The following information is provided in response to your
letter of July 31, 1981 concerning the Shorelines Applica-
tion for;The Green River Office Complex:
TRAFFIC AND AIR QUALITY
Additional traffic generated by-The Green River Office Complex
is :anticipated to be 300 cars (A.M. peak hours) and 273 cars
• 'MM. peak hours) with a weekday total of 1521 vehicles through
the intersection of SR -181 and Southcenter Boulevard.*
this represents a 430% 'increase in tr,.affi ci nto the 'Fort Deht
Entrance' lanes in-the morning and a 220% increase in traffic
exiting through the intersection.
Since the intersection (number.of lanes, curbs. and traffic sig-
nals) has been designed for the anticipated traffic load assoc-
iated with land zone C -2, the most logical solution to mitigate
the additional traffic is to add.a signaling phase, which would
allow easier access into and out,of The Fort Dent Complex.

We feel that with a weekday traffic load of 1521 vehicles, which
would produce a carbon monoxide count of .57 parts /million will
be insignificant. (Permissible .count 9.parts /million.) The
"•Certai;n Pollution Components" or dust to which you refer in
your letter would be decreased after construction. This decrease
. would be .attributed to the fact that we are 'sealing' the exist -
ing vacant lot.with asphalt paving and building.
During construction, dust emission would be controlled by water
and chemical: surface spraying, cleaning street after each day.'s .
work and limiting ydust and mud from truck tires, as recommended
by the Puget Sound Control Agency.
RECREATION
Glare from solar reflection will not encroach on Fort Dent Park
in their present alignment. At night, the parking lot willlbe
lamped with 250 watt high. pressure sodium on twenty foot standards
which will provide a uniform light with a minimum of 1/2 footcandles.
Between standards, a photometric quality of the proposed fixture
will not produce glare outside the office area.
In discussion with The Green River Investor's managing general
partner, Jerry B. Sheets, we have not solidified our final design
concepts at this preliminary stage. We have given consideration
to provide showers and lockers, possibly on the main floor of each
office building.
Furthermore, we are considering:integrating the City of Tukwila's .
river access easement into the office development by use of
coordinated landscaping, branch walkways and park benches.

RE: RECORDATION OF SHORT PLAT (MF #79 -7 -SS)
This morning's mail delivery to city hall brought us the original recor-
dation of Short Plat 79 -7 -SS; however, we note that this document differs
significantly from the approvals granted for this application by the City
of Tukwila Short Subdivision Committee at its July 27, 1979 meeting.
Specifically, the diagram on sheet 7 of 7 fails to depict a 20' river
trail dedication along the entire frontage of parcel 2 on the Green River
watercourse. The short plat diagram prepared by Wilsey and Ham, Inc.
dated 23 February 1979 which was approved subsequently by the Short Sub-
division Committee clearly depicts the subject trail dedication on parcel
2, extending from its mutual boundary with parcel 3 to the entry road of
Fort Dent Park.
We ask your cooperation in pursuing the necessary procedures to amend the
current error in recordation, and to furnish a recorded original of the
amended document to complete our files. Processing of building permits
or development privileges cannot go forward until the city staff receives
evidence of a correctly recorded short plat.

The Environmental Checklist which you submitted in support of your
application for a Shoreline "Management Substantial Development Permit
for the proposed office project has been circulated to the various
departments of city govelanent and their comments received. In accor-
dance with Section WAC- 197- 10- 330(a) of the State Environmental Policy
Act Guidelines, we hereby request that you provide the following
additional information or. amplification of checklist responses:
Traffic and Air Quality
The Public Works Department has requested that a minor traffic
study be prepared discussing the impact of this project on the immedi-
ately- surrounding street network. The report should cover such topics
as the anticipated impact of project - related traffic on peak -hour
intersection capacities for Interurban Avenue, and safety mitigation
Treasures needed to offset those impacts.
Your response to checklist item II -2a anticipates air quality
degradation'from project - related traffic. This impact should be quan-
tified and mitigating measures suggested, as your project is located
in,an area of non- compliance With state standards for certain_pollu-
tion-components. Please provide this. data as an adjunct'to the project
traffic report.
Recreation
The Recreation Department disagrees with your "no" response to checklist
item II -19, and requests additional information on the following topics:
- Methods by which light /glare from building into Fort Dent Park Will be
controlled.

- Means by which a connecting linkage can be established between the 20'
wide river access easment on the parcel to the west of the subject site
and the Fort Dent Park entry roadway.
- Provisions made within the project for private recreation space to
lessen user impact on Fort Dent Park.
Lighting
The Tukwila Police Department has requested additional information on
the project's parking area lighting concept. Please indicate on the
site diagram the location of all exterior fixtures, and provide basic
specifications on the equipment to be used.
The foregoing information is needed by this office to make a final threshold
determination for the Green River Office Complex Project. As you know,
SERA clearance must be obtained before the City can approve the pending
application for a Shoreline Permit. Therefore, timely completion of this
research effort will minimize delay in processing of.development approvals.

COMMENTS RE: GREEN RIVER.OFFI'CE COMPLEX
1
It is the consensus of P.D. officers that the entrance /exit
to the proposed project is not adequate for proper and safe
traffic.flow. With the addition of the'second office build-
ing proposed (under separate permit) and. considering Fort
Dent traffic it is generally felt that a traffic problem
will be created with the driveway design as shown.
It is-of concern that the landscaping, foliage, etc. is of
a low or non - concealing nature so that patrol officers can
better perform a routine visual inspection in their crime
prevention function. Additionally, the ability to drive
completely around the complex is important.
3) Adequate building and parking lot illumination is of'concern-

evaluate this aspect.
