSIVE PLAN CITY COUNCIL BRIEFINGS Monday, May 22, 1995 6:00 p.m. MINUTES Present: Mayor Rants; Councilmembers Joe Duffie; Joan Hernandez; Dennis Robertson; Allan Ekberg, Council President; Steve Mullet; Pam Carter; Jim Haggerton. Staff: Steve Lancaster, DCD Director; Ann Siegenthaler/Vern Umetsu, Associate Planners; Jack Pace, Senior Planner; John McFarland, City Administrator. Council President Ekberg called the meeting to order and led the audience in the Pledge of Allegiance. It was the consensus of the Council to approve tonight's agenda on the Comp Plan briefings to address the following topics: Tukwila Urban Center; Manufacturing/Industrial Center; and Economic Development. Siegenthaler asked the Council if they had suggestions regarding the June 1st Public Hearing logistics, i.e. how to arrange seating, displays, exhibits, etc. to better accommodate all participants. Haggerton suggested that the seating arrangements be angled on the north side of the Council Chambers and all the displays, exhibits, etc. be placed on the south side. This would allow a clear view for everyone even if there's a standing- room -only crowd. Haggerton said that a sign up sheet should be placed on a table appropriately. All correspondence should be numbered to allow for continuity throughout the course of the hearings. Ekberg said appropriate time should be allowed for all participants. He suggested that the timing device be one that faces the speaker so that they can monitor their own time. Robertson and Carter commented that the public should submit verbal and written testimony to Council, with additional written testimony taken until June 7. Verbal comments should not be responses to a prior comment(s) made by other participants. All comments should be directed to the Council; the public hearing is not a debating match. Ekberg pointed out the following groups that might speak at the public hearings: Staff, Planning Commission, and the Tukwila Tomorrow Committee. Each group will be given 10 minutes to speak provided their remarks are introductory in nature. More time can be allotted depending upon the need for detail and clarification on specific issues from specific groups. Each individual speaker will be allotted 5 minutes for comments. Carter suggested that the address or property location of the speaker be pointed out on the map at the appropriate time during the public hearing. Tukwila City Council Comprehensive Plan Briefings May 22, 1995 Page 2 Ekberg stated that the Council's Action Item List will be reviewed at each Subcommittee meeting from this point on. Lancaster showed an example of a timer used at wrestling matches as one option the Council may consider. He also distributed an updated/amended copy of the Comp Plan Distribution Schedule. Regarding the Comp Plan Maps Ekberg had requested earlier, Lancaster said they will be provided to the Council this Friday, May 26. Associate Planner Vernon Umetsu addressed the Tukwila Urban Center of the Draft Comp Plan; and Senior Planner Jack Pace addressed both the Manufacturing/Industrial Center and the Economic Development Sections of the Plan.
