Several residents living on 42nd Ave. So. voiced their discontent 42nd Ave. S. Street with the way the street project in their neighborhood has been Improvements handled. Acting as a spokesperson for the group, Larry Mars explained that a letter homeowners received in March of 1993 said the City was going to put in sidewalks, gutters, curbs, storm drains, city lighting, and underground utilities. According to that letter, the improvements to 42nd were being funded by the City. Homeowners were asked to donate a portion of their property for sidewalks, but there was no mention of any cost to homeowners. Following the donation of their land, residents said they received notification from City that they owed an average of $2,000 each for undergrounding costs In addition, homeowners said they were told by City Light that they must also pay charges to run the underground wiring to the hookup beyond the right -of -way. Mars said the homeowners are asking that the City of Tukwila reimburse each of them for the City Light charges they've incurred as a result of this project. Residents were reminded they received notification of a public hearing on the project in 1993. Staff was present at the hearing to answer questions and explain the project in detail. David Fenton, Pos. #5; exp. 3/31/96 Other 42nd Ave. S. residents commenting on this issue were Tong Ung, Beatrice Burke, Kelly Hill, and Dave Shotwell, Gene Wallmar. Councilmember Robertson suggested this issue be forwarded to the October 17th Utilities Committee meeting for an indepth discussion. Mayor Rants asked that City Light engineers and Tukwila Public Works staff be included in hopes of resolving this problem. Robertson added that the City absorbed the very large bill for the cost of the sidewalks. In most other cities in the state, the homeowner would be assessed the costs of the improvements through an LID. Patrick Hill requested the speed limit on 42nd be reduced from 30 m.p.h. to 25 m.p.h. Councilmember Mullet forwarded this issue to a future Transportation Committee meeting. MOVED AND SECONDED TO MOVE APPOINTMENTS AHEAD OF SPECIAL PRESENTATIONS. MOTION CARRIED. Mayor Rants requested Council's concurrence with his appointments to the Community Police Advisory Board and the Human Services Advisory Board. MOVED BY HERNANDEZ, SECONDED BY ROBERTSON, TO CONFIRM THE MAYOR'S APPOINTMENT OF JERI FRANGELLO ANDERSON TO POSITION #4 ON THE HUMAN SERVICES ADVISORY BOARD. TERM EXPIRES 4/30/98. MOTION CARRIED. Diana Rea, Pos. #8; exp. 3/31/97 SPECIAL PRESENTATION 1996 Proposed Budget CONSENT AGENDA MOVED BY HERNANDEZ, SECONDED BY MULLET, TO CONFIRM THE MAYOR'S APPOINTMENT OF DIANA REA TO POSITION #8 ON THE COMMUNITY POLICE ADVISORY BOARD. TERM EXPIRES 3/31/97 (fills unexpired term). MOTION CARRIED. Mayor Rants presented Council with the Proposed 1996 Budget. Departments were directed to limit the growth of their operating budgets to three percent, a figure reflecting the anticipated increase in the annual inflationary index. This marks the lowest increase in the General Fund in the past six years. In order to balance the operating budget without reducing essential levels of services for 1996 it was necessary to dedicate 36 percent of the sales tax revenue to the General Fund compared to 34 percent in 1995. Rants noted that General and Capital Fund activities would continue to reflect the Neighborhood Revitalization Strategy in 1996. In addition, three and one -half new positions have been proposed for the coming year. Rants voiced his concern regarding the City's ability to fully fund the construction of sewers without significantly impacting other vital capital projects. In conclusion, Rants said he anticipates a continued partnership with the Council in 1996 and looks forward to a smooth conclusion to the budget process in the coming weeks. a. Approval of Vouchers: Nos. 81169 through 81382 in the amount of $162,600.50. MOVED BY MULLET, SECONDED BY DUFFIE, TO APPROVE THE VOUCHERS AS SUBMITTED. MOTION CARRIED. REPORTS Mayor Rants reported the Economic Advisory Board (EAB) is Mayor contacting 28 businesses that are being displaced on Harbor Island to invite them to consider relocating to Tukwila. Council Councilmember Hernandez announced the Noise Board will meet on October 9th at 7 p.m. She also invited interested Councilmembers to participate in the annual "Jail and Bail" opportunity on October 18th.
