MINUTES
Council President Ekberg called the Committee of The Whole
Meeting to order.

None.
The Council requested the following information:
1. That a breakdown of the $13,500 be provided to them in
writing for easy scrutiny. Forthcoming from Bovkan.

Council President Ekberg opened the pubic hearing at 7:25 p.m.
Evelyn Boykan briefed the Council on the proposed plans for the
1996 Community Development Block Grant Funds. She stated
that there are federal pass- through dollars that are allocated to the
City of Tukwila by King County. The pass- through dollars are
intended to benefit low and moderate income residents in the areas
of capital infrastructure issues including housing, public/human
services (to some degree), and planning and administration, if the
City chooses to do so. According to the latest County figures, the
City of Tukwila will have $115,239 available for allocation to
Community Development Block Grant Projects in 1996. This
represents approximately a 20% cut of allocation from last year.
This does not include any 1995 projects that may underspend.
Boykan said that the Recreation Leader position was added to
enhance an existing position and to help integrate the Parks and
Recreation and Human Services with activities for teens. Boykan
explained that the majority of the housing repair funds are loans,
and the maximum loan that can be applied for is $13,500.

2. Would adding an additional six hours (totaling a 30 -hour
work week) to the Recreation Leader position, entitle that position
to the City's benefit package. The Mayor responded
affirmatively.
3. That a copy of the Housing Code Support Study be
provided to the Council for review. Forthcoming from the
Mayor.
Summarizing the Council's discussion, Boykan stated that $10,000
dollars of the current utility program would go to this year's
housing repair budget. The Council could then look at the total
projected for housing repair for next year, take $10,000 dollars out
of that, put that $10,000 into the utilities program so that the
$50,000 dollars are in tact, but you've reduced the amount that's
available for the 1996 housing repair program.
Council President Ekberg added that if there's a reduction in funds
next year, the Council would look first at a reduction in the
housing rehabilitation funds. If there's an increase in funds next
year, they would look first at an equalization between the housing
rehabilitation and the utility connection.
Public hearing closed Council President Ekberg closed the public hearing at 7:45 p.m.

The Council began the discussion focusing on two chapters: The
Tree Ordinance and the Sensitive Areas Ordinance. Working from
the handout entitled "Draft Amendments To Zoning Code-
Sentember 7. 1995 -The following changes were made:
Page 2. 18.45.010 Purpose- -6th line, strike the words the natural
character of. Under Item C, add the word turbidity the
Definition Section. Item I, add the words and area after the word
functions.
Page 3. 18.45.030 Applicability -Item #5, add the words
geological or after the word contain, replace the word remnants
with the word items. Delete the word archaeological in line 2 of
Item #5. In Item #2, delete and subsection (e) of this section.
Under 18.45.040 Procedures, Item #2, replace the word shall with
the word may.
Page 4, 18.45.050 Sensitive Areas Maps and Inventories -Item #3,
add a comma after the word Maps, delete the words and
preliminary.
Page 5. 18.45.070 Permitted Uses second line, delete the words
and the followinggeneral uses.
Page 6. 18.45.080 Categorical Exemptions -the Council agreed
that Gary Schulz should be present at the next Council meeting to
shed some light on the paragraph dealing with "Isolated wetlands
that are 14001 1.000 sauare feet or smaller in area. and which are
low in function value according to the rating methodology..."
Page 7. 18.45.090 Reasonable Use Exceptions -Item #5, third line
should read: "with similar site constraints in the vicinity the
subiect property."
Page 9. 18.45.110 Wetlands Standards (1) General (A), 4th line,
add 18.45.075 after 18.45.070. The Council agreed to have staff
edit (C) of same section: Mitigation plans shall be completed for
any proposals for dredging, filling. alterations and relocation of
wetland habitat allowed in subsections (a). (b) and (h) of this
section.

Page 11, top of page (D), following the word for, add the words

Page 18, 18.45.150, Areas Of Potential Geologic Instability
Standards -(1) General, delete the last sentence in its entirety. It
begins with: "The site Plan shall minimize Under
Geotechnical Report, Section 18.45.(2) 060 (2), should read
18.45.060 (21.
Page 21. Assurance Devices, Section 18.45.135 should read
18.45.230.
Page 23. 18.45.180, Sensitive area buffers, (1) General provisions,
delete Buffers in general are intended to and replace with
"Buffers are an integral Hart of a wetland or watercourse and
are required to." In D(2), Section 18.45.090 change to 18.45.070
Councilmember Robertson agreed to rewrite Section #4 on page 23
beginning with Wetland and watercourse buffers for discussion
at a later date. He will also include subsequent pages, if necessary,
for clarification.
Page 24. (3) Ratings and Buffer Width, under Setbacks, return
Item #A B back to its original form.
Page 25. Items #C) &(D), Councilmember Robertson agreed to
review these sections for clarification discussion at a later date. He
will also check into why the section numbering is in such disorder.
Areas of Potential Geologic Instability, should be #5 not #4
Buffers, at the bottom of the page #1), Section 18.45.070 should
be replaced with 18.45.040.
Page 26. Section 18.45.190, The Council agreed to add open space
tract to the definition section of the Zoning Code. Under 2(A), add
for the following the word ownership, and delete the word which.
In Section 18.45.200, Recording required, delete the words areas
of potential geologic instability and add, approving_geological
significant sites.

Page 27. Section 18.45.210, the Council agreed to retain Board of
Adiustment rather than replacing it with Planning Commission.
Third line, delete unless excepted by Section 18.45.080.
Page 28. 18.45.240, Assessment relief, Item #2, replace 18.45.090
with 18.45.190. Item #3, line two, replace (b) with 12).
Page 29. Remedial Measures Required, Item B, is referencing the
Tree Ordinance. Council asked staff to clarify this section.
Section 18.45.260, Liability, #2, Section 18.45.290 delete 290 as
this is an incorrect reference.
The Council requested that staff check this entire document for
errors and inaccurate references that appear throughout the
document.
The Council agreed to meet again on Thursday, September 14,
6:00 p.m. to review carryover items and to open discussions on
Chapter 18.54- -Tree Regulations.
Mayor Rants reported that the Tukwila Jaycees will undertake the
project of painting the mural on the wall underneath the 180th
Bridge this Saturday, September 16, 9:00 a.m.
Pam Carter reported that Nancy Lamb has a copy of a petition that
is being circulated by a citizens' group regarding the jet noise
being made during the night. They want to present the petition to
Boeing at the end of the month. If Councilmembers are interested,
they may obtain a copy of the petition from Ms. Lamb.
Councilmember Haggerton announced that he will be absent from
the Council Meetings of Thursday, September 21st and Monday,
September 25th.
