Please let me know if you have any questions or need additional information about any of the following items. I. Intergovernmental Update • Microsoft Envisioning Center: On October 18 several Admin Team members joined the TIS staff at the Microsoft Envisioning Center for a demo of Office 365 and Azure. • Tour of Snoqualmie Ridge Golf Club: On October 19 Mayor Ekberg, Councilmember Robertson, Council Analyst Laurel Humphrey, Public Works Director Bob Giberson and Parks and Recreation Director Rick Still toured the Snoqualmie Ridge Golf Club to look at alternatives to use of reclaimed water at the Foster Golf Course. • Meeting with King County Metro: Mayor Ekberg and Public Works Director Bob Giberson met with Rob Gannon, General Manager of King County Metro to discuss ways the City and Metro can partner to continue to improve service in Tukwila. • Tour of El Centro: Mayor Ekberg, Council President Duffie, Councilmember McLeod and several city staff members toured the El Centro development on Beacon Hill. • Washington State Lean Transformation Conference: Cheryl Thompson, Executive Assistant, and Lily Jue, Fiscal Coordinator attended the 5t" Annual Washington State Lean Transformation Conference organized by Results Washington. Governor Inslee offered opening remarks at the conference. • Joint Meeting with the State Auditor's Office: On October 20 Finance Director Peggy McCarthy and Deputy Finance Director Vicky Carlsen attended a joint discussion with other South King County Finance officers and members of the State Auditor's Office including Deputy State Auditor Jan Jutte, Deputy Director of Local Audit Sadie Armijo, Deputy Director of Local Audit Mark Rapozo, and Director of Local Audit Kelly Collins. All finance officers in attendance reported a much improved audit experience this year. • Washington Cities Insurance Association Annual Meeting: Finance Director Peggy McCarthy represented Tukwila at the Washington Cities Insurance Association (WCIA) annual meeting on October 21. The meeting included an educational session about Crisis Communication and highlights from the Board Meeting include an increase in 13 City Administrator's Report November 2, 2016 Page 2 cyber insurance coverage and the addition of cyber extortion coverage as well as discussion about WCIA's 2017 goals. II. Community Events • Annual Fall Cleanup: The Annual Fall Cleanup hosted by Waste Management on October 15 at Saar's and Tukwila Community Center went well although participation was reduced due to the forecasted storm and its impacts. A makeup dump pass is available to those citizens who were not able to participate due to the decision to close an hour early because of the weather. Residents interested in a pass should contact Public Works at PublicWorksCTukwilaWA.gov. • Alzheimer's Workshop: The Tukwila Library Advisory Board sponsored an Alzheimer's workshop on October 20. The session focused on meaningful activities you can do with people who have dementia. The workshop was very helpful for caregivers and family members. • Duwamish Alive!: DCD staff helped support the Duwamish Alive! event on October 22 at the shoreline restoration site behind BECU. The event drew volunteers from BECU, CH2MHill consulting firm, Associated Grocers, the Boy Scouts and individuals. In addition to planting in an area recently cleared of blackberries, the butterfly garden was enlarged and native plants attractive to butterflies were planted. • She Builds Event: On October 22 Rebuilding Together Seattle sponsored the She Builds event at the Tukwila Community Center (TCC). Four Tukwila households received assistance and education sessions were offered at TCC. III. Staff Updates Public Safety • New Non - Commissioned Community Service Officer: Tukwila Police hired a non- commissioned Community Service Officer, Tek Kaf ley who is going to be helping the Community Liaison Team with community outreach. Tek is fluent in Nepalese and Hindi and is a great addition to the team. • Operation Cross Country: On October 13 Tukwila Police hosted Operation Cross Country for the local Federal Child Exploitation Task Force. This operation is the FBI's annual law enforcement action focused on recovering underage victims of prostitution and drawing the public's attention to the problem of sex trafficking at home and abroad. In Washington State, five juveniles were recovered and 67 adults were contacted. Fourteen arrests were made statewide. The Tukwila operation focused on investigating subjects that were trying to exploit children and led to two arrests. Project Updates • Regional Transit Committee (RTC) Review of Metro Connects: DCD staff attended a workshop with Councilmember Hougardy on October 19 to continue the Regional Transit Committee's review of the Metro Connects long range transportation plan. The RTC has some remaining questions for Metro centered on the implementation program for the plan. There will be two more striking amendment versions of the plan Phone: 2416 - 433 - 1800 + Email, ayor TukwilaWA.gov + Website: TukwilaWA.gov 14 City Administrator's Report November 2, 2016 Page 3 released in November for RTC review prior to the plan's scheduled adoption at the end 2016 /beginning of 2017. • Duwamish Hill Preserve: Benches and a new welcome kiosk have been installed. The kiosk will have temporary panels on them. "Permanent" panels are going through review stage with the tribes and will installed at later date. Interpretive signs will be installed later this fall. • Crime Prevention Through Environmental Design (CPTED) at Cascade View Park: Maintenance staff continue to focus on Crime Prevention Through Environmental Design (CPTED) at Cascade View Park by pruning, thinning, and relocating of plants to open sight lines and remove hiding spots in the bushes and landscape beds. • Southcenter Pedestrian /Bicycle Bridge: The Contractor has been building rebar and forming for eventual concrete pour at the Pier 2 cap and Abutment 1. Construction is taking place on the west side of Green River. • S 119th St Pedestrian Bridge: Work began September 21 and is anticipated to be completed by October 31. The project will remove and repair wood rot in the top of the girder by replacing some wood components and cleaning and filling rot with epoxy putty. In addition, the deck will be cleaned, leveled, and covered with an epoxy to seal the timber and to provide a non -slip surface. The top wood has been replaced. The epoxy repair for the handrail tops and deck epoxy is pending due to weather conditions. • Crystal Springs Emergency Surface Water Repair: Construction started the week of October 15 and is expected to be completed by mid - November. • Duwamish Gardens: Curbs for the five car parking lot have been poured and the parking lot base courses have been installed. The lawn area has been hydro- seeded, the rain gardens and streetscape have been planted and berms near the entry have been installed. • Boeing Access Road Bridge Rehab: Staff is working towards certifying the right -of- way (ROW) for this project. WSDOT ROW Certification will allow the project to move forward and release construction funding and bid advertisements for the project. To get the ROW certified, the City is awaiting the construction and maintenance agreement from BNSF. City staff will be working to meet those requirements and anticipates the project to be advertised for bids in early 2017. • Employee Transportation Coordinator Training: The Tukwila Transportation Demand Management (TDM) Team hosted a two -part Employee Transportation Coordinator (ETC) Training at the Tukwila Community Center. King County Metro's commute trip reduction specialist led the mandatory training for all new ETC's with in King County. Two of the twenty participants were ETC's from the Tukwila area. • Commute Trip Reduction Webpage Updated: The City's Commute Trip Reduction webpage has been recently updated. The new page provides information about transportation options with in the City of Tukwila for the community, employees, or anyone who travels with in the City. Community Services Phone: 2416 - 433 - 1800 + Email: ayor TukwilaWA.gov + Website: TukwilaWA.gov 15 City Administrator's Report November 2, 2016 Page 4 • Operation Warm Coat: The Fire Department sponsored the 2nd Annual Operation Warm Coat and successfully reached the goal to provide 138 coats to every Kindergartner at Thorndyke and Cascade View Elementary Schools. On October 19 Fire and Police personnel visited Thorndyke and Cascade View Elementary to hand out the coats, talk with the kindergarten students and let the children sit in and look at police and fire department vehicles. IV.
