Zuluaga for CBD Sidewalk Tree Improvement Project Phase -I NEW BUSINESS Briefing on Crime Free Multi- Housing Program TUKWILA CITY COUNCIL SPECIAL MEETING MINUTES Mayor Rants called the Special Meeting to order. Tukwila City Hall Council Chambers JOE DUFFIE; JOAN HERNANDEZ; ALLAN EKBERG, Council President; DENNIS ROBERTSON; STEVE MULLET; PAM CARTER; JIM HAGGERTON. JOHN MCFARLAND, City Administrator; LINDA COHEN, City Attorney; STEVE LANCASTER, DCD Director; ROSS EARNST, Public Works Director; TOM KEEFE, Fire Chief; RANDY BERG, Public Works Project Manager; DOUG MICHEAU, Public Works Coordinator. None. Councilmember Mullet briefed the Council that this issue had been before the Transportation Committee and they recommend approval. He said this is Phase I of the CBD Sidewalk and Tree Improvement Project to construct sidewalks and plant trees along Baker; and portions of Andover Park East, north of Baker. The plans have been advertised and five bids were received. Bids were opened October 4. MOVED BY MULLET, SECONDED BY CARTER, TO AWARD THE CONTRACT TO D.A. ZULUAGA CONSTRUCTION CO., IN THE AMOUNT OF $143,082.95 FOR PHASE I OF THE CBD SIDEWALK AND TREE IMPROVEMENT PROJECT. MOTION CARRIED. Tom Kilburg, Crime Prevention/DARE; and Karen Wright, Human Services, explained that the Crime Free Multi Family Housing Program is to assist landlords in developing effective partnerships in a neighborhood environment, and fostering a safe, healthy, family oriented place to live. The program uses a three -level approach to eliminate crime in apartment communities, to reduce calls for police service, and to foster a clean, healthier, more stable living environment. This is accomplished through a comprehensive training program for property owners /managers, strict security requirements for participating properties, and crime Special Meeting Minutes October 9, 1995 Page 2 Briefing on Crime Free Multi- Housing Program (Cont' d) REPORTS Remarks from citizen ADJOURNMENT 9:15 p.m. prevention training for residents. Owner /managers who complete the first level of training receive a certificate proclaiming their achievement. Displaying it in the property office of the apartment complex assist in attracting the honest applicants and deterring the dishonest ones. In conclusion, Kilburg stated that safe, comfortable multi family neighborhoods benefit the entire community. Mayor Rants reported he had attended the Valley -Com meeting of the Administrative Board (the four mayors of Valley -Com) last week to discuss a merger /partnership of King County with Valley Com. King County Dispatch Center is in disarray and it is not earthquake proof. He said they need to build a new one. In an effort to accomplish this, they want to partnership with Tukwila to defray the costs that are involved. After a brief discussion, the Council voted unanimously against forming a partnership with King County to help build a new Dispatch Center. Robertson reported that The South King County Area Transportation Board (SKATBd) meets next Tuesday but he will be out of town. He requested that someone attend in his place to take a position on the new RTA proposals. Mayor Rants encouraged Council participation. However, he said if there were no takers, he would go in their stead. Joe Egan, 14438 Military Road South, commented that he is currently investigating pricing for a video system for his own operation. He will pass that information on to the City for reviewing. He said this device could aid in apprehending those who vandalize City property. MOVED BY DUFFIE, SECONDED BY ROBERTSON, TO JOU THE SPEC MEETING. MOTION CARRIED. W.
