The electrical permit has been approved but the building permit is still pending, though approval could be given any day now that the SEPA process has been completed. The design team is nearing completion of their work and the draft 100% plans will be distributed to all departments as well as outside interested parties on November 7, 2012. A revision to both the electrical and building permit applications will also probably be submitted for your review and approval on or about the same day. The change to the building permit application will constitute one additional shelter at the planner's request for covered bike storage racks and will remove the two trellises entirely, as we will be relocating the two above - ground PSE switches. We all agreed that having a trellis over the high - voltage switches would be a bad idea. Changes to the electrical permit will be minor and will address the modifications necessary for the shelter /trellis revisions. The current schedule for this project has the City going to bid for this work right after Christmas, probably on the 26th of December. We are required to have a 3 week advertisement but I anticipate that the City will extend this period to 4 weeks due to the holidays. Bids would then be opened on January 23, 2013 with Council award anticipated by February 19, 2013. The successful contractor will then work with the City's Construction Management team and begin work as early as possible afterwards. It is at this point when these two permits will be pulled by the contractor, not City staff. However, the final permit balances will probably be paid for by the City directly and not the contractor. This was discussed at the time of permit application. Substantial completion of the work will be required to be completed by September 28, 2013 to coincide with the introduction of King County Metro's new F -Line Rapid Ride. It is fairly simple to specify that obtaining all final inspections and approvals are required in order for the project to be considered complete.
