MOVED BY ROBERTSON, SECONDED BY EKBERG, TO CONCUR WITH ALL APPOINTMENTS AS REQUESTED. MOTION CARRIED. JOHN McFARLAND, City Administrator; LINDA COHEN, City Attorney; ALAN DOERSCHEL, Finance Director; STEVE LANCASTER, DCD Director; LUCY LAUTERBACH, Council Analyst; JANE CANTU, City Clerk On behalf of the Planning Commission and the Board of Architectural Review, Vern Meryhew presented a resolution to Jim Haggerton thanking him for his many years of exceptional service on the Planning Commission. Mayor Rants requested Council's concurrence with his appointments to the Economic Development Advisory Board as follows: ♦Mikel Hansen, Position #6; term expires December 31, 1996 *Linda Morris, Position #7; term expires December 31, 1996 *Ray Jackson, Position #8; term expires December 31, 1996 Sharon Harris, Position #9; term expires December 31, 1995 *Phillip Wood, Position #11; term expires December 31, 1996 CITIZENS COMMENTS Anna Bernhard, 14241 59th Ave. S., asked why the Ferrari clock in the foyer was not working. John McFarland responded that Mr. Ferrari has been notified that the clock is not operating but is currently unable to repair it as he is recovering from a broken foot. Permitting State Licensed Daycare Centers as Home Occupations Ord. #1734 Extending Interim Zoning Regulations for State Licensed Family Childcare Homes a. Approval of Vouchers: Nos.78908 through 79194 in the amount of $1,065,307.98 MOVED BY HERNANDEZ, SECONDED BY DUFFIE, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED. There being no further comment, Mayor Rants closed the public hearing at 8:33 p.m. MOVED BY HERNANDEZ, SECONDED BY DUFFLE, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. Mayor Rants declared the public hearing open at 8:30 p.m. DCD Director Steve Lancaster explained that the ordinance would remain an interim ordinance until Council adopts the new development regulations. Those regulations are currently being reviewed by the Planning Commission. Mayor Rants questioned the need for the ordinance to be classified an emergency. Lancaster responded that because the ordinance allows provisions above what the City's adopted code allows, the emergency status probably isn't necessary. Anyone aggrieved by the ordinance would only have to wait the extra days until it was published and became effective per state law. City Attorney Linda Cohen read AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, EXTENDING THE INTERIM ZONING CODE REGULATIONS FOR STATE LICENSED FAMILY CHILDCARE HOMES, PROVIDING FOR SEVERABILITY, AND DECLARING AN EMERGENCY. Tukwila City Council Regular Meeting June 5, 1995 Page 3 OLD BUSINESS: Ord. #1735 Authorizing the issuance of 1995 Water /Sewer Revenue Bonds. Motion authorizing Mayor to sign purchase contract for water /sewer revenue bonds. (E.M.W./Duwamish/ Ryan Hill) NEW BUSINESS Ord. #1736 Repealing Ord. #1694 in its Entirety MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Linda Cohen read AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON, RELATING TO THE WATERWORKS UTILITY OF THE CITY, INCLUDING THE SYSTEM OF SEWERAGE AS A PART THEREOF; SPECIFYING, ADOPTING AND ORDERING TO BE CARRIED OUT A SYSTEM OR PLAN OF ADDITIONS TO AND BETTERMENTS AND EXTENSIONS OF THE WATERWORKS UTILITY; PROVIDING FOR THE ISSUANCE OF $4,500,000 PRINCIPAL AMOUNT OF WATER AND SEWER REVENUE BONDS, 1995, OF THE CITY FOR THE PURPOSE OF PROVIDING A PART OF THE COST OF THAT SYSTEM OR PLAN, AND TO PAY COSTS OF ISSUING THE BONDS; FIXING THE DATE, FORM, MATURITIES, INTEREST RATES, TERMS AND COVENANTS OF SUCH BONDS; PROVIDING FOR BOND INSURANCE; AND PROVIDING FOR THE SALE AND DELIVERY OF SUCH BONDS TO LEHMAN BROTHERS INC., SEATTLE, WASHINGTON; AND DECLARING AN EMERGENCY. Tukwila City Council Regular Council Meeting June 5, 1995 Page 4 New Business (con't) Ord. #1736 REPORTS Mayor Council Attorney Cohen read AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, REPEALING IN ITS ENTIRETY ORDINANCE NO. 1694, ADOPTED ON FEBRUARY 22, 1994, WHICH PROVIDED THE AUTHORIZING OF INTERFUND LOANS PENDING THE ISSUANCE OF BONDS FOR THE EAST MARGINAL/DUWAMISH CORRIDOR AND RYAN HILL AREA WATER SYSTEM IMPROVEMENTS; PROVIDING FOR SEVERABILITY, AND ESTABLISHING AN EFFECTIVE DATE. MOVED AND SECONDED TO ADOPT ORDINANCE NO. 1736 AS READ. MOTION CARRIED. Mayor Rants announced that to date, the following grants had been awarded to the City for 1995: Riverton Creek (for survey); $150,000 *Pacific Hwy. for 1997 -1998; $1.741 million *West Valley /Strander (ISTEA); $400,000 Overlay program (ISTEA); $330,000 CBD Sidewalks (TIB Funding); $100,000 East Marginal Way (increase in TIB Funding); $1.140 million *Total of all grants received to -date: $3,861,000. Mayor Rants reported that Jerry Belur, Tukwila Municipal Court Judge, participated in a school education program entitled Judges in the Classroom. Councilmember Duffie said parents, as well as the children, were impressed with the court procedures they witnessed. Councilmember Robertson distributed copies of an article from the Apartment Association of Seattle/King County newspaper which focused on how difficult it is for public entities to manage public housing. Councilmember Carter announced the South Central School District Appreciate Night on Wednesday, June 7, at Foster Commons beginning at 7 p.m. Tukwila City Council Regular Meeting June 5, 1995 Page 5 Reports (con't) MISCELLANEOUS Spring Cleanup Animal Control Update Code Enforcement ADJOURNMENT 9:23 p.m. Councilmember Haggerton thanked the Planning Commission for the resolution they honored him with earlier in the evening. Mayor Rants announced that haulers removed a total of 130 junk cars from the City during the Spring Cleanup campaign. Rants reported that according to staff, animal control complaints have decreased significantly this year since the animal control officer's hours were increased. Councilmembers said they were not receiving complaints from residents as in the past. John McFarland that code enforcement within the Southgate Trailer Park has brought the structures almost up to code; however, several of the trailers are no longer inhabitable according to L &I.
