This permit shall become null and void if the work is not commenced within 180 days from the date of issuance, or if the work is suspended
or abandoned for a period of 180 days from the last inspection.
PERMIT CONDITIONS:
1: ** *BUILDING DEPARTMENT CONDITIONS * **
2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary
sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
5: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the

6: ** *PUBLIC WORKS DEPARTMENT CONDITIONS * **
7: Contractor shall notify Public Works Project Inspector at (206)433 -0179 of commencement and completion of work at least
24 hours in advance.
8: Work affecting traffic flows shall be closely coordinated with the City Project Inspector. Traffic Control Plans shall
be submitted to the Inspector for prior approval.
9: Any material spilled onto any street shall be cleaned up immediately.
10: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation
off -site or into existing drainage facilities.
11: The site shall have permanent erosion control measures in place as soon as possible after final grading has been
completed and prior to the Final Inspection.
12: Sewer and water utilities shall be plugged at the mains if they are to be abandoned. If they will be used again in the
near future for a new building, they shall be capped at the property line and at the water meter respectively.

Dear Permit Holder:
In reviewing our current records, the above noted permit has not received a final inspection by the City of Tukwila Building
Division. Per the International Building Code, International Mechanical Code, Uniform Plumbing Code and/or the National
Electric Code, every permit issued by the Building Division under the provisions of these codes shall expire by limitation and
become null and void if the building or work authorized by such permit has not begun within 180 days from the issuance date
of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work has
begun for a period of 180 days. Your permit will expire on 07/17/2013.
Based on the above, you are hereby advised to:
1) Call the City of Tukwila Inspection Request Line at 206 - 431 -2451 to schedule for the next or final inspection.
Each inspection creates a new 180 day period, provided the inspection shows progress.

2) Submit a written request for permit extension to the Permit Center at least seven (7) days before it is due to
expire. Address your extension request to the Building Official and state your reason(s) for the need to extend
your permit.
The Building Code does allow the Building Official to approve one extension of up to 180 days. If it is determined that your
extension request is granted, you will be notified by mail.
In the event you do not call for an inspection and /or receive an extension prior to 07/17/2013, your permit will become null
and void and any further work on the project will require a new permit and associated fees.

In reviewing our current records, the above noted permit has not received a final inspection by the City of Tukwila Building
Division. Per the International Building Code, International Mechanical Code, Uniform Plumbing Code and /or the National
Electric Code, every permit issued by the Building Division under the provisions of these codes shall expire by limitation and
become null and void if the building or work authorized by such permit has not begun within 180 days from the issuance date
of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work has
begun for a period of 180 days. Your permit will expire on 01/08/2013.
Based on the above, you are hereby advised to:
1) Call the City of Tukwila Inspection Request Line at 206 -431 -2451 to schedule for the next or final inspection.
Each inspection creates a new 180 day period, provided the inspection shows progress.

2) Submit a written request for permit extension to the Permit Center at least seven (7) days before it is due to
expire. Address your extension request to the Building Official and state your reason(s) for the need to extend

The Building Code does allow the Building Official to approve one extension of up to 180 days. If it is determined that your

Dear Mr. Merlino,
The City of Tukwila is requesting that you remove the existing water service to your
concrete batch plant as part of the scope of work in your demolition project.
The water service shall be removed up to the water main in the street, the corporation
stop shall be removed and a repair band installed on the existing water main. If a
corporation stop was not used, the tee can remain in place and a blind flange can be
installed with a concrete thrust block.
This requirement is from the Third 2009 Edition of the City of Tukwila Public Works
Department Infrastructure Design & Construction standards under paragraph 7.1,
Metered Service 7.1.1.4 "When determined by the Director, Permittee shall remove the
corporation stop at the main and pipes, meters, etc."
This authority is under Ordinance 1783, filed with the City Clerk, and authorizes the
Public Works Department to create and to amend these standards.

7.0.6 FIRE AND LOOPED SYSTEM
If possible for purposes of meeting fire protection and water quality standards, water
systems are to be looped in accordance with the City's Comprehensive Water
Supply Plan and the Uniform Fire Code. Non - looped systems require the Director's
approval.
7.0.7 RECLAIMED WATER
Where available, reclaimed water can be utilized for non - potable uses such as
irrigation, cooling, and energy needs. Technical specifications (i.e. blocking, valves,
etc.) as provided in these Standards for potable water systems are also applicable
to reclaimed water systems. In addition, non - potable, reclaimed water systems
must be clearly identified with signs and purple coloring in accordance with the
Water Reclamation and Reuse Standards of the Washington DOE manual, Criteria
for Sewage Works Design.
7.0.8 SYSTEM MODIFICATIONS
Modification to the water supply or plumbing on private property requires upgrade of
the meter(s) and the cross connection control to current standards.
7.0.9 MAINTENANCE
The property owner owns and maintains the water service from the meter onto the
property.
7.1 METERED SERVICE
7.1.1 GENERAL
A. All permanent meters for one project shall be located at the property line and
within the right -of -way. No pack joints will be allowed
1. Residential - Connections shall be a minimum of 3/4 inch and shall use
one section of copper tubing type K continuous from the main to the
meter, without any joints. Materials between the meter and the house
must meet the current King County Department of Health standards.
2. Non - residential - Connections shall be a minimum of 1 inch and shall use
one section of copper tubing type K continuous from the main to the
meter, without any joints. Pipe and fittings shall be rated for pressure of
twice the maximum working pressure of the 360- pressure zone.
3. Deduct Meter - The meter shall read in cubic feet and shall have an TRPL
register that is compatible to the Sensus automatic reading system. Install
deduct meter for landscape irrigation next to the permanent water meter
or within six feet of the permanent meter when located in a landscaped
area. In order to connect the deduct meter to the permanent meter
ing system, connect the two boxes using PVC conduit.
4. Permanent Service Disconnection
When determined by the Director, Permittee shall remove the corporation
stop at the main and pipes, meters, etc.

CHAPTER 1 INTRODUCTION
1.0 PURPOSE
These standards are intended to ensure consistent design and construction
requirements and adherence to the City's comprehensive plans.
It is this City's policy to maintain a high level of quality in the construction of public
facilities. The standards detailed herein have been prepared to foster consistent
requirements of quality and value for both public and private construction, and are
to be applied to both.
The standards in this document set forth the minimum criteria and specifications for
both public and private construction projects. In addition, these standards provide
the minimum design and construction requirements for utility and street
improvements to be accepted by the City of Tukwila. The Director may substitute
more stringent design standards and specifications where special conditions
warrant. The Director may relax these standards upon approval of a variance.
These standards shall not substitute for engineering design, nor are these
standards intended to limit innovative design where equal performance in value,
safety, and maintenance economy can be demonstrated.

1.3 REVISIONS
Th e City periodically reviews and revises the Standards. Additionally, anyone may
submit to the Director a written request for a revision to these standards. The
request shall include a brief description of the revision, justification for the revision,
and a copy of the proposed text or drawing. If the revision is accepted, the Director
revises these standards at the periodic review. The revision request form is in
Appendix E.
1.4 REFERENCES, STANDARDS, AND CODES
The following lists of references, standards, and codes provide the basis for design
and construction requirements for residential, commercial, or industrial
development, or construction of public infrastructure within the City. Where conflicts
in design and construction requirements arise, these Development Guidelines and
Design and Construction Standards (Standards) prevail.
1.4.1 ALL PROJECTS
The City of Tukwila recognizes and uses the most current edition of the following
references, standards, and codes.

6. Manual on Uniform Traffic Control Devices (MUTCD), U.S. Department
of Transportation as amended and approved by Washington State
Department of Transportation,
7. King County Surface Water Design Manual (1998),
8. The City's NPDES permit,
9. Sensitive Areas Overlay (TMC 21),
10. State and National Environmental Policy Acts,
11. Shoreline Management Act, State of Washington,

90. "TMC" means the Tukwila Municipal Cod
adopted by the City Council.
91. "Topping" means the severe cutting of th
top of a street tree resulting in stubs beyond the branc
collar in the crown or severe cutting which removes
substantial portion of the normal canopy, disfigures th
street tree, and reduces the height.
92. "Underground Facilities" means telecom
munication and /or cable facilities located under th
surface of the ground, alone or in combination, direc
buried or in utility tunnels or conduits, excluding th
underground foundations or supports for overhea
facilities.
93. "Unpaved Street Surface" means street sur
face that is neither standard nor nonconforming pave
street surface.
94. "Unsafe Condition" means any conditio
that the Director reasonably determines is a hazard t
health, endangers the safe use of the right -of -way by th
public, or does or may impair or impede the operation o
functioning of any portion of the right -of -way, or ma
cause damage thereto.
95. "Utility Excavator" shall mean any owne
whose facility or facilities in the public right -of -way ar
used to provide electricity, gas, information services
sewer service, steam, storm drains, telecommunications
traffic controls, transit service, .video, water, or othe
services to customers regardless of whether such owner i
deemed a public utility.
96. "Utility System Improvements" means wate
and /or sewer facilities as specified in RCW 35.91.020
it now reads, or as hereafter amended.
97. "Vegetation" means all trees, plants, shrubs
groundcover, grass, and other vegetation.
98. "Washington Utilities and Transportatio
Commission "or "WUTC" means the State administrativ
agency, or lawful successor, authorized under Title 80 o
the Revised Code of Washington to regulate and overse
telecommunications carriers, services an
telecommunications providers in the State of Washington
to the extent prescribed by law.

TITLE 11 — RIGHT OF WAY USE
11.04.050 Powers of Director
The Director shall have the following powers:
1. Prepare and adopt procedures as needed to
implement this title and to carry out the responsibilities of
the Department. Such procedures do not require
approval of the City Council to be implemented; how-
ever, the Council may, by motion or resolution, direct
that procedures and fees be amended or modified to the
satisfaction of the Council.
2. Approve the issuance of any permit applied
for under the provisions of this title.
3. Deny the issuance or renewal of any permit
applied for, or to revoke, suspend, or otherwise restrict
any permit issued under this title. •
4. Order the correction or discontinuance of any
condition, activity, or use of any right -of -way that violates
or is contrary to any provision of this chapter or
procedures adopted under this chapter or other applicable
codes or standards; or that is being conducted without a
right -of -way use permit.
5. Have . all powers and remedies available
under State law, this title, and procedures adopted under
this title for securing the correction or discontinuance of
any condition contrary to this title.
6. Prioritize conflicting uses of the rights -of -way,
or deny any or all such uses or proposed uses.
7. Administer and coordinate the enforcement
of this title and all procedures adopted under this title.
8. Advise the City Council, • Mayor, City
Administrator, and other City departments on matters
relating to applications for use of rights -of -way.
9. Carry out such other responsibilities as
required by this title or other codes, ordinances, reso-
lutions or procedures of the City.
10. Request the assistance of other City
departments to administer and enforce this title, as
necessary.

11.04.060 Appeals
A decision of the Director made in accordance with
this title shall be considered determinative and final. Any
appeal must be filed in Superior Court within 30 days of
the date of issuance of the final determination.

1) After evaluating the existing water service pipe condition Public Works has determined that the
water service shall be capped with blind flange at the 8" TEE on the west side of West Valley Hwy.
Existing 8" gate valve shall be removed, since it is old and in substandard condition. After the gate
valve water service is reduced to 1.5" or 2" cast iron pipe which is also in substandard condition and
will not be allowed to be utilized to serve future site redevelopment. Please show location of the
existing 2" water meter box and capping location at the water main together with a traffic control
plan. Please contact Mr. Mike Cusick, P.E., PW Senior Water and Sewer Engineer at (206)431-
2441 directly to discuss this requirement.
2) For work inside the City Right of Way please submit:
