(EPIC- 16 -81) Project Description The proposed development is a three -story office building on 2.4 acres with surface -level parking adjacent to the Green River. The applicants are seeking a Shoreline Management Substantial Development Permit to facilitate construction of the project. The building itself is 35' high, with 2 1/2 additional parapet freeboard to act as a screen for roof -top mechanical equipment. Discussion The proposed office use is consistent both with the site's existing M-1 zoning and its "camiercial" Comprehensive Plan. designation. Thus, the pro - ject is of an' "infilling" nature, the impacts of which are those commonly anticipated with development of the Tukwila valley floor: Traffic genera- tion and hydrology. The recommended Declaration of Non - Significance con- tains stipulations addressing these. impact areas. The following statement of findings pertain to the stipulations: 1) Security Lighting "Adequacy of exterior security lighting subject to approval of the Tukwila Police Department prior to issuance of Building Permit." a) Impact Mitigation: Enhance business security through adequate on -site lighting. b) Comprehensive Plan Reference: While no specific policy on lighting of . city. business areas is mentioned in the Comprehen- sive Plan, object 4, policy 6 of the "Residential" element of the document speaks:to adequacy of lighting as a means of pro- rooting motorist and pedestrian safety.
