MINUTES
CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

Tavo Quevado, 4420 S. 156th St., commended the City on its
efforts to reach out to diverse cultures in an attempt to improve the
quality of life in Tukwila. He suggested additional emphasis be
given to the problems confronting emigrant and migrant families
who live in the City.
Nancy Lamb, resident, invited Council to attend the Foster
Community Club's Social at 7 p.m., December 20th, at the Foster
Library.
Roger Baker, resident, thanked Council for their hard work on the
Comprehensive Plan.
a. Approval of Vouchers: Nos. 82607 through 82990 in the
amount of $1,794,905.23.
b. A resolution establishing a process for quasijudicial issues.
c. Authorize Mayor to accept East Marginal Way water
service easements.

1995 Budget
information. Micheau explained that the 1992 Cable Act provided
authority for local jurisdictions to regulate basic cable rates. Rates
were to be analyzed by comparison with benchmarks established
by the FCC dating back to September of 1993. The City
contracted with 3 -H Cable Communications Consultants to
administer its cable franchise and to perform the rate analysis. The
resolution under consideration is a rate order that basically
establishes a bench mark from which any potential refunds from
TCI Cable Co. to Tukwila subscribers can be measured. The rate
refund can extend back as long as 12 months. The rates, as stated
in the resolution, were implemented by TCI in September of this
year. Refunds are estimated at $.50 to .60 per month (x12)
equaling $7.20 per year per subscriber. The reimbursement will
most likely be paid to TCI through a reduction in the franchise fees
paid to the City next year.
There being no public comment forthcoming, Mayor Rants closed
the public hearing at 7:18 p.m.

ESTABLISHING AN EFFECTIVE DATE.

Finance and Committee Chair Joan Hernandez said an increase in
the Mayor's compensation (other than the cost of living
adjustment) would be discussed in depth early next year.

Finance Director Alan Doerschel informed Council that the split in
the tax revenue for 1996 is 68.8 percent for general operations /32.2
percent for capital projects.

Seattle is going to change how they provide water and they've
asked that a new entity be created to work with them.

because he is employed by the Boeing Company.
