This letter serves as a notice of decision and is issued pursuant to TMC 18.104.170 on the following project
and permit approval.
I. PROJECT INFORMATION
Project File Number: L09 -039
Applicant: City of Tukwila Public Works Department
Type of Permit Applied for: Shoreline Management Shoreline Substantial Development Permit
Project Description:
The City of Tukwila's Public Works Department is proposing to extend a two inch water line to an existing
sewer pump station at Fort Dent Park. The waterline will assist City staff in maintaining the pump station.
The water line will extend from an existing meter located just northeast of the access bridge to the Park.
The water line will then head east, below an existing access road which is located on top of a non -
certified levee. The water line will be placed two feet below the access road.
No work will occur within or near the ordinary high water mark. Since the waterline will be placed below
an existing access road no vegetation will be removed. During construction activities the City will install a
temporary erosion control fence on the south side of the access road. This will prevent any construction
activities from impacting the river or existing vegetation. The staging area for the project will occur within
the existing parking lot for Fort Dent Park. Upon completion the access road will restored to its pre -
project condition.
Due to the fact that no vegetation is being removed as part of the project, the applicant is not proposing
any additional plantings.

II. DECISION
SEPA Determination: The City SEPA Responsible Official has previously determined that this application
does not require a SEPA threshold determination because it is categorically exempt.
Decision on Substantive Permit: The City Community Development Director has determined that the
application for a Shoreline Substantial Development Permit does comply with applicable City and state code
requirements and has approved that application, subject to any conditions which are set forth in the Decision
based on the findings and conclusions contained in the staff report.
The following condition(s) have been placed on the project:
1. The waterline on the levee will only be active when in actual use by the City. At all other times
the applicant will deactivate the waterline at the meter or RP device.
The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code
§18.104.010. Other land use applications related to this project may still be pending.
III. YOUR APPEAL RIGHTS
One administrative appeal to the Shorelines Hearings Board of the Decision is permitted. Any person
appealing to the Shorelines Hearings Board may raise certain SEPA issues as part of the appeal to the
Shorelines Hearings Board. Appellants should consult the rules and procedures of the Shorelines Hearings
Board for details.
IV. PROCEDURES AND TIME FOR APPEALING
The requirements and procedures for appeals to the Shorelines Hearings Board are set forth in RCW
90.58 and WAC 461.08.
V. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the Shoreline
Substantial Development Permit are available for inspection at the Tukwila Department of Community
Development, 6300 Southcenter Blvd., Suite 100, Tukwila, Washington 98188 from Monday through Friday
between 8:30 a.m. and 5:00 p.m. The project planner is Brandon J. Miles, who may be contacted at 206-
431 -3684 or by email at bmiles(a�ci.tukwila.wa.us. for further information.
Property owners a ected by this decision may request a change in valuation for their property tax purposes.
Contact the King C aunty Assessor's Office for further information regarding property tax valuation changes.

1. PROJECT DESCRIPTION:

located just northeast of the access bridge to the Park. The water line will then head east,
below an existing access road which is located on top of a non - certified levee. The water
line will be placed two feet below the access road.

2. POLICIES OF THE SMA /SMP:
The site is within the jurisdiction of the Tukwila Shoreline Management Program (SMP).
This program was adopted in June, 1974 and amended March 16, 1982. The City's SMP
was reviewed and approved by the State Department of Ecology as being consistent with
the State Shoreline Management Act, adopted in 1971. The City's Shoreline Master Plan
establishes three management zones adjacent to the Green /Duwamish River:
River Zone: An impact buffer area which provides for resource protection, flood control
maintenance, pollution control and landscape enhancement. This zone includes the first
40 feet from the mean high water mark.
Low Impact Zone: A transition area intended to minimize physical and visual impact on
the river zone while accommodating shoreline development. This zone includes the
second 60 feet from the mean high water mark.
High Impact Zone: An area to provide for more intensive use of the shoreline resource.
This zone includes the area from 100 feet to 200 feet from the mean high water mark.

The applicable policies of the City's Shoreline Management Program are set forth below
along with a discussion of the proposed project.
City of Tukwila Shoreline Master Plan:
Overall Goals:
1. Promote reasonable and appropriate use of the shorelines, which will promote and
enhance public interest.
2. Protect against adverse effects against the public health, the land, its vegetation
and wildlife and the waters and their aquatic life within Tukwila.
3. Protect public rights of navigation.
4. Recognize and protect private property rights consistent with public interest.
5. Maintain a high quality of environment along the shoreline of Tukwila.
6. Preserve and protect fragile natural resources and culturally significant features.
7. Provide safe and reasonable access for the public to the shorelines.
8. Recognize, protect, and improve aquatic habitats and spawning grounds of the
Green River, which are invaluable natural resources.
9. Recognize, protect and improve those wildlife habitats which are valuable natural
resources of the State.
10. Encourage recreational activities unique to or dependent upon the use of the river
which benefit the public interest.
Response: The proposed project is to construct a waterline to serve an existing sewer lift
station located within the shoreline zone. The waterline will be placed below an existing
access road which sits on top of an existing non - certified levee. The access road will be
restored to its pre - project condition. The applicant will use either a trencher or a small
backhoe to install the waterline. All existing vegetation near the project site will be
retained.
The project is located at Ft. Dent Park which is utilized by Starfire Sports as an
international soccer training facility. The existing soccer fields and public recreation trails
will be unchanged as a result of this project.
Economic Development Element Goals:
1. Encourage economic development along shorelines that will enhance the quality of
life for the residents of Tukwila with minimum disruption of the environment.
2. Encourage economic development along shorelines that will result in long -term
over short-term benefits for the river shoreline.
3. Recognize the quality of the existing economic activities along the river and
discourage any future economic activities that may be of less quality.
4. Encourage inland location of development so that access along the shorelines is
enhanced.
5. Encourage commercial development of public recreational facilities consistent with
shoreline goals and policies.

Response: As noted this proposal is to extend a waterline to an existing sewer pump
station. The proposed project does not provide any immediate economic development
advantages to the City; however the project does not hinder the ability to construct future
improvements at Fort Dent.
Public Access Element Goals:
1. Encourage safe, convenient and diversified access for the public to the shorelines
of Tukwila
4. Encourage public access to privately owned shorelines, consistent with private
property rights.
5. Encourage inland location of development so that access along shorelines is
enhanced.
Response: The goals of this section relate to providing public access to the river. There
is a public trail system that runs the length of the Green River. The trail does not extend
to this portion of the river. As noted, the waterline will be constructed below an existing
access road which sits on a non - certified levee. Due to safety concerns, the access road
is closed to the public and used only by maintenance staff of the City, Starfire and BNSF
railroad. The existing public trails in the area will not be impacted during or after
construction.
Circulation Element Goals:
The Circulation Element of the City's Shoreline Master Program applies to the location of
proposed major roads, transportation routes and other public facilities within the shoreline.
The proposed project does not involve the location of any public roads or public facilities
within the shoreline. As noted, the waterline will be constructed below an existing
maintenance road. The road will be restored to its pre - project conditions after installation
of the waterline.
Recreational Element Goals:
1. Encourage recreational activities and related facilities unique to or dependent upon
the use of the river, which benefit the public interest.
2. Encourage diverse, convenient and adequate recreational opportunities along the
shorelines for the local residents and a reasonable number of transient users.
Response: A public trail system runs along the Green River. The trail at Fort Dent runs
along the west side of the park. There is no trail system in the project area. The
proposed project will not hinder the ability of constructing a trail at this location in the
future.
Shoreline Use Element Goals:
1. Encourage appropriate development in suitable locations without diminishing the
quality of environment along the shorelines of the river.
2. Shoreline activities should be consistent with the overall goals for development
along the river.

Response: The existing shoreline area along this portion of the Green River is highly
developed and altered. There is an existing non - certified levee on the project site. As
noted, the waterline will be placed on top of this levee. Existing vegetation near the
project site should not be impacted.
Conservation Element Goals:
1. Encourage preservation of unique, fragile and scenic elements, and of non-
renewable natural resources; assure continued utilization of the renewable
resources.
2. Encourage the preservation of as much as possible of the natural character of the
river and its shoreline.
3. Encourage the preservation of resources and ecology of the river and its shoreline.
4. Water quality in the river should be sufficiently high to permit human use and
provide a suitable use and habitat for desirable forms of aquatic life.
Response: The natural character of the river in the area of the proposed project has
been altered to a major extent due to the construction of the non certified levee to provide
flood protection. The applicant's project will not further alter the shoreline environment.
Existing trees and vegetation will be retained on site.
3. SHORELINE REGULATIONS:
Following are the relevant review criteria as contained in the Tukwila Shoreline
Regulations (Tukwila Municipal Code, Chapter 18.44) as applied by the City of Tukwila.
A. TMC 18.44.110 General Shoreline Regulations
All uses within the shoreline overlay district must conform to the following general
regulations:
1. The use is in conformance with the regulations of the underlying zone district.
Response: The zoning on this parcel is Low Density Residential (LDR) with a public
recreation overlay (PRO). The proposed project is to extend a waterline to an existing
City sewer pump station. Utilities are a permitted use within the LDR zone.
2. The use does not conflict with the goals and policies of the shoreline master program
or the provisions of the Shoreline Act and shoreline regulations.
Response: Section 2, above is a discussion of the goals of the City's adopted Shoreline
Management Program.
3. No structures or accessory facilities shall be located over the river unless such
structure protects or promotes the public interest.
Response: No structures or accessory facilities are located over the river.
4. There shall be no disruption of existing trees or vegetation within the river environment
unless necessary for public safety or flood control, or if allowed as part of an approved
shoreline substantial development permit;

Response: Existing significant vegetation is not proposed to be removed as part of this
project. It is possible that vegetation could be impacted accidently during construction.
5. No effluent shall be discharged into the Green River, which exceeds the water quality
classification as established by the State for the adjacent portion of the river.
Response: No effluent will be discharged into the Green River.
6. All State and federal water quality regulations shall be strictly complied with.
Response: The project will comply with all State and federal water quality regulations.
7. Wildlife habitat in and along the river should be protected.
Response: Wildlife habitat in and along the river will not be altered by the construction of
this project.
8. All perimeters of landfills or other landforms susceptible to erosion shall be
provided with vegetation, retaining walls or other satisfactory mechanisms for
erosion prevention.
Response: The project will comply with best management practices. King County Flood
District, which is responsible for the maintenance of the levee has noted some concerns
with placing a waterline within a non - certified levee. One of the concerns if that the
waterline could break and gradually eroded away the levee area. A condition has been
placed on the project to require the water to be shut -off when the waterline is not actually
needed by the City.
9. All necessary permits shall be obtained from federal, State, County or municipal
agencies.
Response: No Federal Permits are required for the proposed project. The State
Department of Ecology will review the shoreline permit. King County Water and Land
Resources Division provided verbal comments to the City's project manager regarding the
proposed project. The project will need to obtain a plumping permit from the City of
Tukwila.
10. Dredging for purposes other than for navigational improvements or flood control is
prohibited.
Response: No dredging is involved with this project.
11. Mining is prohibited along the river shoreline.
Response: No mining is involved with this project.
12. Solid waste disposal is prohibited along the river shoreline.
Response: Not applicable.

13. No property will be acquired for public use without dedication by or just
compensation to the owner.
Response: No property is proposed for acquisition with this project.
14. Landfilling is prohibited within the river channel unless such landfill is determined
by the Planning Commission to protect or promote the public interest.
Response: This project does not propose any landfilling within the river channel.
15. ... (R)emoval of any cottonwood tree within the river environment or the low impact
environment, which tree is 12 inches or greater in diameter as measured 4.5 feet
above grade, shall be subject to the requirements of TMC Chapter 18.54, Tree
Regulations.
Response: All existing trees near the project site will be retained.
B. TMC 18.44.130 Specific shoreline regulations — river environment.
The River Environment consists of a 40 -foot wide management zone, measured from the
mean high water mark. Uses in the River Environment are restricted to such uses as
footpaths or trails, recreation facilities, dikes, required utilities, bridges, or fire lanes. A
small portion of the project will extend into the river environment. However, this area has
already been altered by the non - certified levee. The proposed project will not further alter
the river environment. All existing vegetation is proposed to be retained.
C. TMC 18.44.140 Specific shoreline regulations — low impact environment
The low impact environment consists of a 60 -foot wide management zone, beginning at
the end of the river environment and proceeding 60 feet landward. Types of uses
permitted in the low impact environment include structures not exceeding 35 feet in
height, adequately screened or landscaped parking /loading and storage facilities, utilities,
public or private streets or signs. Most of the project will be within the low impact
environment.
TMC 18.44.140 B. states: Low impact environment uses shall conform to the following
standards:
1. Structures shall be sited and appropriately landscaped in accordance with
underlying zoning regulations;
Response: N/A
2. Access roads shall be located no closer than ten feet to buildings, spur tracks or
parking /loading and storage facilities, and the effective setback area shall be
suitably landscaped. This shall not prohibit ingress and egress points between an
access road and the described facilities;

Response: The applicant is not proposing to construct a new access road.
3. Parking, loading, and storage facilities shall be appropriately screened from the
river with:
a. A solid evergreen screen of a minimum six -foot height, or
b. Decorative fence six feet high. (Note: Chain Zink fence shall be slatted and
planted with ivy or other trailing vine except where a safety hazard may exist.),
or
c. Large hardy shade or fruit trees such as maple, alder, poplar, cottonwood,
sycamore, willow, oak, beech, walnut, ash, birch or other species approved by
the Director at a maximum of 30 feet on center, or
d. Earth berms at a minimum of four feet high, suitably planted with live
groundcover or natural grass;
Response: N/A
4. Railroad lead trackage shall be no closer than 15 feet to parking /loading and
storage facilities, and shall be suitably landscaped.
Response: N/A
4. COMMENTS:
Comments were received during the Notice of Application period from the Muckleshoot
Indian Tribe Cultural Resources Division seeking clarification on the depth of the proposed
waterline pipe.
An email from the County was also received on August 19, 2009 expressing some
concern with the placement of a waterline within a levee. The County's concern was the
issue of having an active waterline in a levee in case emergency maintenance was
needed or that the line could break and erode the levee.
5. SEPA:
The proposed project is categorically exempt from SEPA review.
CONCLUSIONS
1. The project site is designated Low Density Residential with a public recreation overlay
on the Comprehensive Plan map and is zoned Low Density Residential with a public
recreation overlay. Utilities serving permitted, conditional, or unclassified uses are
permitted with the LDR zone.
2. The proposed project will not further degrade the shoreline environment. As noted,
the existing shoreline has been altered by the non - certified levee on the site.
3. There are no culturally significant features on the site. Development of the site will not
interfere with the aquatic habitat and spawning grounds found in the Green River.
4. The project is consistent with the General Shoreline Regulations set forth in TMC
18.44.110:

Brandon,
As noted below I will pursue clarification here as to any approvals formally needed with respect to our easement
rights. I expect, however, that any approvals like these would be needed only as they may be required by the
City itself as a condition of approval for issuance of its own permits, such as the Shorelines Permit.
In reviewing my files I see I have previously received a narrative for the Shorelines Permit for this waterline, a
Notice of Application, and a PDF image showing the proposed location. I do not appear to have any actual
construction plans. Maybe the sketch and narrative are what you are working from.
You mention that you have discussed my concerns with John, but also that nothing in the plans has changed.
The bottom line is that it is Tukwila's Park and waterline. It is also Tukwila's Levee, even though its
maintenance is nominally covered under the interlocal agreements signed between Tukwila and the King County
Flood Control Zone District. My guess is that is why you are asking me for input.
To clarify my input, as previously discussed with John, I am inserting a file showing where I would recommend
the waterline be placed, instead of under the levee road itself. The last thing I want to encourage in connection
with the Green River Levee system is the proliferation of utility lines in, under, crossing through, passing along,
or in close proximity to the levees. The levees are marginal enough as it is. If the levee experiences problems
here and equipment starts digging in the middle of the night during high water events, and we rupture the line,
then we have a washout to deal with as well as the levee problem we started with. The same thing goes for the
potential for leaks which may develop unseen and affect the structural integrity of the levee, while largely hidden
from view until it's too late.
John mentioned several real difficulties with locating the line further landward, within the Park, and I can
sympathize with his concerns. I truly mean this. We here at King County originally encouraged Tukwila to work
with the Starfire project developers to move their improvements further back from the levee when these were
first proposed. But that didn't happen. As difficult as this earlier decision may make placing the missing
waterline further landward within the Park at this time, however, we shouldn't overlook the real difficulties
involved with placing the line within the existing levee, by comparison. It may only seem easier.
At the end of the day, this will be a decision reached by Tukwila. If you are asking for my input, however, please
note that I am recommending the position of the waterline installation be moved outside the levee prism to the
maximum reasonable extent, as shown conceptually on the enclosed image view.
I also apologize for not having put these concerns in writing at an earlier date. I had hoped my discussion with
John would suffice.

The Flood District has retained an easement at the Fort Dent Levee system. I will ask my supervisor and our
property management specialist what we may need in regard to work within the easement. I expect all permits
will be local to Tukwila, and that any review or inspection role we may have would be assigned as a condition of
your own City permit process. Has your plan layout changed as a result of your discussions with John? Maybe
you could send me the latest version of your plan.
Brad? Steve? Let me ask, what would our proper role be here? A county special use permit? Some other
permitting or formal review and approval?

Shoreline meets Public Works requirements.
Scope of Work narrative should be revised to reflect the following comments —
1. Water will serve existing Sanitary Sewer Pump Station no. 6 — see enclosed plan
sheet.
2. The new 2 -inch water line will be installed in a trench across a grassy area, then
beneath a short section of an asphalt access lane, and finally underneath an
existing graveled access road. The trenching for the new water line installation
should be less than 4- inches in width.
3. Some vegetation will be removed/replaced within the grassy area and may occur
in other areas.
4. The area adjacent to and near the existing water meter is a depression and slopes
away from the river. The water line will then be placed beneath the asphalt lane
and the graveled access road. Therefore, a temporary erosion control fence will
not be installed.
Responses to sections 2, 4, 7, and 15 of the `General Shoreline Regulations (TMC
18.44.110)' should be revised per the above comments. (see re -lined comments -
enclosed.)

The City of Tukwila's Public Works Department is proposing to extend a two inch water
line to an existing sewer pump station on the at the Park. The waterline will assist City staff
in maintaining the pump station. The water line will extend from an existing meter located
just northeast of the access bridge to the Park. The water line will then head east, below an
existing access road which is located on top of a non - certified levy. The water line will be
placed two feet below the access road.
No work will occur within or near the ordinary high water mark. Since the waterline will be
placed below an existing access road no vegetation will be removed. During construction
activities the City will install a temporary erosion control fence on the south side of the
access road. This will prevent any construction activities from impacting the river or
existing vegetation. The staging area for the project will occur within the existing parking
lot for Fort Dent Park. Upon completion the access road will restored to its pre - project
condition.
Due to the fact that no vegetation is being removed as part of the project, the applicant is not
proposing any additional plantings.
Fort Dent Park was annexed into the City in 1957 as part of the Foster Golf Course
Annexation and thus is covered under the City Shoreline regulations found under TMC
18.44. All work within 200 feet of the shoreline requires conformance to the City's
Shoreline regulations. The City of Tukwila divides the shoreline zone into three
"environments ". The environments are as follows:
1. River Environment: The River Environment means the area between the mean high
water mark and a point 40 feet landward from the mean high water mark, having the
most environmentally protective land use regulations as established in the Shoreline
Overlay District chapter of this title.
2. Low Impact Environment: The Low Impact Environment means the area between
the River Environment and a point 100 feet landward from the mean high water
mark having environmentally protective land use regulations as established in the
Shoreline Overlay District Chapter of this title.
3. High Impact Environment: The High Impact Environment means the area between
the low- impact environment and a point 200 feet landward from the mean high
water mark.
The proposed water line extension will mostly be within the low and high impact
environments. A very small portion of the project maybe within the river environment.
However, as noted the waterline will be placed below an existing access road.

General Shoreline Regulations (TMC 18.44.110)
All uses within the shoreline overlay district must conform to the following general
regulations:
1. The use is in conformance with the regulations of the underlying zone district;
The project site is zoned Low Density Residential (LDR) with a Public Recreation Overlay
(PRO). Utility lines are not listed as a specific permitted use within any zone in the City;
however given that zoning permits the construction of homes and other structures one could
deduce that utilities would be permitted for those structures. Sewer pump stations are
permitted within the LDR zone via an unclassified use.
2. The use does not conflict with the goals and policies of the Shoreline Master Program
or the provisions of the Shoreline Act and shoreline regulations;
The proposed project is the installation of a two inch water line below an existing access
road at Fort Dent Park. TMC 18.44 permits utility lines within all three river environments.
No vegetation will be removed during construction.
3. No structures or accessory facilities shall be located over the river, unless such
structure protects or promotes the public interest;
The applicant is not proposing to construct any structures as part of this project.
4. There shall be no disruption of existing trees or vegetation within the river
environment, unless necessary for public safety or flood control, or if allowed as a part
of an approved Shoreline Substantial Development permit;
Very little work will occur within the River Environment. What work does occur will be
below an existing access road that is built on top of an existing non - certified levy.
5. No effluents shall be discharged into the Green River which exceeds the water quality
classification as established by the State for the adjacent portion of the river;
The project will not discharge any effluents into the River as part of this project.
6. All State and Federal water quality regulations shall be strictly complied with;
As noted, no work will occur within the ordinary high water mark and thus the project does
not require any State or Federal permits.
7. Wildlife habitat in and along the river should be protected;
No vegetation will be removed as part of this project. All work will occur below an
existing access road. During construction a temporary erosion control fence will be placed

between the access road and the river. The fence will help reduce the chances of erosion
and prevent accidental damage of trees during construction. The proposed pipe will be
placed two feet below the existing access road. The proposed depth is shallow as to
prevent impacts to the roots of surrounding trees.
8. All perimeters of landfills or other land forms susceptible to erosion shall be provided
with vegetation, retaining walls or other satisfactory mechanisms for erosion
prevention;
The finished project will not be susceptible to erosion. Best Management Practices will be
utilized during construction to prevent erosion.
9. All necessary permits shall be obtained from Federal, State, County or Municipal
agencies;
Since no work will be within the ordinary high water mark there is no need for permits from
State or Federal agencies. The applicant has submitted a shoreline permit with the City of
Tukwila. Additionally, the applicant is required to obtain permission from King County
Flood District for working on top of existing non - certified levy.
10. Dredging for purposes other than for navigational improvements or flood control is pro-
hibited;
Not Applicable, the applicant is not proposing to do any dredging.
11. Mining is prohibited along the river shoreline,
Not Applicable, the applicant is not proposing to do any mining.
12. Solid waste disposal is prohibited along the river shoreline;
The applicant is not proposing to dispose of any solid waste within the shoreline zone.
13. No property will be acquired for public use without dedication by or just compensation
to the owner;
Fort Dent Park is owned by the City of Tukwila. The City leases the property to Starfire
Sports who operates a soccer complex at the Park.
14. Landfilling is prohibited within the river channel unless such landfill is determined by
the Planning Commission to protect or promote the public interest.
No land filling is proposed within the river channel.
15. Notwithstanding any provisions of this Code to the contrary, removal of any
cottonwood tree within the river environment or the low impact environment, which

tree is 12 inches or greater in diameter as measured 4.5 feet above grade, shall be
subject to the requirements of TMC Chapter 18.54, Tree Regulations.
As noted the applicant is not proposing to remove any vegetation as part of the project. An
erosion control fence shall be used to protect existing vegetation. The minimum depth of
the water line pipe should reduce any conflict with roots of adjacent trees.
Goals and Policies of the City's Shoreline Master Program
The proposed project is keeping with many of the goals and policies of the City's Shoreline
Master Plan. The waterline will serve a sewer pump station that is already located at the
Park site. The waterline will assist the City in maintaining this lift station. The lift station
serves the entire Fort Dent Park. Fort Dent Park contains the Starfire Soccer complex, trails
along the River, and a playground area. These existing uses are consistent with the
economic development element, public access element, and recreation element of the City's
existing Shoreline Master Program.

(f) If additional impervious surface is proposed, provide a storm drainage design at least 90%
complete, which meets the King County Surface Water Design Manual (KCSWDM). Include a
Technical Information Report (TIR) including feasibility analysis if required by the Manual. Call
out total existing and proposed impervious surface in square feet. Include all storm drainage
conveyance systems, water quality features, detention structures, maintenance access and safety

(g) Show the 100 yr. flood plain boundary and elevation as shown on FEMA maps.
(h) Footprints of all existing and proposed buildings.

18. If new construction is proposed, provide dimensioned and scalable building elevations with
keyed colors and materials. Show mechanical equipment and /or any proposed screening.
19. If site lighting changes are proposed provide a luminaire plan including location and type of
street and site lighting. Include proposed fixture cut sheets, site light levels (foot - candles), and
measures to shield adjacent properties from glare.
20. All existing and proposed signage with sign designs and locations.
21. Any other drawings or materials needed to explain your proposal.
