NOTICE OF APPLICATION
PROJECT INFORMATION
The City of Tukwila Public Works Department has filed an application for SEPA/Environmental
Review of 2010 /2011 Small Drainage Program. The SEPA application includes nine projects: two
projects are for construction of new storm drainage improvements, seven projects are for
maintenance of existing storm drainage facilities. A map of each the nine project locations and a
project description for each location is included below.
Projects applied for include: Ell -006 (SEPA Application)
Other known required permits include: Hydraulic Project Approval (HPA) from the
Washington Department of Fish and Wildlife.
Studies required with the applications include: None.
FILES AVAILABLE FOR PUBLIC REVIEW
The application is available for review at the City of Tukwila, Department of Community
Development (DCD), located at 6300 Southcenter Blvd 4100.
OPPORTUNITY FOR PUBLIC COMMENT
Your written comments on the project are requested. They must be delivered to DCD at the
address above or postmarked no later than 5:00 P.M., Friday, July 1, 2011. Tukwila has reviewed the
project for probable adverse environmental impacts and expects to issue a determination of non
significance (DNS) using the optional DNS process in WAC 197 -11 -355. This may be your only
opportunity to comment on the environmental impacts of the project. If timely comments do
not identify probable significant adverse impacts that were not considered by the anticipated
determination the DNS will be issued without a second comment period.

City maintenance crews have identified 80 linear feet of
storm drain pipe and 2 catch basins that require replacement
due to age and damage. The lower pipe reach collects flow
from a private storm water facility for the adjacent office

59 9 park as well as an intermittent unnamed tributary to Riverton
Creek. During high flows, the inlet frequently plugs,
resulting in slope erosion and debris flows onto Tukwila
SJTE 2 International Blvd. The project proposal is to restore the
berm, install an improved trash rack, and replace rock
tl i erosion protection on the overflow down the slope. The
riprap on this slope extends far beyond this localized
drainage, so it appears to be providing a general slope

No formal storm drainage collection system exists on 44th K
Ave. S between S 122" Street and S 124 Street. This
results in numerous puddles and the potential for runoff
from the public right -of -way to damage private residential
properties during periods of high rainfall. The purpose of
the proposed improvements is to provide a new conveyance 2t
system.

rehabilitation or replacement due to age and
damage. Trenchless rehabilitation is being used to
minimize impacts where feasible, but a portion of

due to the severity of pipe damage. The pipe that

feet of CMP storm drain pipe that is failing due to

age and corrosion. The pipe is still in good enough
condition for sliplining, so the City would like to
perform the slipline before more damage occurs.

City maintenance crews have identified 225 linear feet of
SZZ CMP storm drain pipe that is failing due to age and
corrosion. The pipe is still in good enough condition for
sliplining, so the City would like to perform the slipline
before more damage occurs.

This 8 -foot diameter culvert is prone to plugging with fallen
trees and branches during the winter. The City proposes to install
a trash rack on the existing culvert entrance to keep debris out of
the pipe and improve the ease of maintenance.
