1: ** *BUILDING DEPARTMENT CONDITIONS * **
2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All mechanical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center
(206/431- 3670).
4: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
5: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
6: Manufacturers installation instructions shall be available on the job site at the time of inspection.
7: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila
Building Department (206- 431 - 3670).
8: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Building
Department (206- 431 - 3670).
9: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.
10: ** *FIRE DEPARTMENT CONDITIONS * **
11: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the
following concerns:
12: H.V.A.C. systems supplying air in excess of 2,000 cubic feet per minute to enclosed spaces within buildings shall be
equipped with an automatic shutoff. Automatic shutoff shall be accomplished by interrupting the power source of the
air - moving equipment upon detection of smoke in the main return -air duct served by such equipment. Smoke detectors
shall be labeled by an approved agency for air -duct installation and shall be installed in accordance with the
manufacturer's installation instructions. (IMC 606.1, 606.2.1)
13: H.V.A.C. units rated at greater than 2,000 cfm require auto - shutdown devices. These devices shall be separately zoned
in the alarm panel and local U.L. central station supervision is required. (City Ordinance #2051)
14: Remote indicator lights are required on all above ceiling smoke detectors. (City Ordinance #2051)
15: Duct smoke detectors shall be capable of being reset from a single point near the alarm panel. (City Ordinance #2051)
16: Duct detectors shall send a supervisory signal only upon activation. (City Ordinance #2051)
17: All new fire alarm systems or modifications to existing systems shall have the written approval of The Tukwila Fire
Prevention Bureau. No work shall commence until a fire department permit has been obtained. (City Ordinance #2051) (IFC
104.2)
18: An electrical permit from the City of Tukwila Building Department Permit Center (206- 431 -3670) is required for this
project.
19: Contact The Tukwila Fire Prevention Bureau to witness all required inspections and tests. (City Ordinances #2050 and
#2051)

3. MAXIMUM AGGREGATE LENGTH OF FLEX DUCT IS 5 FEET. ANY CHANGE IN DIRECTION THAT MIGHT OCCUR IN
FLEX DUCT RUN MUST BE IN RIGID SHEET METAL ELBOWS.

CEILINGS SHALL BE PROTECTED AS REQUIRED IN CURRENT IBC.
B. NO RANGE HOOD VENTS, DRYER VENTS, COMBUSTION VENTS, OR HEATING
DUCTS ARE PERMITTED IN AREA SEPARATION WALLS.
9. PROVIDE SMOKE DETECTORS FOR AIR MOVING SYSTEMS EXCEEDING 2000 CFM
AT MAIN SUPPLY DUCTS PER IMC 609. PROVIDE PHOTOELECTRIC TYPE DETECTOR THAT
15 WIRED TO SHUT DOWN THE POWER SOURCE OF THE AIR MOVING DEVICE. DETECTOR
SHALL BE UL AND SFM LISTED FOR THE APPROPRIATE DUCT VELOCITY, TEMPERATURES,
PRESSURES AND HUMIDITIES OF THE SYSTEMS. ALSO PROVIDE COORDINATION WITH
ELECTRICAL AND FIRE ALARM CONTRACTORS TO ENSURE COMPLIANCE WITH NFPA 12.
(REMOTE INDICATION, ANNUCIATION, AND ALARM STATUS MUST BE PROVIDED PER NFPA 12)
10. FIRE AND /OR SMOKE DAMPER ASSEMBLIES, INCLUDING SLEEVES, AND INSTALLATION
PROCEDURES SHALL BE APPROVED BY THE BUILDING INSPECTOR PRIOR TO INSTALLATION.
11. LABEL MEDIUM PRESSURE GAS EVERY FIVE FEET.
12. MATERIALS EXPOSED WITHIN A DUCT OR PLENUM SHALL COMPLY WITH CHAPTER 6 IMC.

FOR THE FIRE DAMPER REQUIREMENTS. WHERE EITHER NOTED ON DRAWINGS
AND /OR AS REQUIRED BY GOVERNING CODES, FURNISH 4 INSTALL FIRE
DAMPERS. FIRE DAMPERS SHALL BE INSTALLED AND BE READILY ACCESSIBLE
FOR SERVICING IN THE LOCATIONS LISTED IN THE I.B.C. CHAPTER 1, 'FIRE
RESISTANT MATERIALS AND CONSTRUCTION' AND SHALL BE IN ACCORDANCE

BASIC MECHANICAL REQUIREMENTS
PART 1 - GENERAL
1.01 SUMMARY
A. Work Included: Basic mechanical requirements governing materials
and workmanship incorporating heating, ventilating, air
conditioning and related trades as specified herein.
1.02 REFERENCES
A. Materials and workmanship shall comply with the following
references, which are incorporated into the text by common
abbreviation only. Supplements which have been adopted by the
governing agencies shall take precedence.
UPC - Uniform Plumbing Code (Current Edition) Including supplements
IMG - International Mechanical Code (Current Edition) Including supplements
NEC - National Electric Code (Current Edition)
NFPA - National Fire Protection Association Standards (current editions)
IBC - International Building Code (current edition) Including supplements
Seattle Non - Residential Energy Code
MEP Tenant Criteria Mall Building Standards
B. HVAC System components and installation shall comply with the
nationally recognized standards for the types of equipment used
including, but not limited to, Underwriters' Laboratories (UL),
Sheet Metal and Air Conditioning Contractors National Association
(SMACNA) and the American Society of Heating, Refrigerating, and
Air - Conditioning Engineers (ASHRAE) Handbook.
1.05 SUBMITTALS
A. Product Data: Submit six copies of Manufacturer's data for each
item to be incorporated into the work. Data shall be bound into
vinyl binders of I" capacity and shall include an index at the
front listing all of the contents.
B. Shop Drawings: Submit shop drawings showing related dimensions,
accurately scaled to established references and points of
verification. Show sizes, materials, connections, elevations and
related information.
G. Record Drawings: Contractor shall maintain accurate "as- built"
marked -up drawings throughout the construction period. Prior to
final acceptance, the Contractor shall submit (1) complete
reproducible as -built set of drawings, dated and signed.
HVAC contractor shall also provide Autocad based files of
the "As- Builts ".
D. Substitutions and Product Options: No substitutions shall be
allowed unless there Is prior written approval by the Architect.
1.04 PROJECT /SITE CONDITIONS
A. All construction shall comply with the tenant construction
standards. It shall be the Contractor's responsibility to obtain
this document from the Building Management.
B. The Contractor shall field verify all P.O.G.'s and site conditions
prior to starting work. Any conflicts with the HVAC design shall
be communicated to the Building Management immediately.
G. Prior to installation of HVAC components, the Contractor shall
verify that related installations and materials are complete to
ensure no Interruption or Interference by delinquent trades.
Notify Owner of all such delinquencies and obtain review and
direction prior to proceeding, or accept responsibility for
correction of faulty /defective installations.
D. All valves, volume dampers, motors and any device that requires
adjustment or servicing shall not be located in an inaccessible
location. These devices shall be located adjacent to lay -In
ceilings or be provided with access panels if required to be
installed over drywall ceilings or shafts.
E. Permits and Fees: This Contractor shall arrange, apply for and pay
for all permits, inspections, fees, and licenses required for this
work by any legally constituted public authority. This Contractor
shall furnish the Owner with final certificate of inspection at the
completion of the work.
F. Gleaning of Equipment and Premises: This Contractor shall
thoroughly clean all equipment and apparatus and leave in
satisfactory condition for finish painting. If equipment has been
supplied with the factory finish, the Contractor shall also be
responsible for touch -up work and /or refinishing if required.
During construction of the job, this Contractor shall be
responsible for clean up of cartons, scrap or debris caused by this
work.
1.05 SEQUENCING AND SCHEDULING
A. Contractor shall be responsible for scheduling the work of related
trades to ensure timely and orderly progress of the total work to
be performed.

SECTION 15800
HEATING, VENTILATING, AND AIR CONDITIONING
PART 1 - GENERAL
1.01 SCOPE
A. The basic mechanical requirements apply to work under this section.
Furnish all materials and labor required to execute this work as
indicated on the drawings, specified herein and necessary to
complete the contract, including, but not limited to, the following
principle items:
1. Scheduling and sequencing.
2. Ductwork and accessories.
5. Air distribution, registers and grilles.
4. Submittals.
5. Coordinate with other disciplines. (Le. electrical, plumbing,
and fire protection)
6. Acoustical and thermal insulation.
7. Noise and vibration isolation.
8. Controls.
1. Permits, fees, inspections and certificates for
work included under this section.
10. Test and balance.
PART 2 - PRODUCTS
2.01 DUCTWORK AND ACCESSORIES
A. Ductwork for air conditioning, heating, ventilating and exhaust
system shall be fabricated of galvanized sheet steel.
I Volume dampers shall be manually operated as indicated on the
drawings, shall be two (2) gauges heavier than the duct In
which it is installed, and shall be equipped with locking
quadrants. All dampers shall be marked with bright colored
ribbon for easy identification.
2. Sheet metal duct seams (transverse) shall be made air -tight
with an approved high pressure duct sealing compound (Duro-
Dyne S2). Longitudinal seams on duct systems with internal
static pressures 0.15 in. water or greater shall be sealed as
described above. Longitudinal seams shall be Pittsburgh Lock.
5. All ductwork fabrication and installation shall be in
accordance with all applicable codes and standards.
2.02 FLEXIBLE DUCT
A. Insulated low pressure flexible duct shall be a factory fabricated
assembly consisting of a zinc - coated spring steel helix, with 1
inch thick fiberglass insulation, sheathed in a seamless vapor
barrier jacket. The interior of the duct shall have a fire
resistive coating to prevent fiber erosion. The duct shall have a
straight run sound absorption of 5 decibels per foot and 5 decibels
per foot of 45 degree bend. The composite assembly, including
insulation and vapor barrier, shall meet the Class 1 requirements
and shall have a flame spread of 25 or less and a smoke density of
50 or less as set forth in NFPA Standard No. c1O -A and be labeled by
Underwriters' Laboratories, Inc. as an air duct.
B. Flexible duct shall be installed in a fully extended condition free
of sags and kinks, using only the minimum length required.
Flexible duct shall be suspended on 56 inch centers with a minimum
5/4 Inch wide flat banding material.
G. Insulated low pressure flexible duct shall be type 5 -I5I as
manufactured by Glass Insulation Company, Inc. Los Angeles,
California, or approved equal.
D. Flexible duct shall be city and state approved and shall be 5' -O"
maximum in length as manufactured with metal joint collars
on both ends. Flex duct cutting is not allowed.
E. High pressure flexible duct shall be some as above except approved
for use up to 4" static pressure.
2.05 INSULATION
A. All work and material installation shall be performed in accordance
with the published recommendations of the manufacturer, and the
local codes workmanship shall comply with the best practices of the
trade.
1. All materials must conform to the requirements of NFPA ci0A as
determined by The Underwriters' Laboratories method, NFPA No.
255 and ASTM E84, and shall conform with the governing code.
Flame spread shall be 25 or less and smoke - density shall be 50
or less.
2. Where vapor barriers are used, they must be intact and
continuous throughout. All seams, joints and punctures shall
be sealed watertight.
5. Approved manufacturers: Owens - Corning Fiberglass, Johns -
Manville, PPG, Gertainteed.
B. Concealed Ducts: All supply air ductwork shall be insulated with
1 -1/2 inch thick, 5/4 pound fiberglass duct wrap, Johns Manville,
Owens - Corning, PPG or CSG, in accordance with California Title 24
Energy Requirements (with vapor barrier). Insulation shall be
firmly wrapped around ductwork covering all surfaces, Including
standing seams, and with all joints lapped a minimum of 2 ".
Insulation shall be securely fastened in place with 16 gauge soft
annealed black or galvanized wire spaced approximately 12" on
centers for straight runs, and 5" centers for elbows and fittings.
G. Acoustical Duct Liner: Fan coil plenums, return air plenums and
transfer air ductwork shall be lined with coated J -M 1.5 PGF
Microtex coated duct liner. Duct Liner shall be a minimum of I"
thick. Duct liner material shall be applied with coated side
facing air stream and secured to sheet metal using adhesive and
fastened mechanical clips spaced as recommended by the
manufacturer. All joints shall be tightly butted and heavily sized
with Lagfas or Arabol adhesive to assure the continuity of the
surface. Duct sizes shown are net clear dimensions. Increase duct
size to allow for duct liner.
2.04 AIR OUTLETS
A. All grilles, registers, diffusers and other air outlets shall be
furnished, installed and carefully located with respect to lighting
fixtures. Ceiling outlet locations shall be as approved by the
Architect.
B. All duct or plenum interior surfaces visible through grilles from
any vantage point, in occupied space, shall be painted black.
G. Air distribution shall be "Titus" or approved equal.
LAY -IN TYPE CEILING
Gelling Diffuser: Model PCS or PCS -DF, frame to match
ceiling type.
Return/Exhaust
Registers: Model PAR or PDR, frame to match
ceiling type.
DRYWALL TYPE CEILING
Ceiling Diffuser: Model 500FS, frame to match ceiling type.
Return/Exhaust
Registers: Model 55OFL, frame to match ceiling type.
2.05 FIRE DAMPERS
A. Verify and include all fire dampers required by fire rated walls
and ceilings. Fire dampers shall be approved and listed by the
State Fire Marshal as manufactured by "Ruskin ", or equal, as
follows:
1. All shall be per U.L. 555 or U.L. 555S.
2. All shall be rated according to the rating of the penetration
(i.e. 1 -1/2 or 5 hour ratings).
5. Dampers shall be with blades outside of air stream.
4. Provide combination smoke /fire dampers where indicated on
drawings.
2.06 SYSTEM CONTROLS
A. System controls shall match existing onsite.
Match owner base system for this property.
B. New thermostats, shall be coordinated with mall's control contractor..
PART 5 - EXECUTION
5.01 BALANCING, TESTS, AND GUARANTEE
A. Total system balance shall be performed by an independent, non-
affiliated agency certified by the Associated Air Balance Council
(AABG) which specializes in and whose business is dedicated to
testing, adjusting and verification of the HVAC system performance.
The submittal of unbiased reports shall be timely upon completion
of work. This work shall conform to AABG specifications referred
to in Chapters 11 through 26 of the AABG National Standard and
other criteria as set forth in this specification.
B. Balancing Contractor shall balance the air conditioning, heating
and ventilating systems so that proper air and water flow is
demonstrated at each unit (SA register, heat pump, etc.). Three
(5) balance reports shall be submitted to Architect.
G. System shall be tested for a minimum of 8 hours for proper
operation and all defects shall be remedied in a manner acceptable
to the Architect. For a period of 50 days after completion, the
Contractor shall provide the service of a technician to spot check
and adjust air balance if requested by the Building Management.
D. At the conclusion of tests, and after the acceptance by the
Engineer, system shall be turned over to Owner and a guarantee
period of one (1) year will commence. This guarantee will cover
all equipment installed under this contract and, during the
guarantee period, all defects shall be remedied without cost to the
Owner. A knowledgeable representative of the Contractor shall, at
the time of turnover, instruct the designated representative of the
Owner in the proper operation and maintenance and shall supply him
with three copies of all maintenance and operating instructions of
the installed equipment neatly bound in three separate folders.
