THRESHOLD DETERMINATION
G.E. Earth Station - (EPIC- 197 -82)
Proposed Action
The proposed action is a request for approval of a conditional use permit
per TMC 18.64.020(1) to install an exterior, ground -based dish antenna and
freestanding equipment at the southerly edge of the site at 401 Tukwila
Parkway. The antenna structure is to be thirty -one feet high, and will be
placed within a secure enclosure.
Checklist Review
The project has been reviewed extensively in the context of the staff
report prepared for application 82 -19 -CUP, and the checklist has been
routed for intra - agency comment. Two areas of concern are noted:
A) Recreation (Checklist Section II, Item 19)
- The Recreation Department, after field investigation, has determined
that the facility will have no physical encroachment on the adjacent
baseball playfield.
B) Human Health (Checklist Section II, Item 17)
- From the specifications literature supplied with the conditional use
permit application, it appears that there may be radiation emissions
of an electromagnetic or radio- frequency nature present. The impli-
cations of this radiation potential. in terms of exposure to persons
using the ballfield or working nearby is not clear. It should be
investigated and mitigated if necessary before construction proceeds.
Recommendation
A Declaration of Non-Significance should be approved for this proposal,
subject to verification at the building permit stage that radiation levels
are confined within established safety limits.

The General Electric.Company is requesting
approval of a conditional use permit to
install an exterior, ground -based dish
antenna and freestanding equipment room on
vacant land at the sourtherly edge of
their existing warehouse site at 401
Tukwila Parkway. The antenna is to become
part of the company's orbital satellite
voice -grade international network telephone
system. Exhibit "A" depicts the proposed
communication: system in conceptual form.
FINDINGS
1) The proposed communication satellite
antenna and equipment complex will be
located on vacant property immediately
west of the existing G.E. Company
baseball field. The City's recreation
director has determined that the
equipment will be positioned so as to
avoid physical encroachment on the
baseball play -area.
2) The proposed site is zoned C -M (Industrial
system falls under the general conditional
Section 18.64.020(1).

use permit requirement of TMC
3) Maximum height of the proposed antenna is 31 feet; the equipment room is of
single -floor design. As the basic structural height limitation in this
geographic area is 115' per TMC 18.50.030, the proposed project is consistent
with zoning contraints.
4) Minimum setback standards for the C -M zone have been far exceeded in the
project description.
5) A Declaration of Non - significance under provisions of the. State Environmental
Policy Act has been granted by the responsible official for this project.
The antenna perimeter will be enclosed with a chain -link fence and security
lighting will be provided per police department specifications.

CONCLUSIONS
TMC Section 18.64.050 specified the criteria to be used by the Planning
Commission in deciding to grant a conditional.use permit; our response to each
criteria is as follows:
(1) The proposed use will not be materially detrimental to the public
welfare or injurious to the property or improvements in the vicinity of
the proposed use or in the district in which the subject property is
situated;
Response: The proposed equipment will be placed in a remote area
of the G.E. site and will have minimal apparent exposure to the public
at large due to its distance from public thoroughfares.
Unresolved topic of concern to staff is the potential health hazard which
the antenna system presents1if any,from emission of radio - frequency and
electromagnetic radiation. We are concerned particularly with affects
of proximity and exposure to the system by persons using the adjacent
recreation field. It is expected that the applicants will be prepared to
demonstrate the radiation safety of this system at the Public Hearing.
(2) The proposed use shall meet or exceed the performance
standards that are required in the district it will occupy;
Response: The proposed project is generally consistent with the
established light - industrial use characteristics of the Andover Industrial
Park area.
(3) The proposed development shall be compatible generally with
the surrounding land uses in terms of traffic and pedestrian circulation,
building and site design;
Response: The proposed communications center is umanned except
during periods of maintenance activity and will have no pact on traffic
circulation. Although the equipment is situated some di r ance away from
a public travel -way, we suggest that the appearance of the chain -link
enclosure and the non - descript equipment building would be enhanced by
perimeter landscape.
(4) The proposed use shall be in keeping with the goals and policies
of the comprehensive ... , -land use policy plan;
Response: While the comprehensive plan is largely silent on the matter
of siting communication equipment, it does allude to the wisdom of
encouraging uses which are supportive to existing industrial activities.
With adequate protection of its surroundings from any hazardous radiation
emission, the project should be viewed as consistent with the comprehensive
plan.

(5) A ZZ measures have been taken to minimize the possible adverse
impacts which the proposed use may have on the area in which it is located.
Response: The following steps have been, or will be taken, to
insure that the proposed communications system will intergrate successfully
with its surroundings:
1) Provisions of approved security fencing and .lighting.
2) Adequate separation to prevent interference with on -going use of
the adjoining baseball field.
3) Significant separation of the facility from public travelways.
4) Control of R.F. or electromagnetic radiation within accepted
safety limits.
5) Undergrounding of power and transmission cable linkages.
RECOMMENDATION...
Staff recommends approval of application 82 -19 -CUP for installation and use of
an earth satellite communication antenna and equipment facility as depicted on
Exhibits B, C, and D and subject to the following conditions:
1). Perimeter landscaping shall be installed prior to final inspection of the
facility., subject to staff approval.
2) Control of any emitted radiation of any measureable frequency or
wavelength shall be maintained within safe limits as established for
this type of facility.
3) Emergency power equipment, such as a gasoline- powered generator, shall
be installed in an enclosed structure so as to control noise propagation.
4) The conditional use permit is issued for the benefit of General Electric
Company.•.or its corporate subsidiaries and is not transferrable. The
Planning Commission shall reserve the right to review the conditional use
permit.on an .annual basis to. assure compliance with the terms thereof.
