City Council Transportation Committee
October 17, 2016 - 5:30 p.m. - Foster Conference Room, 6300 Building

CALL TO ORDER: Committee Chair Robertson called the meeting to order at 5:30 p.m.

A. Tukwila International Boulevard (TIB) Station Traffic Congestion
Staff provided the Committee with an update on traffic and pedestrian congestion at the Sound
Transit TIB Station on game days per an earlier Committee request. The Police Department
assessed the problem using statistics, feedback, and observations from the Traffic Unit, Patrol,
and the Community Policing Team. Observations were made during recent Mariners and
Huskies games. No accidents or incidents were reported during these times, and congestion
was observed but irregular. Calls for service in September were about average for the 2010-
2015 range. Staff suggests increased or continued multi - agency cooperation to deal with issues
at the station. Additional presence and traffic control could be requested for game days at an
additional cost to the City. DISCUSSION ONLY.

IV. MISCELLANEOUS
Chair Robertson noted that he met with staff to continue exploring the idea of redesigning the 53rd
and 42nd Avenue South projects without utility undergrounding. He recognizes it is not feasible for
53rd Ave S, but asked the Committee for their thoughts regarding42nd Ave S. He described the options
as 1) leave the CIP project proposal as is to include undergrounding, 2) delay the project two years,
3) recommend a redesign without undergrounding. Councilmembers Seal and Quinn expressed a
preference to leave the project design as is and move forward. The Committee suggested adding
additional information regarding the opportunity costs of delaying the project so that the Council is
fully informed.
Councilmember Seal stated that she and Councilmember Quinn recently attended a Tukwila
Elementary PTA meeting where they heard a proposal to partner with the City to address the
congestion associated with parent pickup and drop off times. The PTA suggests additional curb

painting at certain locations with No Parking. Staff wiitfoitow up with the PTA on this topic with some
logistics and possible solutions.
