PRESENTATIONS II. BUSINESS AGENDA A. Overpass Agreement: Boeing Access Road over BNRR Bridge Rehabilitation Project Staff is seeking Council approval of an Overpass Agreement with BNSF in the amount of $149,428.0o for the Boeing Access Road over BNRR Rehabilitation Project. This is required for construction and maintenance costs related to work over the railroad right -of -way and covers inspection and flagging services required by BNSF. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 21.2o16 REGULAR CONSENT AGENDA. B. Supplemental Agreement: 42r'd Avenue South (South 16oth Street — South 131St Place) Phase III Staff is seeking Council approval of Supplemental Agreement No. 6 to Contract No. 12 -010 in the amount of $218,783.05 with CH2M Hill forthe 42nd Avenue South Phase III Project combined with the Gilliam Creek Culvert design. The project is at 900/6 design and this supplement will redesign the relocation of storm water detention facilities in compliance with the City's shoreline buffer requirements and plan mitigation for landscaping and stream relocation. Additional utility coordination will also be required. Funding for this design is available from the proposed increased construction budget as reflected on the updated CIP page. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 14,2o16 COMMITTEE OF THE WHOLE. C. Bid Award: Tukwila International Boulevard and South ILLth Street Midblock Crossina Staff is seeking Council approval of a construction contract in the amount of $88,300.00 with Westwater Construction Company for the Tukwila International Boulevard and South 144th Street Midblock Crossing. This project will retrofit the crossing with Rapid Flashing Rectangular beacons and ADA compliant curb ramps. Westwater was the low bidder of three bids received in October. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 21, 2o16 REGULAR CONSENT AGENDA. D. Stop Sign and Crosswalk Guidelines Staff provided the Committee with a briefing on how stop signs, crosswalks, speed humps, and speed limit changes get approved for installation. Residents often make requests for traffic calming devices, but the City must follow the 2oog Edition of the Manual on Uniform Traffic Transportation Committee Minutes ...................................................................................... .....................November7, 2o16 Control Devices (MUTCD) in concert with engineering judgment by the jurisdictional staff. This Manual outlines specific criteria that must be met before installation or implementation of changes. Staff intends to provide user - friendly educational materials online to aid the community in understanding the process. Chair Robertson requested a copy of the data that has been collected from the mobile speed sign units that have been in recent use in the City. He also asked if the City could pilot a test area for a speed table for school crosswalks. Staff will report back with an option in 1St quarter 2017. COMMITTEE DISCUSSION. E. Multi -Way Stop Signs and Marked Crosswalk Review Staff provided an update on the City Council request to review the potential for multi -way stop signs or marked crosswalks at the intersections of South 135th Street and 34 th Avenue South, South 137th Street and 34 th Avenue South, and South �4.9th Street and 62nd Avenue South. The three intersections were evaluated for criteria outlined in the MUTCD referenced in the last item. Staff recommends the installation of a marked crosswalk with supporting school crossing signage for the east -west movement of South 137th Street and 34 th Avenue South, in addition to removal of low vegetation for sight distance. The other two intersections reviewed have school crossing routes marked and do not currently warrant additional stop signs per the criteria. The Committee discussed that while stop signs are not warranted, there are measures the City can take to enhance safety, such as place the mobile speed unit at those locations and coordinate with the police department for emphasis patrols. They requested that the memo be updated to reflect those items. Chair Robertson will report out to the full Council and provide the updated memo. COMMITTEE DISCUSSION. III.
