Others in attendance were Police Chief Mike Villa, Deputy Chief Bruce Linton, Interim Fire Chief Chris Flores, Stephanie Brown - Smith, HR Director, Erika Eddins, HR Assistant and Kim Gilman, Civil Service Examiner, CALL TO ORDER 5:00 p.m. Chair Steve Wheeler called the meeting to order. APPROVAL OF MINUTES GENERAL BUSINESS National Night Out Annual Civil Service Rules Revision The Chair asked if there were any corrections needed for the July 5`h Commission Meeting minutes. No corrections were noted. Chief Villa gave a brief summary of Night Out events happening August 2 "'. Commissioners stated their plans to participate in their neighborhood block parties. Commissioners were invited to attend the Annual Civil Service Conference September 12 -13`h in Wenatchee. ' 'he Examiner.' distributed a draft version of language revisions to clarify the request procedures for deferred eligibility. This item was previously discussed at the July meeting. At the Commissioners' request, additional language was added to Rule I. Eligible Lists, Section 3 to allow eligible candidates to receive a deferral (and remain eligible on the list) due to military service or for good cause. The substitution of the word "may" for the existing word "shall" in Rule X. Appointment, Section 3 Dropping a Name from the List, allows the Commission to have the discretion to hear and consider the requests for a deferral. Commissioners discussed the language and asked clarifying questions. MOVED BY PAQUETTE, SECONDED BY JOHNSTON THAT THE ADDITIONAL LANGUAGE AS PRESENTED BE ADDED TO THE EXISTING RULES IX AND X TO CLARIFY THE PROCEDURE FOR DEFERRED ELIGIBILITY. MOTION PASSED UNANIMOUSLY. Chief Villa reported that there is currently 1 vacant Police Records Specialist position, and 2 vacancies for Police Officer. He noted that 1 entry -level police officer is currently in the Police Academy and that a 2 "d entry -level officer will begin the Academy on August 17`h. He noted that lateral hiring has dropped off in the last year, but that the Department plans to reinvigorate the lateral hiring process by assigning a Recruitment Officer to the task effective September I". If the program is successful, the Department is looking at making this a permanent assignment. He reported that Department will be hosting a table at an upcoming Recruitment Fair focused on Veterans. Chief Villa provided an update to the Commission regarding the Department's process for selecting a new provider for psychological exams after the retirement of Dr. Ekemo. Chief Villa requested a 6 month extension for Sgt. Rossi to continue serving as a Provisional Commander. MOTION PASSED The Examiner presented the Civil Service Commission with a list of 6 candidates that recently completed oral boards for the entry- level police officer position. Although 19 candidates applied, only 6 candidates made the list. September Meeting Due to the Labor Day Holiday and a lack of agenda items the Commissioners agreed to cancel the September Civil Service Meeting. The Examiner will post the cancellation. Cit y of Tukwila Allan Ekberg, Mayor MEMORANDUM TO: Civil Service Commissioners FROM: Jay Wittwer, Fire Chief DATE: October 24, 2016 SUBJECT: Fire Department Eligibility List — Entry Level Fire Fighter The purpose of the memo is to request the current eligibility list for Entry Level Fire Fighter to expire early due to the fact that there is only one name on the list. Additionally, that one person was interviewed and was not chosen to move forward in the process to become an employee with the Tukwila Fire Department. The current list does not provide any other choices for candidates. The current list was originally set to commence on June 6, 2016 and end on June 6, 2017. The urgency to expire the current list stems from the following factors: 1. We have one opening that currently needs to be filled. 2. There is history of those on the lists being hired by other communities, thus we need to renew this hiring list now so that we have a larger pool of candidates. 3. There is a strong possibility that there will be a need to use the new list in the near future, for more openings. 4. The Civil Service process combined with the background process takes months to complete. 5. The Department runs a 24 hour, 7 days a week operation that requires we have an ample candidate base to pull from for staffing. 5 A
