AMENDMENTS - (EPIC- 187 -82) After circulating the checklist prepared by the Public Works Department, and reviewing the comments received, I must agree with Byron Sneva's cover transmittal that the information contained therein is of little useful value. However, this result is not the fault of the SEPA process; rather, it is the outcome of failure to follow the Planning Staff's guidance is given to D.P.W. prior to beginning work on the checklist. It is our opinion that the checklist as submitted is inadequate. The urgency of preparing an adequate environmental assessment of the policy implications of the six year street plan is apparent in that it is the City's closest approximation of a comprehensive capital improvements program. That other jurisdictions do not review their T.I.P.'S is irrelevent; as a legislative proposal for Council action, SEPA assessment is clearly an obligation per RCW 43.21C.030(2c). To bring the checklist up to the standards of full disclosure expected by SEPA, we suggest attention to the following topics: A) Section 1, Item 6: Description of Proposal The narrative describes this proposal as an "update," yet it does not describe the changes in project priority which have taken place or the criteria for those changes. The discussion should be expanded accordingly. Section 1, Item 11: Plans by Others Section 2, Item 13: Transportation/Circulation The Comprehensive Plan contains a number of policies regarding the encouragement of a variety of transportation modes in the City and directing that they interface efficiently. The 6 -year street plan, as a legislative proposal, should include an analysis of its transportation system improvement priorities relative to the City's long -term transportation policies.
