COMMITTEE OF THE WHOLE MEETING
MINUTES
CALL TO ORDER Council President Ekberg called the Committee of The Whole
Meeting to order and led the audience in the Pledge of Allegiance.

Councilmember excused The Council agreed to excuse Councilmember Pam Carter from
tonight's meeting.
OFFICIALS STEVE LANCASTER, DCD Director; GARY SCHULZ, Urban
Environmentalist.
The Council opened the discussion with Councilmember
Robertson explaining that due to technical problems, he was
unable to revise Section #4 on page 23, relating to the sensitive
areas wetland and watercourse buffers. The Council agreed to
revisit ambiguous sections of the Sensitive Areas Ordinance from
last week's discussion upon the arrival of Gary Schulz. Schulz
was running behind schedule for tonight's meeting.
Schulz arrived. The discussion began with Schulz explaining the
difference between the words function and value as they relate to
rating methodology used in the City's Water Resource Rating and
Buffer Study. After a lengthy discussion, the Council agreed to the
following changes:
Page 6. Sensitive Areas Ordinance, Section 18.45.080 Categorical
Exemptions, to read as follows: "Isolated wetlands that are 1.000
sauare feet or smaller in area. and which have the lowest
function ratini' according to the Rating and Buffer Study."
Page 17., 18.45.140, Areas of Potential Geologic Instability
Ratings- a lengthy discussion ensued with the Council offering
varying opinions on the different Class areas and slopes
comparison. Lancaster suggested coming back to the Council after
he has had a chance to re- evaluate this section. He also
recommended demonstrating to the Council how to use a gage in

determining slope ratings. This would allow the Council to be able
to go throughout the City and rate slopes themselves.
Page 1, 18.54.020 Purpose, #3, remove the colon at the end of the
sentence and continue the sentence with "C" on page 2, to read:
"Regulate clearing of trees and understory vegetation in the City
of Tukwila. in order to promote retention of *1 native vegetation)
in sensitive areas and their buffers. shoreline areas. and wildlife
habitat areas."
*Council President Ekberg will research for accuracy.
Page 2, Section 18.54.030, Scope, Council President Ekberg
suggested that the 25% be replaced with 20% in the first
paragraph and use the 20% figure throughout the document until
the Council have had a chance to review a topographical map on
this issue. Delete all the strike -outs so that paragraph retains its
original language.
Page 5, Section 18.54.050, Permit Exempt Activities, Council
requested that DCD staff revise this section for later review by the
Council.
Page 7, Section 18.54.120 Applicant Security Required, #2,
replace City Staff's with the word Director.
Page 8 #3, Tree Replacement, following the word meet, delete
one of and add, either A or B below.
Page 9, Item B, following the word Replacement, delete the word
of and replace with the word on.
Page 9, Section 18.54.140, Exceptions, adjust numbering scheme
to match the rest of the document.
Page 10, Section 18.54.160 Permit Conformance, the Council
agreed to copy Item b. Tree Protection Measures. to the SAO
Ordinance. A very lengthy discussion ensued regarding how this
section of the Tree Ordinance could be integrated with the
Sensitive Areas Ordinance so as to eliminate the hassle of having
to refer to two separate documents. Lancaster stated that he would
report back to the Council with clarification on this.

ADJOURNMENT
8:40 P.M.
Mayor Rants reported that a draft copy of the Comprehensive Plan
had been sent to the State Growth Management Department. The
State was extremely complimentary on the contents and the way
the draft was put together.

ADJOURN THE COMMITTEE OF THE WHOLE MEETING.
