DATE ATTACHMENTS 01/3/17 Draft Resolution 17 18 City of Tukwila • Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: City Council FROM: Laurel Humphrey, Council Analyst CC: Mayor Ekberg DATE: December 23, 2016 SUBJECT: 2017 Standing Council Committees ISSUE At the October 24, 2016 Committee of the Whole meeting, the City Council gave direction to revise the scope and titles of the four standing committees for the year 2017. DISCUSSION Tukwila Municipal Code 2.04.180 outlines the purpose and scope of the Council's four standing committees: Transportation, Utilities, Finance and Safety, and Community Affairs and Parks. This framework has been in place since 1987 (prior to 1987 standing committees had varying names and scopes) and has not been significantly reevaluated with regard to current workload and policy considerations. The City Council is asked to consider revising the scope of the standing committees beginning in 2017. At the end of 2017 the proposal will be reevaluated to determine if meeting length and workload are appropriately balanced. The Council may then choose to revert to the current framework or consider something new for 2018. The 2017 Committee titles requested by the Council are: Transportation and Infrastructure Committee, Public Safety Committee, Finance Committee, and Community Development and Neighborhoods Committee. The attached draft resolution outlines the policy considerations for each of the standing committees. RECOMMENDATION. Staff recommends adoption of the proposed Resolution. Staff will also prepare an amendment to Tukwila Municipal Code 2.04.180 to remove the specific titles and scopes of the standing committees, thereby allowing the Council the flexibility this year and in the future to adjust committee workloads and policy considerations by resolution as appropriate. ATTACHMENT Draft resolution 19 20 DRAFT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING THE TITLES, DUTIES, AND SCHEDULE OF THE STANDING CITY COUNCIL COMMITTEES FOR 2017, AND REPEALING RESOLUTION NO. 1872. WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public agency shall be open and public; and WHEREAS, all persons shall be permitted to attend any meeting of the governing body of a public agency; and WHEREAS, it is in the best interest of the City to inform the community of all City Council Committee meeting days, times and locations; and WHEREAS, the existing Council Committee framework as outlined in Tukwila Municipal Code Section 2.04.180 has been in place since 1987; and WHEREAS, the City Council gave direction to implement a new committee framework for 2017, which will be evaluated at the end of the year to determine if committee workload is appropriately balanced; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Pursuant to City of Tukwila Ordinance No. 2024 and Tukwila Municipal Code Section 2.04.180, there are four standing committees of the Council, consisting of three members each. The Council President shall appoint the membership of each committee and the Committee Chair by the second Regular Meeting of each year. All Council Committee meetings are open to the public. Community Development and Neighborhoods Committee meetings shall be held on the second and fourth Monday of every month at Tukwila City Hall in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila, Washington, commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to housing policies and programs, planning and land use, community engagement and outreach, parks, recreation facilities, economic planning and tourism, and human services. 2. Finance Committee meetings shall be held on the first and third Tuesday of every month at Tukwila City Hall in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila, Washington, commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to financial management and fiscal operations of the City, personnel issues, library, information technology, and finance and administrative services. 3. Public Safety Committee meetings shall be held on the first and third Monday of every month in Suite 100 of the 6300 Building, Foster conference room, 6300 Southcenter Boulevard, Tukwila, Washington, commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to police, fire, municipal court, public safety facilities, animal control, emergency services, and code enforcement. 4. Transportation and Infrastructure Committee meetings shall be held on the second and fourth Tuesday of every month in Suite 100 of the 6300 Building, Foster conference room, 6300 Southcenter Boulevard, Tukwila, Washington, commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to transportation, traffic, streets, water, sewer, surface water, power, public works facilities, street lighting and signals, solid waste and recycling, river basins and levees, telecommunications and fleet. Section 3. Committee meetings failing on a Monday holiday will be held on the following Tuesday, with the regularly scheduled Tuesday meeting moving to the following Wednesday. In the event there is a Tuesday holiday, the Committee meeting will move to the following Wednesday. Section 4. In the event there is a fifth Monday in a month, there will be no Council Committee meetings during that week. Section 5. Repealer. Resolution No. 1872 is hereby repealed.
