Based upon the fact that there have been no inspections to prove that your project is valid, I have no basis for extending your permits. As of 12/9/13, they will be expired and new permits must be obtained in order to proceed with your project. If you are able to prove that there has been measurable work performed that can be inspected and approved, I will reconsider your request. Please schedule an inspection this week if this is the case. I am asking for one final permit extension. I'm no longer working out of town. I am currently a project engineer for Mcbride Construction Resources in Seattle. I've been employed for thirteen months. I tried for a loan at the time of the last permit extension but was denied. Previously I was self employed and did not qualify for a loan. I plan to reapply for a loan at the end of the year, once I have received my W2. Ultimately I want to finalize my permit and remain in compliance. If you would please grant me one more final extension, I will have the resources and time to comply with any corrections and updates required by the inspector and/or code upgrades. I don't want to waste anyone's time. If I am not able to get a permit extension, then I will call for an inspection before the permit expires. Please contact me before you make your final decision. Plans provided apparently shows work previously done to convert the lower basement into an ADU (Accessory Dwelling Unit) without a permit. There is no record of permits for the conversion of the basement to an ADU. It is now been determined that the RFA09 -341 for the work to the exterior for the stairway work was also done to create two entrances for the two units and access to the upper storage area of a pitched roof; a roof conversion from a flat roof, which apparently was also done without permits. Due to the size of the ADU, it exceeds the TMC zoning for the size of the unit. However there are other alternatives that may be done with a different design to down size the ADU to meet zoning and building codes or make the entire building accessible as one residential unit and eliminating the ADU altogether. To have an ADU within an existing building or residence, the building code has certain requirements that shall be met in addition to the zoning code requirements. Code requires a one hour separation between the two residences. This means the supporting walls, post and ceilings directly separating the two units shall have a minimum of 5/8" type x fire rated wall board. The stairway dividing the two units shall also be a one hour rated construction. There cannot be any penetrations between the two units (unless provided with one hour assembly). And each unit shall be provided with its own separate source of heating and power. Bedrooms shall have legal size egress windows or an exterior door. Provide a revised plan to show either a revised ADU unit with all code requirements met. Or provide a design to show the residence as one residence by eliminating the separating entrance, making it a single family residence entrance and eliminate the kitchen for the ADU unit. Since there has been apparent work done in other portions of the house creating the ADU unit, stairway and roof conversion, additional inspections may be required for electrical, plumbing, and mechanical in addition to the regular building inspections. All information relating to new work done without permits shall be clearly specified on the plans with notes or details. Any work covered may require opening of walls for such inspections. You may schedule a meeting with an inspector to determine where those areas necessary for inspection may be required to be opened for visual inspections. 2. Various detail code notes refer to Seattle Residential Code (SRC). City of Tukwila only recognizes 2009 International building codes IRC, IBC, IMC etc. Please revise references or provide notes specifying IRC codes and make sure the code references meet the current 2009 IRC, IBC and IMC • • etc. Building's construction shall meet current 2009 Washington State Energy codes. Officers of a court when they are acting within the scope of their office; 3. Public utilities operating under the regulations of the utilities and transportation commission in construction, maintenance, or development work incidental to their own business; 4. Any construction, repair, or operation incidental to the discovering or producing of petroleum or gas, or the drilling, testing, abandoning, or other operation of any petroleum or gas well or any surface or underground mine or mineral deposit when performed by an owner or lessee; 5. The sale of any finished products, materials, or articles of merchandise that are not fabricated into and do not become a part of a structure under the common law of fixtures; 6. Any work or operation on one undertaking or project by one or more contracts, the aggregate contract price of which for labor and materials and all other items is less than five hundred dollars, such work or operations being considered as of a casual, minor, or inconsequential nature. The exemption prescribed in this subsection does not apply in any instance wherein the work or construction is only a part of a larger or major operation, whether undertaken by the same or a different contractor, or in which a division of the operation is made into contracts of amounts less than five hundred dollars for the purpose of evasion of this chapter or otherwise. The exemption prescribed in this subsection does not apply to a person who advertises or puts out any sign or card or other device which might indicate to the public that he or she is a contractor, or that he or she is qualified to engage in the business of contractor; 10. An owner* who performs maintenance, repair, and alteration work in or upon his or her own properties, or who uses his or her own employees to do such work; 14.
