The layout of the wall sections and their construction closely matched those of the plan prepared by this office in March 2012. The shown base of 3 inches crushed rock was placed and compacted below the first level of block. Only one minor modification was made in the construction, which was to use a one foot thick layer of 5/8 inch minus (washed) crushed rock behind the wall instead of the single layer of filter fabric directly behind the wall. This was done to allow firm backfill behind the wall while retaining general filtration capacity. This replacement is acceptable. In all respects the wall was installed in a very professional manner and with good workmanship. It is actually a pleasure to look at. Attached are photographs taken during the site visit. Tukwila, WA 98168 Cell: 206 -571 -8794 City of Tukwila Building Department Attn: Plan Reviewer /Inspector REVIEWED FOR CODE COMPLIANCE APPROVED APR 0 3 2012 City of Tukwila BUILDING DIVISION Subject: Comments Concerning Upgrades Required for Existing Residence, 3207 S. 164th Street, Seatac, WA 98188 (Owner: Lucky Investments, LLC, Attn: Lucky Van Hoang) Dear Sir: The following information is provided to assist in your review of the proposed repairs for the fire damaged rafters and for the general remodel of the house interior. Also provided is information concerning a replacement of existing deteriorated wood retaining walls behind the house with formally designed block walls. General. The site is located on the north side of S. 137th Street in residential Tukwila and is 60 feet wide by 120 feet deep. The site slopes upward from the street with a typical slope of about 12 percent, with a minor level portion in front for the parking pad and some minor terracing along the sides of the house. Records indicate the house was built in 1912. From observations of the structure the original portion of the house may be identified. A later substantial addition and alteration is evident. This may have been in two phases, however from the observed building techniques employed it was likely done as one phase. The original house was a simple one story house on foundation. The later remodel raised the level of the house to allow basement area under the original house section, and a front bump out for a stairway to the basement. At that time, or perhaps during a later remodel, a section of main floor was added along the rear of the building, with provisions for more room for a kitchen, dining room and bathroom. (Note, when the original house was constructed there were no water or sewer services and an outhouse and on -site well were used.),,��JJ� CITYI(IMLA MAR 12 2012 PE MIT CENTER DOW The original and added portions of the main floor were wood frame with a constructed roof structure. The basement area, including exposed full height walls, used concrete masonry units. Based upon observations of open portions of this wall, the wall was constructed hollow with no reinforcement. The concrete basement floor is slab on grade. Based on the construction techniques and materials employed, the addition of the basement and rear section were done no later than the 1950's. Overall, the workmanship on the original house and additions is good, allowing for the times, and the condition of all areas is generally very good. There are some limited wood portions with minor rot, however this is likely due to poor maintenance at times over the last 50 years. The CMU wall is in very good condition and no substantial cracking or settlement was observed. While not meeting current standards it may be considered in good and serviceable original condition. Fire Damaged Rafter Repair. The roof area is stick built with 2 inch by 4 inch rafters at 2 foot centers. The original roof line is evident in the attic space, with extended over - rafters used to extend the additional width to the rear and a minor similar extension in front for the stairwell area. In the recent past a significant fire entered the attic space. The main area damaged is at the right front where the first five or six rafters are charred to a depth of up to 1/2 inch. The damage is mostly in the top half of the affected rafters. Some minor damage occurred at rafters beyond the main area. The previous owner did some replacement and splicing but the job was done in an incomplete and haphazard way. As a general repair, we recommend that the most heavily damaged rafters have a spliced on 2 inch by 4 inch soldiered on each side, with the worst of the loose char removed first. It is recommended that this office meet with the contractor doing the work to clarify the work to be done. Note that the fire only slightly damaged the plank sheathing at the front of the house and the plywood sheathing at the rear of the house. No repairs or replacements of the sheathing are recommended. It was noted during the site visit that several of the rafters had substantial splits due to heat and age. These should also be spliced. Attached are beam calculations showing the need for the double splicing of the damaged rafters. General Remodel - Main Floor. The previous owner, along with repairing the damaged rafters, began a series of non - structural room alterations and general upgrade of the main floor area. Proposed at this time is to complete these alterations, with improvements in the basement area. The primary change in the main floor is to remove a wall and tum two small bedrooms into one larger bedroom. This is substantially complete. Also, two windows have been installed which meet current energy code requirements and bedroom exit requirements. A wall in the stairwell area has been removed and the location of a likely old, non -code stairway has been cleared out. A header of 6 inches by 8 inches is recommended to support the roof where the wall has been removed. The design of a current code framed stairway was attempted, however the space limitations prevented this. Instead, a 5 foot diameter fabricated iron staircase will be installed. This should meet current code requirements. By calculation, there will be 12 steps of 7.22 inches each, with 3 steps per quarter. The railing is to be 36 inches high with maximum 4 inch gaps. It will fit nicely into the area. It is proposed to open the wall into the basement similar to the arrangement at the upper floor, and a similar header to support the floor is proposed. Basement Area Remodel. Either during the recent previous owner remodel work or during a previous incamation of the house, the exterior walls of the basement were built over with 2 inch by 4 inch framing, insulated and sheathed with 1/2 inch wallboard. The condition of this added wall work is good and it appears to have had good workmanship. It does not appear that any alterations to this wall work would be required. It was noted that the basement area and the crawlspace above and behind it are very dry and there was no evidence of any wetness or water problem in the basement. This observation was made in a period of regular winter /spring rainfall. During this current remodel it is proposed to add a dividing wall down the middle of the basement area to allow two bedroom areas. An existing 2 foot by 2 foot window in the middle of the exterior wall would be removed and a new 3 foot by 3 foot sliding window added at a maximum height above floor of 36 inches added for each room. Closet spaces are provided for each room. While cozy, these rooms should function well as bedrooms. An old crawlspace access at the rear of the basement area wall was opened up to the floor. The CMU wall should be repaired here with a rear membrane. The top of the access hole should be retained for rear crawlspace access, but should be sealed with a cover which also provides moisture protection and insulation. Front Porch and Steps. The structural condition of the front porch and steps is generally good. It is recommended that water damaged areas be replaced in kind with pressure treated wood and galvanized nails and fittings. It should then be painted with a good grade of deck paint. Block Wall at Rear of Building. At present a two step railroad tie wall is located immediately to the rear of the building. There is only a narrow gap of about 2 feet from the lower wall to the rear wall of the house. Dirt and debris have fallen in this gap to a level above the wood framing. The walls are in very poor condition and have almost completely failed. It is proposed to replace these walls with a two and possibly three step concrete block wall. The distance from the back of the house would be increased to 10 feet, the adjacent grade lowered to prevent soil close to the house's wood framing, and the gap sloped to carry surface runoff away from the house foundation and around to the sides of the house. The wall sections would be made from the basic 6 inch by 12 inch blocks, with a backslope based on the blocks manufacture. The base of the blocks would be 6 inches below grade on a crushed rock base, and would extend 3.5 feet above grade. The design height of the wall section is then 4 feet, which is modest. A horizontal run of 4 feet would separate the wall sections, with the run being flat. The result is that each section of wall lies at or beyond the 1:1 slope from the lower section's base, and removing any surcharge which would affect the lower section. Note that the top section, which does have some theoretical surcharge do to the slope of the hill above will only be about 2 feet high, so that the effect of the surcharge is minor and may be ignored. It is recommended that the wall be backed by filter fabric. Due to the filter fabric and joints in the wall sections, water will not accumulate behind the wall, and ultimately any seeping water would be captured at the low point between the bottom section and the house, and thus routed away. It is recommended that the Engineer be consulted during construction to ensure the geometry and construction techniques meet the intentions of the design. Conclusions and Recommendations. Per the above discussions, the house is in generally good conditions. It is recommended that the information shown on the related plans and in this evaluation be used to complete the work of the remodel and safely repair the fire damaged rafters, and to provide to an extended and maintainable future lifetime for the house and its site.
