Earth b) The existing soil will have to be filled and recompacted to support the restaurant and adjacent parking as required by the soils engineer in the state of Washington. c) The natural relief of the existing topography will be modified to insure adequate drainage from the proposed building. Additional, there will be a small cut into the existing embankment along with the removal of limited species of trees. The reason for the cut into the embankment is to provide parking as required by the city. 2. Air c) There will probably be no change or alteration of any air movements at the proposed site due to any climatic variances. 3. Water b) Absorption rates may change due to the increase in hard - scape (A.C. paving and building). Therefore, surface runoff water will be directed to catch basins and storm drains. 4. Flora a & c) Some trees will need to be removed due to the layout of the site. However, site will be relandscaped in compliance with local standards. 6. Noise Possibly the only increase in the level of noise will occur from traffic on the site, otherwise the proposed restaurant will not produce any discernible levels of noise. 7. Light & Glare There will be no glare from any new lights. Additionally, lighting from the interior of the building will be at a minimum, since 'the exterior glass is solar bronze.. As for the parking lot, light standards will be kept to a minimum for adequate security purposes. 8. Land Use Only from the standpoint of rezoning from a residential to a commercial zone only. 9. Natural Resources a) There will be a minimal useage of natural resources - water, gas, etc., as the building has been designed with a "energy- efficient" monitoring system.to reduce consumption. • • 13. Transportation /Circulation a) Additional vehicular movement will occur due to clients and or customers visiting the restaurant to be accommodated for dining privileges. b) New parking facilities will be provided on site to accommodate customers. c) The only alterations to present patterns of circulation would possibly be a slight increase in vehicular movement. However, since South Center Parkway is a major traffic route, circulation will not be impaired. (Traffic study is currently being prepared). 18. Aesthetics Unfortunately, the explanation and answer to this question is very subjective.From an architect's standpoint, the restaurant will certainly be aesthetically appealing from any visual standpoint. However, the reconstruction of the existing contours for this proposed development may be con- strued as objectionable and or offensive, depending upon one's viewpoint and opinion. Secondly, the placement of the proposed restaurant on the site may be interpreted (depending on individual analysis) as obstructing the view to the hill and fauna in the background. It is one of the major concerns of architects to design a building that will create a positive reaction from the public standpoint.
