BUSINESSAGENDA A. Source of Income Discrimination Legislation In response to a previous Committee request, Staff is seeking further direction to develop a draft "source of income discrimination" (SOID) ordinance for Committee and Council review in 2017. In a competitive housing market like ours, families and individuals receiving housing subsidies can be subjectto discrimination. SOID legislation is a mechanism to prevent landlords from denying tenancy to renters based upon subsidized sources of income such as Section 8 vouchers. Some cities have chosen to focus only on Section 8 while others expand the definition of income to include additional sources such as Social Security and veterans housing vouchers (VASH). Agencies in Washington State that have enacted SOID legislation are King County, Renton, Redmond, Kirkland, Tumwater, Bellevue, Seattle, and Vancouver, and the Kent City Council has just initiated the process. Committee members spoke in favor of such a law in Tukwila and requested that staff return in 2017 with a more detailed proposal that addresses multiple sources of income. The Committee also requested additional information in 2017 regarding legislation that would require earlier notice to tenants of significant rent increases. UNANIMOUS APPROVAL TO DEVELOP DRAFT ORDINANCE. B. 2016 Community Affairs and Parks Work Plan Committee members reviewed the work done in CAP this year. Chair Quinn thanked his fellow committee members for the hard work on challenging issues, and acknowledged that staff made adjustments along the way to response to emerging issues and requests. He recognized that Tukwila needs to continue or increase efforts to respond quickly to regional and local challenges. Committee members and guests also discussed the issue of protecting housing for manufactured /mobile home tenants. Ms. White stated that there are two bills before the legislature concerning added protections. City staff and Council will continue to monitor the issue. DISCUSSION ONLY.
