SUBJECT: Tukwila Square Habitat Building Permit
After reviewing the development plan set submitted in conjunction
with the subject building permit application, we.note certain items
which require modification in order to conform to stipulations of the
Board of Architectural Review ::
A) Driveway entries on 56th Ave. So. must be relocated to a
point at least 20' distant from property corners.
B) Trash enclosure locations must be shown on sht. A -1; a con-
struction detail describing the dimensions and material of
the trash enclosure structure must be included in the plan
set.
Sheets A -1, G -1 and.L -1 should be revised to depict location of
a public sidewalk on 56th Ave. So., per Ordinances 1158, 1217
and 1233.
D) Modify section- drawings on.sheet A -6 to reflect use of wood
shingle'or shake roofing materials.
E) Modify elevation drawings, sheet A -4, to reflect enclosed
carports.
Modify sheets A -1, G -1 and L -1 to comply with minimum 10' wide
planting strip inside property line from 56th Ave. So.'
G) Modify sheets A -1'and G -1 to depict pedestrian access to
Interurban Avenue from the residential portion of the project
without passage through the office buildings below.

RE: Cedarwood Habitat
Dear Sirs:
The review of the site plans for the Cedarwood Habitat, sheets 1 through
6 has been provided by the Public Works Department with the following
comments.
This approval is for buildings #1 through #7. Required permits recognized
by the Public Works Department to be applied for and obtained 24 hours
prior to construction, are as follows:
Temporary desitation ponds and drainage facilities will be covered through
a grading permit.
Private Sanitary Side Sewers -.The sanitary sewer pipes shall be either
PVC (schedule #35 minimum) with 36" of cover minimum or concrete pipe
with 12" of cover minimum. Provide cleanouts at all buildings, bends
and joints for sanitary side sewers. Permit fees for each building
to be determined at the time of application for permits. All lines
to be tested, per inspector in field.
Sanitary Sewer Main Extension - All sanitary sewer main extensions shall
remain private and be provided with a minimum 2% grade. Prior to
construction of sanitary mains a,idetail of manhole and profile of all
sanitary sewer mains shall be submitted to the Public Works Deaprtment
(4 sets) for review approval. Sanitary sewer mains shall be built per
APWA standards. Include in detail Ex. 12" force main elevation.
Permit fee - $25.00.
Domestic Water Meters - Water meters shall be provided in the public
right -of -way or through easements. Executed easement documents are
required with application for water meter permit. Water meter permits
cover installation by the City for service line from the main to and
including the water meter. Permit fee for each service /meter shall be
determined at the time of application for permits.

Storm Drains - Storm drainage plan review and permit is through King
County Hydraulics. All pipe shall be 8" minimum, shall be corregated
metal pipe or concrete pipe, shall be 12" minimum cover. All open
ended pipe shall be equipped with trash racks and /or inlet structures
at points intercepting open ditches. Storm pipe over 20% grade shall
be Ductile Iron Pipe and provided with anchors spaces at 20 1.f. and /or
downhill of each bell and spigot joint. At the outfall structure,
minimum rip -rap rock diameter shall be 6 ". Rip -rap shall be provided
in such a manner as to extend 15 1.f. beyond end of outfall and to a
minimum depth of 3 feet throughout. This rip -rap shall key in the out -
fall pipe.
Curb Cut /Access /Sidewalk Permit - Curb Cut /Access /Sidewalk Street Use
Permit Fee - $25.00. Adjacent to property in the public right -of -way
of 56th Avenue South, a concrete sidewalk /curb /gutter /concrete driveway
aprons shall be provided in such a manner as to allow for final develop-
ment of 56th Avenue in the future. These amenities to the public
right -of -way shall be provided per the final alignment /profile of 56th
Avenue South and provided per the T.M.C., Public Works Standard Plans
and Public Works Department design requirements. Prior to commencement
with this work, a plan shall be developed and sent to the City (6
copies) for review and approval.
Fire Loop /Hydrants - Fire loop /hydrants, if required, and access shall
be provided per the requirements of insurance underwriters and the
Tukwila Fire Department. Per Tukwila Municipal Code 14.04.250, fire
protections services must be separately metered from domestic water
meter. Sprinkler vaults are to be located outside of easements or
public right -of -way.
For all water mains three inches diameter and greater, blocking shall be
provided at all junctions, bends, ends, and at all hydrants. Hydrants
and sprinkler vaults, as required, shall be per the City of Tukwila
Standard Plans:
A) At all fire hydrants: A valve 3' to 10' from the hydrant.
All .lines to be tested per inspector in field.
Irrigation Sprinkler Permit - If applicable, 4 sets of irrigation plans
shall be submitted for review and approval by the Public Works Depart-
ment. Permit Fee - $25.00.

Dear Mark:
Attached are Temporary Sedimentation and Erosion Control
(TSECP), Storm and Grading, and Sanitary Sewer Plans for the
above - referenced project. Also enclosed is a 1 " =20' Architect's
Grading Plan for the entire 4.55 acres, as well as tributary
drainage maps for the offsite drainage.
As we discussed earlier, it is our intention to develop
only the upper section which covers approximately 1.95 acres.
The TSECP has been developed to permit grading of the entire site
and it becomes more feasible to develop the lower section as per
the approval site plan. The other utility plans reflect only the
needs of the upper area to be developed. Once we proceed with
development of the lower section, we will forward the additional
plans on to you for your review.
We have been in contact with Francis Gonn of the Army Corps
of Engineers. According to him, Corps permits are not necessary.
He is preparing a letter to that effect and we will forward it
on to you when it becomes available.
Your cooperation and assistance in expediting the review
so we can obtain the desired grading permits, would be greatly
appreciated.

OFFSITE DRAINAGE REVIEW
DISCUSSION:
The drainage basin tributary to the site was reviewed on
October 13 and 14. The attached map reflects the basic flow patterns
and tributary drainage areas.
Areas All A2 and A are tributary to the south property line of
the subject property. In all . cases, water is routed or channeled by
ditches, culverts, etc. to a common point "C ". The runoffs,isJthen
carried by tightline along the south property line and on to Inter-
urban Ave. by a closed system. This system then continues across
Interurban Ave. and on to the Green River. Areas A4 and A5 are
tributary to several culverts and /or ditches along Interurban Ave'.
The final drainage course is via the line identified by Line A -B
on the enclosed map.
As can be seen, the proposed site is void of any sizeable
tributary drainage. Therefore, the hydraulics analysis should not
be impacted by offsite drainage.
The two systems from the site appear to have adequate capacity
to handle the current drainage. However, when consideration was
given to the time necessary to refine and asbuilt the offsite out -
fall system, the decision was made to provide onsite storm retention.

Attached are preliminary plans for a proposed housing development
located to the south of Interurban Ave., between South 137th to South
139th Street.
It is our intention to construct seven four -piex housing units"
along the upper slopes of the existing site. ''he lower portion of the
property, or the northern section, will remain undeveloped at this time.
The drainage will be designed to flow north to and under Interurban
Ave. The design will utilize the existing culvert structures already in
place. The water will then flow east and north via existing culverts air
ditches to the Green River,
We have been in contact with King County, the Washington State Dept.
of Highways, and the City of ukwila regarding applicable permits or design
criteria. We were advised by King County that wp might want to consult
the Corps of Engineers to see if they are aware of any concerns or design
criteria.
We are requesting a review of our proposal to determine if any special
conditions exist, or if we would need any permits from the Corpos'of.
Engineers prior to commencing with construction.

Dear Sir:
SR 181 between the Green River Interchange and Foster Interchange was .
improved in 1969 under contract 8649. Work consisted of widening to
four lanes with a two way left turn lane and included storm sewers.
Drainage areas outside of SR 181 were analyzed as single family res-
idential with a C factor of 0.55 (hilly, greater than 10% slope).
This information was obtained from hydraulic calculations currently held
at our Headquarters Hydraulic section. Storm sewers trunks, laterals and
ditch for this class highway ( "Other ") are designed for a 10 year

please note the following items:
1. Walls are to be fire - stopped per UBC Section
2517(f).
2. Automatic fire - sprinklers are required in the
carport /storage areas. Drawings prepared by a
licensed sprinkler engineer shall be submitted to
the Tukwila Fire Department for approval prior to
construction.
3. Fire extinguishers shall be provided per NFPA #10,
as a minimum requirement. (One 23 pound A11- Purpose
dry chemical extinguisher shall be installed in each
living unit.)
4. Fire hydrants are required as detailed in
Ordinance #729. (Plans as submitted do not show
hydrant locations.)

Answer to Question Number 6
This proposal is to construct a garden type condominium project containing a
total of 28 units which will be constructed on the "upper shelf" fronting on
56th Avenue South and will be designed in a four -plex townhouse style
configuration.
Each four -plex building of approximately 36 feet by 67 feet will contain
four two - bedroom units, four carports and four storage rooms.
The general design character of the project reflexts extensive use of wood,
(all siding will be cedar) ,. sloping roofs with rustic shingles, balconies and
open space. Generous landscaping will be provided utilizing the existing
trees on the site.
Answer to Question number 7
The project side is located between Interurban Avenue and 56th Avenue
south; and between the extension of South 137th Street and South 139th
Street. The area surrounding the project side is of mixed use. To the north
east across Interurban Avenue is the Foster. Golf ,Course (owned by the
City of Tukwila) ; to the southwest across 56th Avenue South is the Terrace
Apartment complex. On the southeast and along Interurban Avenue is a
mixture of commercial, retail, multifamily and some single family residences.
Along 56th Place South are existing singe family; units. To the northwest
along 56th Avenue South and South 137th Street. are . a. mixture, of duplex,
apartments and some single family units.
The existing trees on the site will be retained as much as possible. The
land use area distribution is shown on the accompaning table.

7. LIGHT AND GLARE
The proposed project will produce new light by the introduction of
living units. Such light sources will be from area illumination
which will be "down light" of subdued intensity. Light from
autos -will be screened from streets and adjoining areas by
landscaping screens and landscaped berms.
