I. PROJECT INFORMATION Project File Number: L09 -058 Applicant: Sarah Telschow on behalf of Verizon Wireless Type of Permit Applied for: Type 1 Wireless Communications Facility Permit Project Description: The applicant is requesting approval of a Type 1 Wireless Facilities Permit to install four (4) new panel antennas on existing pole and to move six (6) existing antennas to the vacant platform at the top of this pole. The proposal does not increase the height of the existing tower or the size of the enclosure area. Location: 18800 Orillia Road Associated Files: L99 -0062, Permit for existing 60' monopole and two (2) antennas L2000 -012, Permit for four (4) additional antennas on existing monopole D07 -023, Relocation of antennas from middle platform to top platform was approved, but file was closed due to inactivity. Zoning: Tukwila Valley South (TVS) H. DECISION SEPA Determination: The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. Decision on Substantive Permit: The Community Development Director has determined that the application for a Type 1 Wireless Communications Facility Permit complies with applicable City and state code requirements and has approved that application, subject to any conditions which are set forth in the Decision based on the findings and conclusions contained in the staff report. III. YOUR APPEAL RIGHTS The Decision on this Permit Application is .a Type 1 decision pursuant to Tukwila Municipal Code §18.104.010. Other land use applications related to this project may still be pending. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner decision. IV. PROCEDURES AND TIME FOR APPEALING In order to appeal the Community Development Director's decision on the Permit Application, a written notice of appeal must be filed with the Department of Community Development within 14 days of the issuance of this Decision, which is by February 4, 2010. The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal materials shall be submitted to the Department of Community Development. Appeal materials MUST include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an MDNS. 4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. 5. Appeal fee of $235. V. APPEAL HEARINGS PROCESS Any administrative appeal regarding the Permit shall be conducted as an open record hearing before the Hearing Examiner based on the testimony and documentary evidence presented at the open record hearing. The Hearing Examiner's decision on the appeal is the City's final decision. Any party wishing to challenge the Hearing Examiner decision on this application must file an appeal pursuant to the procedures and time limitations set forth in RCW 36.70C. If no appeal of the Hearing Examiner decision is properly filed in Superior Court within such time limit, the Decision on this permit will be final. VI. INSPECTION OF INFORMATION ON THE APPLICATION Project materials including the application, any staff reports, and other studies related to the permits are available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The project planner is Courtney Thomson, who may be contacted at (206) 431 -2164 for further information. Property owners affected by this decision may request a change in valuation for their property tax purposes. Contact the King County Assessor's Office for further information regarding property tax valuation changes. The notice board must be removed at the expiration of the appeal period if no appeal is filed. SEPA DETERMINATION: Exempt COMPREHENSIVE PLAN DESIGNATION: Tukwila Valley South (TVS) ZONE DESIGNATION: Tukwila Valley South (TVS) STAFF: Courtney Thomson, Planning Intern ATTACHMENTS: Construction Plans dated December 2, 2009 • • FINDINGS Vicinity /Site Information Project Description: The applicant is requesting approval of a Type 1 Wireless Facilities Permit to install four (4) panel antennas on an existing 60 -foot tower. Six (6) panel antennas will be relocated from a height of 50' to 60', so they are level with the four new antennas. The proposal does not increase the height of the existing tower or the size of the enclosure area. Existing Development: A 60 -foot tall wireless communication monopole, two (2) antennas, an equipment cabinet, and other ground equipment were permitted in 1999 (L99- 0062). The Planning Commission approved four (4) additional antennas for this location in 2000 (L2000 -012). Surrounding Land Uses: The property and all immediately surrounding properties are zoned Tukwila Valley South. The Bow Lake Transfer Station is located on this parcel and the parcel to the north. Other surrounding land uses in the area are primarily industrial lots with the exception of a golf facility. I -5 forms the western border of the site. Location Selection Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally, co- locations and utilizing existing structures are favored over the development of new standalone WCF within the City. The applicant is proposing to attach additional antennas on an existing structure in a non - residential zone. General Requirements (TMC 18.58.070) The City provides general design standards for the placement of WCF within the City of Tukwila. As demonstrated in Tables 1 and 2 the project meets all applicable development standards for the proposed type of WCF. 2. No noise will be generated from the new antennas, and the applicant is not proposing to install a generator. 3. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. 4. Verizon has a business license for this specific location as required by TMC 18.58.070 (2). The purpose of the business license requirement is so that City staff has contact information for the actual entity utilizing the WCF. DECISION The application for a Type 1 WCF is approved with no conditions. The proposed modification consists of the following: Add four (4) new additional panel antennas and Verizon is proposing to move their existing antennas to the vacant platform at the top of the pole. Verizon's relocated antennas would not project over the freight of the existing pole. This antenna relocation was previously approved under Permit No. D07 -235. Facility Specifications ■ Antennas - Verizon is proposing to add lour (4) new panel antennas. • Color - The antennas, feed lines, coaxial cables, and associated mounting hardware will be painted to match the monopole to blend with the surrounding environment. • Facility Maintenance - The facility is generally serviced once a month. One (1) to two (2) employees are on site for an average of lour (4) hours of maintenance checks. This check is typically for preventive maintenance purposes. In the event of a problem, a crew is dispatched to the site immediately. GENERAL SITE ANALYSIS Zoning General Plan Designation The site is zoned Tukwila Valley South (TVS). Signage According to TMC 18.58.070: 3. Signaage - Only safety signs or those mandated by other government entities may be located on wireless communication lacilitics. No other types of signs are permitted on wireless communication lacilitics. No signs will be on -site unless required by either the FCC and /or FAA. Parking According to TMC 18.58.070: 4. Parking - Any application must demonstrate that there is sufficient space for temporary parking for regular maintenance of the proposed facility. Advertising - No advertising is permitted at wireless communication lacility sites or on any suicillary structure or facilities equipment compound. No advertising is or will be on -site. Height - The height must not exceed what was approved under the original application to construct the tower. If the height shall exceed what was originally approved, approval as a 'Type 2 decision is required Ior any height which will be less than the maximum height of the zone. Verizon is not proposing to add height to the tower. Antenna Aesthetics According to TMC 18.58.090: 2. Antenna aesthetics - Antennas shall be painted to match the color scheme of the tower. Tower Description The Summit Manufacturing, Inc. monopole consists of two 18 -sided pole sections equaling 60' in total height tapering approximately 0.20- inches per foot of height from the base. This monopole was designed by Paul J. Ford and Company and erected in 1999. KDC Architects provided us with the original design of this tower (refer to attachments 12 and 13). A11 geometry, member sizes, and material strengths used in our analysis was based on this information. Please refer to our attached elevation, attachment 1, which details this information. If anything differs from the information contained in our tower elevation, CG Engineering should be notified at once to revise our analysis. Antenna Loading The monopole was analyzed using the antenna configuration specified in the following table. The table shows all known existing and future antennas for this site. Tower Analysis A finite element analysis of this tower was performed to determine its structural compliance with the current design standard, the ANSI /TIA -222 -F "Structural Standards for Steel Antenna Towers and 0 ENGINEERING 1 250 4'h Ave. South. The monopole was modeled using the RISATower Version 5.3.1.0 analysis program (RISA Technologies, 2008). For our analysis, we applied wind and ice loads to the tower in accordance with the ANSI /TiA -222 -F standard. This tower is located in King County and we used two load combinations, including both a basic wind speed of 90 mph with no ice and a basic wind speed of 78 mph with 0.5 -inch radial ice. The wind speed and ice loading used exceeds code requirements but meets the original design criteria. The wind loading was applied at 30 degree intervals around the monopole. It should be noted that the ANSi /TiA -222 -F standard specifies minimum wind and ice loading requirements. It is the owner's responsibility to notify CG Engineering for re- analysis if wind or ice load requirements are any greater than those stated above. The following table summarizes the findings from our analysis. The table expresses the actual stress levels in percentage form relative to the code allowable stress values. Foundation Analysis The analysis performed on the foundation system was based on the original construction drawings that we obtained. This information described the maximum loads used for the foundation design which are listed in the table below. In comparing our calculated values with the design Toads, we determined that all of the calculated Toads are less than the design loads stated and therefore the foundation system should be adequate per its original design. All monopole sections and the foundation system are within their allowable capacities with this applied loading. This structural analysis is based on the information that was available to us. CG Engineering should be contacted immediately if there are any discrepancies with our assumptions or any problems with the condition of the tower are discovered which may affect its capacity. Our analysis assumes that the tower has been properly installed and is maintained to the minimum standards as required by code.
