Please observe the basic rules of courtesy when speaking and limit your comments to 5 minutes. The Council appreciates hearing from citizens and members of the public, and may not be able to take immediate action on comments received until they are referred to a Committee or discussed under New Business. PUBLIC COMMENTS At each Council meeting, members of the public are given the opportunity to address the Council on items that are not included on the agenda during PUBLIC COMMENTS. Please limit your comments to 5 minutes. SPECIAL MEETINGS/EXECUTIVE SESSIONS Special Meetings may be called at any time with proper public notice. Procedures followed are the same as those used in Regular Council meetings. Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel matters as prescribed by law. Executive Sessions are not open to the public. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land-use laws, annexations, rezone requests,public safety issues, etc. Section 2.04.150 of the Tukwila Municipal Code states the following guidelines for Public Hearings: 1. The proponent shall speak first and is allowed 15 minutes for a presentation. 2. The opponent is then allowed 15 minutes to make a presentation. 3. Each side is then allowed 5 minutes for rebuttal. 4. Members of the public who wish to address the Council may speak for 5 minutes each. No one may speak a second time until everyone wishing to speak has spoken. 5. After each speaker has spoken,the Council may question the speaker. Each speaker can respond to the question,but may not engage in further debate at that time. 6. After the Public Hearing is closed and during the Council meeting,the Council may choose to discuss the issue among themselves, or defer the discussion to a future Council meeting,without further public testimony. Council action may only be taken during Regular or Special Meetings. COUNCIL MEETING SCHEDULE No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given. Regular Meetings - The Mayor, elected by the people to a four-year term,presides at all Regular Council Meetings held on the 1 st and 3rd Mondays of each month at 7:00 p.m. and Special Meetings. Official Council action in the form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular or Special Council meetings. Committee of the Whole Meetings - Councilmembers are elected for a four-year term. The Council President is elected by the Councilmembers to preside at all Committee of the Whole meetings for a one-year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m. Issues discussed there are forwarded to Regular or Special Council meetings for official action. BACKGROUND The City imposes a 1% lodging tax on the certain overnight stays at area hotels and motels. In 2017, the City's budget estimates that the City will receive approximately$733,000 in lodging tax funds. Under Washington State law, lodging tax proceeds can only be used for tourism promotion (overnight and day visitors) and other tourism related activities(RCW 67.28.1816). In order to collect the lodging tax and spend the funds collected,the City is required by State Law to have a Lodging Tax Advisory Committee. The Committee makes recommendations to the City Council on any request to use lodging funds, including requests by the City.The City Council can accept or reject any of the LTAC recommendations. The City's LTAC has nine members. Four of the members are representatives of businesses that are required to collect the tax (hoteliers),four are persons involved in activities authorized to be funded by the tax (non-hoteliers); and one member is a City elected official who serves as the LTAC chair. Historically,the Council President has served as the City's elected official on the LTAC. State Law requires that the City Council, "review the membership of the advisory committee annually and make changes as appropriate (RCW 67.28.1817)."This annual review requirement is also found in City Council Resolution #1533. DISCUSSION In order to meet the requirements of State Law and the City Council's adopted resolution, I am recommending that the following individuals be reappointed to the LTAC to continue to serve through 2016. 1 am also recommending two new appointments to the Committee,copies of the applications for the new appointments are attached for your ease of reference. DISCUSSION Tukwila Municipal Code 2.04.180 outlines the purpose and scope of the Council's four standing committees: Transportation, Utilities, Finance and Safety, and Community Affairs and Parks. This framework has been in place since 1987 (prior to 1987 standing committees had varying names and scopes) and has not been significantly reevaluated with regard to current workload and policy considerations. The City Council is asked to consider revising the scope of the standing committees beginning in 2017. At the end of 2017 the proposal will be reevaluated to determine if meeting length and workload are appropriately balanced. The Council may then choose to revert to the current framework or consider something new for 2018. The 2017 Committee titles requested by the Council are: Transportation and Infrastructure Committee, Public Safety Committee, Finance Committee, and Community Development and Neighborhoods Committee. The attached draft resolution outlines the policy considerations for each of the standing committees. RECOMMENDATION. Staff recommends adoption of the proposed Resolution. Staff will also prepare an amendment to Tukwila Municipal Code 2.04.180 to remove the specific titles and scopes of the standing committees, thereby allowing the Council the flexibility this year and in the future to adjust committee workloads and policy considerations by resolution as appropriate. ATTACHMENT Draft resolution 19 20 DRAFT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING THE TITLES, DUTIES, AND SCHEDULE OF THE STANDING CITY COUNCIL COMMITTEES FOR 2017, AND REPEALING RESOLUTION NO. 1872. WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public agency shall be open and public; and WHEREAS, all persons shall be permitted to attend any meeting of the governing body of a public agency; and WHEREAS, it is in the best interest of the City to inform the community of all City Council Committee meeting days, times and locations; and WHEREAS, the existing Council Committee framework as outlined in Tukwila Municipal Code Section 2.04.180 has been in place since 1987; and WHEREAS, the City Council gave direction to implement a new committee framework for 2017, which will be evaluated at the end of the year to determine if committee workload is appropriately balanced; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. An Elected Officials meeting is being scheduled for the first quarter of 2017. • 11th District Legislative Lunch: Mayor Ekberg,City Administrator David Cline,Council President Joe Duffie, Communications and Government Relations Manager Rachel Bianchi, Community Engagement Liaison Mia Navarro and Economic Development staff attended a legislative session preview luncheon with the members of the 11th District delegation and various civic and business leaders in Tukwila. • Meeting with Foster High Students: Communications and Government Relations Manager Rachel Bianchi and Council Analyst Laurel Humphrey recently met with the Foster High School students who led the walk out in November. The students were very pleased with the Council's inclusive resolution and the fact that the City had it translated into Spanish. The City plans to work jointly with the students to develop a video aimed.at young people in our community about how they can engage with City policies and how their involvement can impact the community. II. Community Events • Sth Annual Teen Leadership Summit:Teens for Tukwila and six other cities participated in the 5th Annual Teen Leadership Summit on December 3 at the Tukwila Community Center. Approximately 50 students attended. • Seattle Sounders FC Send-Off Event: More than 200 fans participated in a public send-off event at Starfire Sports to cheer on the Seattle Sounders FC as they went to Toronto for the MLS Cup. This city's proclamation was coordinated along with the send-off event by Business Relations Manager Brandon Miles. • KOMO TV News Report:Warren Orr from Foster Golf was recently featured in a KOMO TV news report about the pride and support of local sports fans for the Seattle Sounders FC. The segment can be viewed on Foster Golf Link's Facebook page. • The 2016 Spirit of Giving:The 2016 Spirit of Giving culminated with a `shopping'experience at the Tukwila Community Center. 77 families participated in the event and school social workers were present to shop for an additional 18 families that could not attend. Altogether, approximately 450 children will receive toys, books,toiletries,pajamas,and other necessities thanks to the extraordinary generosity of many Tukwila and regional businesses, individuals, and organizations. Over 85 volunteers make this event possible by shopping,setting up, playing games with kids,gift wrapping and much more. • Shop with a Cog: On December 10 twelve kids and 12 officers from Tukwila and one officer from Normandy Park participated in the annual Shop with a Cop event. Staff Updates Public Safety • Resident Supports Tukwila Police Officers: On November 30 a long time Tukwila resident called 911 to offer cookies in support for our officers and in honor of fallen Tacoma officer. Officers received the message and responded to her request with sincere and heartfelt thanks. • Presentation to the King County Law,Safety, and Justice: Committee Deputy Chief Bruce Linton and Community Liaison Team Members Sergeant Kraig Boyd and Officer Matt Valdez gave a presentation to the King County Law,Safety, and Justice Committee on December 8. The team discussed their role as a liaison between the community and the police department to ensure problem solving occurs in both directions,as well as their involvement in community outreach activities. Councilmember Kruller serves as the Chair of the committee. • Holiday DUI Emphasis:The Tukwila Police Department in partner agency with King County Target Zero Task Force will conduct a Holiday DUI emphasis from December 15 through January 1. More than 50%of all fatality crashes involve impaired driving and this time of year many people venture out to holiday parties and there is an increase in impaired driving. Each year the Police Department receives grant money to cover overtime for different types of enforcement. • Bulldog Academy: Beginning in Spring 2017 the Police Department will offer the Bulldog Academy to local students.The Bulldog Academy is similar to the Citizens Academy and will offer engaging and interactive components geared toward students. Project Updates • Southcenter Pedestrian/Bicycle Bridge:The current focus is on procuring and fabricating the bridge steel. Minimal construction work is happening at the project site. Construction is scheduled to resume on January 3. • S 119th St Pedestrian Bridge: On December 1 King County crews completed the final items on the structure that will take place this year. Deck epoxy coating will be completed in Spring 2017. • Duwamish Gardens:The contractor has been working on the Gathering Circle and construction of the entry signage kiosk along with planting the steep portion of the riverbank. • BAR Bridge Rehab: Staff has submitted the construction authorization paperwork to WSDOT which will allow the release of construction funds for the project. Staff anticipates the bid date to occur in late January 2017. • 53rd Ave S: Staff is coordinating with Seattle City Light for the electrical undergrounding portion of the project. • Tukwila Village:The City's Department of Community Development has approved the Tukwila Village developer's plan to provide temporary parking by the end of January so the City can permit the new Tukwila Library to open once the King County Library System has completed construction. Community Services • Afterschool Program Scholarships:Youth staff met with school counselors to present a new scholarship program that will kick off in January. Students receiving free and reduced lunch will now be able to attend the afterschool program for free or receive a 50%discount based on lunch qualifications. • Arts in Tukwila:A new art display wall was recently installed at the Tukwila Community Center. Staff working with the Arts Commission have finalized materials for the"Rotating Art Display" and have begun advertising to attract artists.
