Council President Ekberg called the Committee of The Whole
Meeting to order and led the audience in the Pledge of Allegiance.

Carleigh Barnes, Community Affairs Liaison for the Southwest
King County Chamber of Commerce, presented the Chamber's
semi annual update on services accomplished from January
through June of 1995. She also announced that Sarah Skoglund
had accepted the position of President with the Bellevue Chamber
of Commerce.
Steve Lancaster, DCD Director, briefed the Council on the review
and consideration of the proposed Developmental Regulations. He
said the Comprehensive Plan can be adopted by early December,
1995. In order to accomplished this, the City Council and staff
must focus their efforts on some vital aspects of the Developmental
Regulations, i.e. the Planning Commission's recommended
Developmental Regulations; the Washington State Legislature's
change in the laws governing how developmental applications are
accepted and processed; a shift in staffing due to Rick Beeler's
departure; and the uncertain outcome of the Referendum 48 vote.
He suggested what might help the Council move more efficiently
through the work ahead is for staff to prepare briefing papers for
each zoning district, focusing on key policy issues. Council could
use these papers to provide staff specific direction on code
changes, and staff could come back at the next meeting

with specific language proposals. He said this might save
considerable amounts of Council time by freeing them from the
task of working out specific language.
Phil Fraser, Public Works Senior Engineer, informed the Council
that since 1994 staff and some elected officials have been working
on establishing a forum to work with surface water issues.
Together they have recommended that a Regional Needs
Assessment (RNA) forum be established. The recommendations
are basically to handle surface water by watersheds, recognizing
that all the water from an area eventually makes it to a major river
and thus to Puget Sound. The July 20th RNA report provides for a
watershed -based approach to surface water management because it
brings together the people who best know their own basin and its
needs. This approach encourages participation by the locals of
each watershed and encourages consideration of unique features
and goals of each watershed. The report proposes forums be
established in four of the six watersheds in King County, with
King County providing $1.5 million /year over the next three years
for support staff for these forums for this interim period to help
them get established. Fraser said it is recommended by staff that
Tukwila provide qualified endorsement of the July 20, 1995 RNA
report recommendations, and agree to provide meeting room as
interim convener for Green/Duwamish Watershed RNA meetings.
Additionally, further discussions of funding policies are
recommended after watersheds needs and priorities have been
formulated.
Mayor Rants presented the 1995 Second Quarter Report. He stated
that staff continues to stay more than busy with the day -to -day
activities and the many important projects such as neighborhood
revitalization, which was a central focus with the opening of
negotiation for the siting of a police store -front on Highway 99; the
staging of a community -wide Spring Clean -up and junk car
removal campaign; and the completion of another gateway project
at 53rd Avenue South and Southcenter Blvd. The Mayor's Office
began the coordination of the review of the draft Comprehensive
Plan. Mid -year budget execution and program goal reviews were
conducted with each department We continued participation in the
ACC Technical Committee and membership on the King County
Airport Noise Advisory Committee was established.
