MINUTES
CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

Diane Kovalsky, 14005 42nd Ave. S., Space #40 (Candlewood)
asked for law enforcement support for residents in their efforts to
police their own neighborhood. Residents patrolling the area in the
late hours have been subject to threats by others who live in the
trailer park. Mayor Rants said he would ask that police patrols
pass through the area in the evenings. Councilmember Ekberg
suggested the City make a portable cellular phone available to the
resident patrollers to give them aid them in contacting 911 if
needed.
Councilmember Robertson announced he was unable to review the
vouchers prior to the meeting.

AWARD A CONTRACT TO T.F. SAHLI CONSTRUCTION IN
THE AMOUNT OF $188,787.36 FOR THE FOSTER GOLF
LINKS IRRIGATION PUMP STATION/POND PROJECT.
MOTION CARRIED.
Councilmember Robertson asked that the minutes of May 22, 1995
adopted earlier be clarified so there would be no mistake regarding
the City's intention not to participate in the funding of the Park and
Ride with Metro.
Mayor Rants declared the hearing open at 8:28 p.m. Public Works
Director Ross Earnst explained that the vacations of S. 114th and
S. 115th Streets is necessary for construction of the new City fire
station. The right -of -way is necessary for utility easements. It will
not be necessary to vacate 42nd Avenue as it will be used as an
entrance to the station.
Hearing Closed There being no comments from the audience, Mayor Rants closed
the hearing at 8:31 p.m.

TO DIRECT THE ADMINISTRATION TO PREPARE AN
ORDINANCE FOR THE VACATION OF S. 114TH STREET,
EAST OF 42ND AVE. SO., AND FOR S. 115TH STREET, EAST
OF 42ND AVE. S. MOTION CARRIED.
Mayor Rants declared the hearing open at 8:33 p.m. Ross Earnst
explained that the Six Year TIP must be updated and adopted
annually in accordance with state law. This year's draft TIP (1996-
2001) reflects deletions and additions to last year's TIP. Earnst
reviewed the additions /deletions with Council. Several changes
were suggested which are reflected in motion form below. There
being no public comments forthcoming, the hearing was closed at
9 p.m.

IMPROVEMENT PROGRAM, AND DIRECTING THE SAME
TO BE FILED WITH THE STATE SECRETARY OF
TRANSPORTATION AND THE TRANSPORTATION
IMPROVEMENT BOARD.
MOVED BY HERNANDEZ, SECONDED BY ROBERTSON,
TO APPROVE RESOLUTION NO.1324 AS READ.*
MOVED BY ROBERTSON, SECONDED BY MULLET, TO
AMEND EXHIBIT A OF THE RESOLUTION BY MOVING
ITEM #37 AND PLACE IT BETWEEN ITEMS #50 AND #51 SO
IT BECOMES A NEW ITEM #51; AND AT THE SAME TIME

LOCATED SOUTH OF BOEING ACCESS ROAD, LOCATED
IN THE CITY OF TUKWILA, AMENDING THE OFFICIAL
STREET MAP OF THE CITY; PROVIDING FOR
SEVERABILITY, AND ESTABLISHING AN EFFECTIVE
DATE.
MOVED BY EKBERG, SECONDED BY HERNANDEZ, TO
ADOPT ORDINANCE NO. 1739 AS READ.*
Using the maps in the packet, Earnst explained where the proposed
sidewalks would be placed.

AMEND SECTION 2 TO READ AS FOLLOWS: A UTILITY
EASEMENT IS RESERVED TO SEATTLE CITY LIGHT FOR
ELECTRICAL DISTRIBUTION FACILITIES AT NO COST
TO CITY LIGHT. THE SPECIFICS SHALL BE
NEGOTIATED BETWEEN THE PROPERTY OWNER AND
THE UTILITY. MOTION CARRIED.
MOVED BY ROBERTSON, SECONDED BY EKBERG, TO
AMEND SECTION 4 COMPENSATION TO REFLECT A
CORRECTED FIGURE OF 544.685 IN THE FIRST LINE.

Mayor Rants announced he will distribute Community Service
Awards to 12 students at Showalter Elementary tomorrow.
Rants distributed copies of his proposal to develop a Public Safety
Focus Group made up of department heads. It is intended that this
group will interact with and provide an element of resource to the
Community Oriented Policing Citizens Task Force.
Don Williams, Parks Recreation Director, gave a brief update on
the current status of the new community center. Williams expects
the construction contract will be awarded on at a Special Meeting
on July 31 (5th Monday). Attorney Linda Cohen reported the City
had been served with a lawsuit regarding the undercover operations
at Deja Vu.
Councilmember Hernandez distributed copies of several reports
dealing with housing issues. She announced that the Human
Services Roundtable has begun work on their agenda which
includes determining jointly held priorities. Hernandez asked
Council for any suggestions they might have for Roundtable focus.
The HSR group will not meet again until September.
Councilmember Robertson reported that the South King County
Area Transportation Board corridor study has been redone and now
focuses on the area of I -405. In redefining the study, WSDOT has
asked local jurisdictions to fund approximately $80,000 for their
portion of the costs. Tukwila's share (match) is approximately
$5,334 (1996 budget).

1994 Uniform Building Code
Councilmember Mullet attended the King County meeting on the
noise monitoring system last week. He said several communities
have representatives on this committee. Mullet suggested
Allentown would benefit from having a representatives at the
meetings. City Administrator John McFarland suggested
representatives be recruited from the Duwamish Improvement
Club, the Tukwila Hill neighborhood, and the Foster Community
Club.

ESTABLISHING AN EFFECTIVE DATE.
