None. Alan Doerschel, Finance Director, commented that previous meetings with the City Council and Administration have been very effective in reaching agreements on policy relating to the basic services offered by the City. The philosophy that we not reduce essential services to the community is a good one, as long as we can maintain the revenues necessary to provide this level of service. Council President Ekberg opened the public hearing at 7:20 p.m. There being no public comments, the public hearing closed at 7:22 p.m. Councilmember Robertson explained that the Community Affairs and Parks committee had reviewed the proposed Involvement Program document for the Highway 99 Revitalization Plan. The program consists of a description of the affected people within the 99 study areas and the role they play in the process of developing the Plan. Committee of The Whole Meeting Minutes November 27, 1995 Page 2 Pacific Hwy Revitalization Plan (font' d) Surface Water Management Ordinance 1996 Budget Discussion REPORTS A discussion ensued and the Council agreed that the document will be used as a guide throughout the process and will be the specific topic for a joint meeting with the 99 Task Force in December 1995. Phil Fraser, Senior Engineer, Public Works Department, explained that a Surface Water Management Ordinance is required by RCW 90.70.100 to adopt surface water regulations, enforcement processes, permitting requirements, a maintenance program and related standards. He said this ordinance has been a topic for discussion for several years and has been through numerous Utility Committee reviews and various other pertinent agencies and departments. After a brief discussion and review of previous revisions, the Council agreed to forward the Surface Water Management Ordinance to the next Regular Council Meeting for approval. The Council continued review of the 1996 Budget, covering Transportation, Water, Sewer, and Surface Water. Doerschel says the first step in reviewing the CIP is to update the Council on the 1995 to 1996 carryovers and/or project shifts and provide recommendations on any changes that are made. Doerschel said he will provide the Council the information in spreadsheet form by Friday to allow adequate time for review by next Council meeting. Mayor Rants reported that King County is still trying to form a merger with Valley -Com. The Council agreed to continue to take a stand against such an action. Rants said he had recently attended an ACC meeting where they discussed the strategies for going forward in the year 1996. They've hired a consultant for $8,000 for getting an opinion survey of the three counties Snohomish, King County and Pierce -to see if there is any public support that they can use to bring more public notice to the airport third runway issue. Councilmember Duffie reported he had attended the fund raiser kick -off breakfast meeting last Thursday for the Tukwila Pond Park Project. A ten minute video was shown and the attendance was great. Councilmember Robertson requested that the Mayor provide the Council with a statistical report from the Police Department that reflects the arrests made in Tukwila's hotel /motel complexes. The Council agreed that they need to address the issue of who will be attending the South King County Area Transportation Board (SKATBd) meetings now that Councilmember Dennis Robertson's term on the Council will conclude December 31, 1995. They also raised the issue of some councilmembers not being able to attend certain outside meetings due to the Council's subcommittee meeting scheduling. They will discuss this early in January 1996.
