REGULAR MEETING MINUTES Mayor ProTem Pam Carter called the Regular Meeting to order and led the audience in the Pledge of Allegiance. JOE DUFFIE; JOAN HERNANDEZ; PAM CARTER, Council President; STEVE MULLET; JIM HAGGERTON; PAM LINDER. MOVED BY MULLET, SECONDED BY DUFFIE, TO EXCUSE COUNCILMEMBER EKBERG. MOTION CARRIED. JOHN McFARLAND, City Administrator; RON CAMERON, City Engineer; ROSS EARNST, Public Works Director; RON WALDNER, Police Chief; LUCY LAUTERBACH, Council Analyst; JANE CANTU, City Clerk. The following new employees were introduced to Council: *Toby Popejoy, Transport Services Officer, Police Dept. *Jason Atlas, Crime Analyst Intern, Police Dept. Cathy Luna, Admin. Secretary, Public Works Approval of Minutes: 4/17/95 Approval of Vouchers: Nos.83199 through 83467 in the amount of $1,025,109.24 Councilmember Duffie requested the vouchers be removed from the Consent Agenda and discussed under New Business. MOVED BY MULLET, SECONDED BY DUFFIE, TO APPROVE THE CONSENT AGENDA AS AMENDED. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MULLET, THAT THE PROPOSED RESOLUTION BE READ -144---TITLE ONLY *IN ITS ENTIRETY. MOTION CARRIED. Tukwila City Hall Council Chambers Tukwila City Council Regular Meeting January 16, 1996 Page 2 New Business (con't) Res. #1341 Supporting School M &O Levies Vouchers (removed from Consent Agenda) REPORTS Council City Administrator John McFarland read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, SUPPORTING THE SOUTH CENTRAL SCHOOL DISTRICT NO. 406 AND THE HIGHLINE SCHOOL DISTRICT 401 SCHOOL PROGRAM LEVY ELECTIONS AND URGING ALL ELIGIBLE VOTERS TO VOTE FOR SCHOOLS IN THE FEBRUARY 6, 1996 SPECIAL ELECTION. MOVED BY DUFFIE, SECONDED BY MULLET, TO APPROVE RESOLUTION NO.1341 AS READ. MOTION CARRIED 6 -0 (Ekberg absent). Councilmember Duffie questioned the cost of the new council chairs. Lucy Lauterbach responded that Councilmember Ekberg, 1995 Council President, had given the go ahead to purchase the chairs. They replace 15 year old chairs and are expected to last at least that long. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE VOUCHERS AS SUBMITTED. MOTION CARRIED 6 -0 (Ekberg absent). No Mayor's report. Mayor Rants is out of town on vacation. Councilmember Duffie reported he recently attended a "Walk 99" meeting and the apartment managers meeting. Councilmember Ekberg arrived at 7:30 p.m. Councilmember Hernandez reported Gary Locke was the guest program speaker at the January 10 Suburban Cities meeting. Locke discussed regional services the county provides and the need to avoid duplication of those services by cities. The agenda also included discussion of transportation issues, i.e., transit hubs and shuttles, and the new RTA light rail proposal. Council President Carter reported she attend the Airport Cities Coalition meeting (ACC) with Councilmember Mullet and the recent SKATBD meeting. Carter requested Council input on the new RTA proposal. `I Tukwila City Council Regular Meeting January 16, 1996 Page 3 Renorts (con't) *added to the minutes by amendment on 2/5/96 Staff ADJOURNMENT 8:21 p.m. Council discussed the confusion and inaccuracies being reported regarding the closing of the Metro Park and Ride lot on Interurban. John McFarland acknowledged the frustration the City is experiencing in trying to deal with county officials on this issue. McFarland suggested that a letter signed jointly by the Mayor and Council and sent to every Council person in King County and the press might encourage Gary Locke to finally resolve the matter. It was the decision of the Council to postpone any action until they had time to discuss this issue further at their upcoming annual retreat. *Council asked that a note of regret be sent to the Employee Appreciation Committee since Council was not able to attend the event because their annual retreat was scheduled for the same weekend. John McFarland announced the Chamber of Commerce recognized Bill Arthur as an outstanding citizen in the City of Tukwila due to his contributions to various boards and committees.
