adverse impact upon the environment. An EIS (V/is not) required

by the lead agency of a completed environmental checklist and other
information on file with the lead agency.

This Declaration of Non - Significance is issued only for the legislative action
of changiing the zoning classification of the subject site. The City reserves
the option to conduct a separate environmental review for any project proposed
subsequent to the rezone action.

permit. This questionnaire must be completed by all persons applying for a
permit from the City of Tukwila, unless it is determined by the Responsible
Official that the permit is exempt or unless the applicant and Responsible
Official previously agree an Environmental Impact Statement needs to be completed.
A fee of $50.00 must accompany the filling of the Environmental Questionnaire
to cover costs of the threshold determination.

located on the west side of South Center Parkway, north of
Wendy's. The site consists of 6.55 acres of which 3.4 acres
will be developed with the remaining forested hillside to be
undisturbed.

PART II - ENVIRONMENTAL IMPACTS
1. Elevations of the existing street and surrounding areas will
necessitate the need to fill the lower, developable portions
of the site. An engineered fill will ensure that soil bearing
'capacities are adequate for the proposed improvements, and
eliminate the problem of flooding or ponding that now exists.
3. Of the 3.4 :acres to be developed, approximately 15% will be
landscaped; with the remaining ground surface sealed:'by parking
and building area. Surface water concentrations in the sealed
area will be collected and placed into the city storm drainage
system, thereby removing that water from the ground water cycle.
This would add additional load to storm sewer system and cause
some depletion of the ground water, however this change would
be insignificant.
. Surface waters now occuring on the.site during ,wet months will
be eliminated which would be ari advaritagein an urban area.
4. Ornamental landscaping will replace the weeds and grasses now
growing on the site. The hillside above will be undisturbed.
7. Parking lot lighting and building signs will add to the ambient
lighting. This lighting can be focused and directed to minimize
its effect on the remaining residences to the north.
8. The present use of the subject property is residential as is
the present zoning. The proposed development will necessitate
the need for a rezone to C -2, which is consistent with the
Tukwila Comprehensive Land Use Plan.
12. A single family dwelling now occupies the northerly portion of
the site. As the house would be demolished in favor of new
development, it is assumed that demand for a new house would be
created.
The suitablity of the property for new housing is questionable
due to its commercial surroundings, and the high cost of land.
It is also inconsistent with the Tukwila Comprehensive Land Use
Plan.
13. The proposed retail development will draw traffic and create
additional vehicular movement in the area, however the primary
attraction of the property is the high volume of existing traffic.
We would hope to draw from that traffic rather than try to create.
a significant increase.
Existing parking will not be affected, while all new demand for
parking will be accommodated'..on site».

PROJECT DESCRIPTION:
The development consists of approximately 46,920 sq.ft. of leased commercial
space on 3.43 acres.
The site will provide parking for approxiiiiately 159 automobiles with loading
and service space along the west property line.
Landscaping will be provided along the front and sides of the site. '
