HomeMy WebLinkAboutCivilService 2016-08-01 MinutesMayor's Office - David Cline, City Administrator August 1, 2016 Allan Ekberg, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler, Ron Johnston and Bruce Paquette. Others in attendance were Police Chief Mike Villa, Deputy Chief Bruce Linton, Interim Fire Chief Chris Flores, Stephanie Brown-Smith, HR Director, Erika Eddins, HR Assistant and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:00 p.m. Chair Steve Wheeler called the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed for the July 5`h Commission Meeting minutes, No corrections were noted. GENERAL BUSINESS National Night Out Chief Villa gave a brief summary of Night Out events happening August 2 "d. Commissioners stated their plans to participate in their neighborhood block parties, Annual Civil Service Conference Commissioners were invited to attend the Annual Civil Service Conference September 12 -13`h in Wenatchee. Rules Revision The Examiner distributed a draft version of language revisions to clarify the request procedures for deferred eligibility. This item was previously discussed at the July meeting. At the Commissioners' request, additional language was added to Rule IX. Eligible Lists, Section 3 to allow eligible candidates to receive a deferral (and remain eligible on the list) due to military service or for good cause. The substitution of the word "may" for the existing word "shall" in Rule X. Appointment, Section 3 Dropping a Name from the List, allows the Commission to have the discretion to hear and consider the requests for a deferral. Commissioners discussed the language and asked clarifying questions. MOVED BY PAQUETTE, SECONDED BY JOHNSTON THAT THE ADDITIONAL LANGUAGE AS PRESENTED BE ADDED TO THE EXISTING RULES IX AND X TO CLARIFY THE PROCEDURE FOR DEFERRED ELIGIBILITY. MOTION PASSED UNANIMOUSLY. MOTION PASSED UNANIMOUSLY. FIRE DEPARTMENT BUSINESS Staffing Update Chief Flores reported that 1 Fire Captain remains off work on long -term disability. In regards to staffing, the Chief explained that the Department has had some difficulty hiring entry -level candidates due to competition with other agencies that are also currently hiring. He noted that the current eligibility list has been reduced by 50% due to current candidates withdrawing after accepting hiring offers with other agencies. Chief Flore explained further that Renton RFA is looking to hire 15 -20 firefighters whereas Kent RFA is looking to hire several lateral firefighters soon. He is concerned with the current levels of competition for quality candidates, especially in light of the fact that 30% of the Department is eligible for retirement under the LEOFF 2 system. Staffing Update Chief Villa reported that there is currently 1 vacant Police Records Specialist position, and 2 vacancies for Police Officer. He noted that 1 entry -level police officer is currently in the Police Academy and that a 2nd entry -level officer will begin the Academy on August 17th. He noted that lateral hiring has dropped off in the last year, but that the Department plans to reinvigorate the lateral hiring process by assigning a Recruitment Officer to the task effective September lst. If the program is successful, the Department is looking at making this a permanent assignment. He reported that Department will be hosting a table at an upcoming Recruitment Fair focused on Veterans. Chief Villa provided an update to the Commission regarding the Department's process for selecting a new provider for psychological exams after the retirement of Dr. Ekemo. Request to Extend a Provisional Commander Assignment Chief Villa requested a 6 month extension for Sgt. Rossi to continue serving as a Provisional Commander. Rossi in order to support continuity of operations. Commissioners discussed the request and asked clarifying questions. MOVED BY PAQUETTE, SECONDED BY JOHNSTON THAT THE REQUEST TO EXTEND THE PROVISIONAL APPOINTMENT OF SGT. ROSSI TO COMMANDER BE APPROVED. THE EXTENSION WILL LAST FOR 6 MONTHS (TILL MARCH 16, 2017) OR UNTIL TERMINATED EARLIER BASED ON DEPARTMENT NEEDS. MOTION PASSED UNANIMOUSLY. Certification of Police Sergeant Eligibility List The Examiner presented the Civil Service Commission with a list of 6 candidates that recently tested for the position of Police Sergeant. MOVED BY PAQUETTE, SECONDED BY JOHNSTON THAT THE ELIGIBILITY LIST FOR POLICE SERGEANT BE CERTIFIED AND BE VALID FOR ONE YEAR COMMENCING AUGUST 1, 2016 AND ENDING JULY 31, 2017, OR UNTIL DEPLETED. MOTION PASSED UNANIMOUSLY. Certification of Entry -Level Police Officer Eligibility List The Examiner presented the Civil Service Commission with a list of 6 candidates that recently completed oral boards for the entry - level police officer position. Although 19 candidates applied, only 6 candidates made the list. MOVED BY PAQUETTE, SECONDED BY JOHNSTON THAT THE ELIGIBILITY LIST FOR ENTRY -LEVEL POLICE OFFICER BE CERTIFIED AND VALID FOR ONE YEAR, OR DEPLETED. NEW BUSINESS September Meeting Due to the Labor Day Holiday and a lack of agenda items the Commissioners agreed to cancel the September Civil Service Meeting. The Examiner will post the cancellation.
