This permit shall become null and void if the work is not commenced within 180 days from the date of issuance, or if the work is suspended
or abandoned for a period of 180 days from the last inspection.
PERMIT CONDITIONS:

2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
5: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any
requirements for special inspection.
6: All wood to remain in placed concrete shall be treated wood.
7: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary

9: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

Dear Mr. Johannessen:
In response to your plan review comments in a letter #2 dated April 10, 2013, we respectively
submit the following itemized response to your questions:
1. One more item of concern for the design provided. The plan does not show how
the stair treads are fastened. "Such attachment shall not be accomplished by the
use of toenails or nails subject to withdrawal." Exterior stairs shall be supported
on each side by fasteners and supporting hardware that shall be sufficient to
support a uniform load of 100 lbs. psf. and concentrated load or 300 lbs. (On area
of 4 square inches). Supporting hardware shall meet the proposed design for
double 2x6 stair treads. Specify proposed fasteners per manufacturer (refer to
manufacturers specifications. (IBC 1604.8.3 item 1 & Table 1607.1 item 35)
Both uniform Toad and concentrated Toads were used to determine the maximum load case
conditions to analyze stair treads and risers. The stair tread connections have been
designed for the maximum load conditions. In addition the Simpson supports and hangers
were called out for stair treads and risers.

your drawings. I have enclosed comments from the Building Department. At this time the Fire, Planning, and
Public Works Departments have no comments.

attached comments.

The Building Division conducted a plan review on the subject permit application. Please address the following
comments in an itemized format with revised plans, specifications and/or other applicable documentation.
(GENERAL NOTE)
PLAN SUBMITTALS: (Min. size 11x17 to maximum size of 24x36; all sheets shall be the same size. New
revised plan sheets shall be the same size sheets as those previously submitted.)
(If applicable) Structural Drawings and structural calculations sheets by a registered engineer shall have a current
signed stamp -seal. Architectural design sheets and documents by a registered architect shall also have a current
signed stamp -seal.
1. The new plan now shows a storage room under the landing. Code specifies "The walls and soffits within
enclosed usable spaces under enclosed and unenclosed stairways shall be protected by 1 -hour fire- resistance-
rated construction or the fire- resistance rating of the stairway enclosure, whichever is greater." "There shall be
no enclosed usable space under exterior exit stairways unless the space is completely enclosed in 1 -hour fire -
resistance -rated construction. The open space under exterior stairways shall not be used for any purpose." Show
the underside of the stairway protected with 1 hour construction and if there is to be storage, it shall be
constructed as one hour construction also. This may be problematic due to the location and exposure to the
outside elements. (IBC 1009.6.3)
2. Outdoor stairways and outdoor approaches to stairways shall be designed so that water will not accumulate
on walking surfaces. Show the landing surfaces and stair surfaces sloping to prevent accumulation of water.
(IBC 1009.6.2)
3. Please specify the occupant load and occupancies of the second floor. Indicate what the different occupancies
are on the second floor with an approximate square footage of each occupant to determine number of
occupants. Otherwise the stairway width shall be required to be a minimum of 44 inches if the number of
occupants exceeds 50. (IBC 1009.1 Exception 1.)
4. Stair treads and risers shall be of uniform size and shape. The tolerance between the largest and smallest riser
height or between the largest and smallest tread depth shall not exceed 3/8 inch in any flight of stairs. Provide
this note on the plan. (IBC 1009.4.4)

5. Due to the type of stairway proposed and the code requirements listed above, the location of the stairway where
it is exposed to outdoor elements and where the stairway shall be required to maintain a one hour rating may be
problematic to prevent deterioration of the underside of the stairway. Over time the potential of moisture and
mold accumulation under the enclosed stair would most likely occur with this design. One option would be to
construct stairs and landings out of galvanized metal or concrete with the supporting members of one hour rated
framing or materials used to be fire - retardant rated materials. Therefore eliminating the enclosure under the
stairs. In any case the stairs shall be protected for the purpose of fire access and safe egress from the second
floor. The type of materials and construction of the stairway shall be sufficient to prevent deterioration
overtime due to exposure to the outside elements which could make the stairway unsafe and non -code
compliant. Provide a design the will conform to the requirements of the code for means of egress stairways.
(IBC SECTION 1009)
6. Handrail gripping surfaces shall be continuous, without interruption by newel posts or other obstructions.
Handrails shall return to a wall, guard or the walking surface or shall be continuous to the handrail of an
adjacent stair flight. Where handrails are not continuous between flights, the handrails shall extend horizontally
at least 12 inches beyond the top riser and continue to slope for the depth of one tread beyond the bottom riser.
Show handrails conforming to these code specifications. (IBC 1012.4 & 1012.6)
7. Stairways shall have handrails on each side. Show handrails on both sides of the stairway and conforming to
memo item # (6) above. (IBC 1009.12)
