HomeMy WebLinkAbout1995-05-22 Special MinutesMay 22, 1995 8:00 p.m. TUKWILA CITY COUNCIL SPECIAL MEETING MINUTES CALL TO ORDER Mayor Rants called the Special Meeting to order at 8:05 p.m. ROLL CALL OFFICIALS SPECIAL PRESENTATION Metro Park Ride Tukwila City Hall Council Chambers JOE DUFFIE; JOAN HERNANDEZ; ALLAN EKBERG, Council President; DENNIS ROBERTSON; STEVE MULLET; PAM CARTER; JIM HAGGERTON. JOHN MCFARLAND, City Administrator; LINDA COHEN, City Attorney; LUCY LAUTERBACH, Council Analyst; ROSS EARNST, Public Works Director; RON CAMERON, City Engineer; DOUG MICHEAU, Public Works Coordinator; DON WILLIAMS, Parks Recreation Director; STEVE LANCASTER, DCD Director. Paul Tolliver, Director of the Metropolitan Transportation System, gave a presentation on the Metro Park and Ride at Interurban/I- 405. He informed the Council that a brief presentation had previously been given at Tukwila's Transportation Committee. Mr. Tolliver said he has been working with the City for the past 18 months to develop additional park and ride capacity specifically, the I -405 Corridor. Siting efforts have come to focus on the Neilson farm site as the only site that has satisfied Metro, RTA and the City of Tukwila's combined transportation objectives. Although some of the other more exotic options like decking of existing park and ride lots are viable options, Metro has deferred consideration of those options because they are not consistent with the City's transportation plans. All the parties acknowledged that the Neilson farm is a difficult site to develop and that access to and from the site will be both difficult and expensive. Staff from both agencies, supported by an array of consultants, have analyzed a variety of site layouts for Neilson farm and have identified a preferred layout that addresses the circulation and safety issues that must be resolved to make the site work for Metro. Unfortunately, the estimated cost to develop the Neilson farm is in the range of 9 to 10 million dollars -well in excess of Metro's approved budget of 6.9 million dollars. Without cost- sharing by other parties, Metro cannot afford to develop this site as a major park and ride location. REPORTS site at this time, Metro is still willing to jointly purchase (with the City of Tukwila) an option on Neilson farm property and to take a wait and see approach until the future of RTA can be determined. In not purchasing Neilson farm, Metro will have to forego grant funds previously awarded to them for a new Tukwila park and ride. After much discussion, it was the consensus of the Council to forward this issue back to the Tukwila's Transportation Committee for further review. General/Neighborhood Revitalization: None. a. Approval of Vouchers: Nos. 78739 through 78907 in the amount of $305,700.37. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED. MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Cohen read a resolution of the City Council of the City of Tukwila, Washington, fixing the time for a public hearing to consider the vacation of South 114th Street and South 115th Street east of 42nd Avenue South. MOVED BY DUFFLE, SECONDED BY ROBERTSON, TO APPROVE RESOLUTION NO. 1323 AS READ. MOTION CARRIED. Councilmembers Duffie and Hernandez reported that they had attended the recent dedication of the Interurban Trail and Open House at the Beverly Hills Apartments. Hernandez said that the renovation of the apartments has been completed. Hernandez attended the Foster Community Club Meeting Wednesday night. Councilmember Ekberg was also in attendance. Matt Rosenberg of RCAA was the guest speaker. Hernandez also attended the Human Services Round Table meeting this past Thursday where Dick Thompson, United Way, gave a presentation. J `11e, Special Meeting Minutes May 22, 1995 Page 3 Reports (Cont'd) ADJOURNMENT 9:17 p.m. Council President Ekberg read an invitation from Tukwila Police and Fire Departments in conjunction with the South Central School District inviting staff and Council to a special event on May 25, 9:30 a.m., called Operation Graduation `95. Councilmember Mullet attended the Duwamish Coalition infrastructure meeting where the Union Pacific Railroad had some discussions on what the future holds for the transportation and the railroad industry in the Duwamish corridor. Councilmember Carter also attended the Foster Community Club and Staff Task Force meetings. MOVED BY DUFFIE, SECONDED BY ROBERTSON, TO ADJOURN THE SPECIAL MEETING. MOTION CARRIED. VeAA /7(2 Joh iV.
