Mayor Rants called the Special Meeting to order at 8:00 p.m.

Randy Berg, Public Works Project Manager, presented a
conceptual design of the new Fire Station #53 and invited public
comments.
None.
The Mayor commented that he would like to discuss the
contingency money issue with Alan Doerschel, Finance Director,
prior to making a final decision on the award.
Ross Earnst, Public Works Director, explained that the project to
transfer water service from Seattle to Tukwila for the East
Marginal and Ryan Hill areas has been developed to separate
Seattle and Tukwila supply. It contains the waterlines and
infrastructure necessary to provide water service that Tukwila will
bill for. He said bids were opened on June 20. The engineer's
estimate for the project was $3.38 million dollars. Of the nine bids
submitted the lowest was by Frank Coluccio at 3.45 million
dollars. If everything on the project went perfectly, the utility
could probably handle the cost difference between the budget and
actual cost. However, the bid does not include any contingency
money, and there is a definite possibility something could go
wrong on this project.

COMPANY FOR THE EAST MARGINAL WAY SOUTH
WATER LINE PROJECT PENDING MAYOR'S DISCUSSION
AND CLARIFICATION OF CONTINGENCY FUND FOR THIS
PROJECT WITH THE FINANCE DIRECTOR. MOTION

Mike Alderson, Assistant Fire Chief, explained that the 1991
Uniform Fire Code was updated to 1994 standards. The ordinance
introduced tonight adopts the 1994 version of the UFC.

PROPOSED RESOLUTION BE READ BY TITLE ONLY.

City Attorney Linda Cohen read an ordinance of the City of
Tukwila, Washington, amending Chapter 16.16 of the Tukwila
Municipal Code to adopt the 1994 Edition of the Uniform Fire
Code, standards and appendices with certain exceptions and
amendments, providing for the regulation of flammable liquids,
liquefied petroleum gases, explosive storage, and above ground
storage tanks, setting a bail schedule for offenses under the
Uniform Fire Code, setting a fee for permits required by the
Uniform Fire Code, providing procedures for appeals and
establishing penalties for violations.
A discussion ensued with Councilmembers making minor
grammatical revisions.
MOVED BY ROBERTSON, SECONDED BY EKBERG, TO
APPROVE ORDINANCE NO. 1741. MOTION CARRIED.
Alderson explained that this ordinance spells out some alarm
requirements and some exceptions to the Uniform Fire Code.
Above ground fuel storage tanks, fire access roads and turn-
arounds, and false alarm fines are included in this ordinance.

A discussion ensued with Councilmembers making minor

Rhonda Berry, Assist. City Administrator, briefed the Council on
three ordinances for animal control: one governing possession of
exotic animal, one for quarantine of animals suspected of having
rabies, and one covering the sale, training and use of guard dogs.
She stated that these ordinances mirror the content of King County
regulations, and are necessary for consistent enforcement by
Animal Control.

City Attorney Cohen read an ordinance of the City Council of the
City of Tukwila, Washington, amending Ordinance 1453, codified
as Chapter 7.04 of the Tukwila Municipal Code, adding a new
Section 7.04.256 regulating the quarantine of an animal suspected
to be capable of transmitting rabies; providing for severability, and
establishing an effected date;
An ordinance of the City Council of the City of Tukwila,
Washington, amending Ordinance 1453, codified as Chapter 7.04
of the Tukwila Municipal Code, adding a new Section 7.04.075
setting conditions on the possession or maintenance of exotic
animals, providing for severability, and establishing an effective
date; and,
An ordinance of the City Council of the City of Tukwila,
Washington, amending Ordinance 1453, codified as Chapter 7.04
of the Tukwila Municipal Code, adding a new Section 7.04.258
governing the training, selling, conveying and use of guard dogs,
providing for severability, and establishing an effective date.
