Councilmembers FROM: David Cline,City Administrator DATE: December 28,2016 SUBJECT: Report for the January 3,2017 Regular Council Meeting The City Administrator Report is meant to provide the Council,staff,and community an update on the activities of the City and on issues that concern Tukwila. Please let me know if you have any questions or need additional information about any of the following items. I. Intergovernmental Update • Federal Community Reinvestment Act(CRA) 101 Training: On November 30 Mayor Ekberg, Economic Development Administrator Derek Speck, and Human Services Manager Evie Boykan attended a Federal Community Reinvestment Act training at the City of SeaTac.The workshop highlighted strategies that local non-profits, businesses, and property developers can benefit from CRA requirements. • Soundside Alliance Annual Economic Outlook Breakfast: Mayor Ekberg,Council President Duffie, and Councilmembers Hougardy and McLeod and City staff attended the Soundside Alliance Annual Economic Outlook Breakfast on December 1. • Meeting with Tukwila School District: On December 1 Mayor Ekberg,Council President Joe Duffie,City Administrator David Cline and Council Analyst Laurel Humphrey met with staff from the Tukwila School District and their project development manager to discuss the Foster High School modernization project. • Health and Housing Community Conversation: On December 2 Mayor Ekberg, Human Services Manager Evie Boykan and Code Enforcement staff attended a Community Conversation hosted by the Somali Youth and Family Club,the Coalition for Refugees from Burma and the Housing Development Consortium of Seattle-King County to discuss health and housing in South King County. • Meeting with Abu-Bakr Islamic Center: On December 5 Mayor Ekberg,City Administrator Cline, Communications and Government Relations Manager Rachel Bianchi and Community Engagement Manager Mia Navarro met with leaders from the Abu-Bakr Islamic Center. • Tour of Mary's Place Family Shelter: Mayor Ekberg,City Administrator Cline and several city staff members toured the Mary's Place Family Shelter in Seattle on December 6. Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 206-433-1800 • Website:TukwilaWA.gov 25 City Administrator's Report December 28,2016 Page 2 • K4C(King County Cities Climate Collaboration) Meeting: Community Development staff attended a K4C(King County Cities Climate Collaboration) meeting to plan for the 2017 agenda, budget,funding opportunities and legislative priorities. An Elected Officials meeting is being scheduled for the first quarter of 2017. • 11th District Legislative Lunch: Mayor Ekberg,City Administrator David Cline,Council President Joe Duffie, Communications and Government Relations Manager Rachel Bianchi, Community Engagement Liaison Mia Navarro and Economic Development staff attended a legislative session preview luncheon with the members of the 11th District delegation and various civic and business leaders in Tukwila. • Meeting with Foster High Students: Communications and Government Relations Manager Rachel Bianchi and Council Analyst Laurel Humphrey recently met with the Foster High School students who led the walk out in November. The students were very pleased with the Council's inclusive resolution and the fact that the City had it translated into Spanish. The City plans to work jointly with the students to develop a video aimed.at young people in our community about how they can engage with City policies and how their involvement can impact the community. II. Community Events • Sth Annual Teen Leadership Summit:Teens for Tukwila and six other cities participated in the 5th Annual Teen Leadership Summit on December 3 at the Tukwila Community Center. Approximately 50 students attended. • Seattle Sounders FC Send-Off Event: More than 200 fans participated in a public send-off event at Starfire Sports to cheer on the Seattle Sounders FC as they went to Toronto for the MLS Cup. This city's proclamation was coordinated along with the send-off event by Business Relations Manager Brandon Miles. • KOMO TV News Report:Warren Orr from Foster Golf was recently featured in a KOMO TV news report about the pride and support of local sports fans for the Seattle Sounders FC. The segment can be viewed on Foster Golf Link's Facebook page. • The 2016 Spirit of Giving:The 2016 Spirit of Giving culminated with a `shopping'experience at the Tukwila Community Center. 77 families participated in the event and school social workers were present to shop for an additional 18 families that could not attend. Altogether, approximately 450 children will receive toys, books,toiletries,pajamas,and other necessities thanks to the extraordinary generosity of many Tukwila and regional businesses, individuals, and organizations. Over 85 volunteers make this event possible by shopping,setting up, playing games with kids,gift wrapping and much more. • Shop with a Cog: On December 10 twelve kids and 12 officers from Tukwila and one officer from Normandy Park participated in the annual Shop with a Cop event. Staff Updates Public Safety • Resident Supports Tukwila Police Officers: On November 30 a long time Tukwila resident called 911 to offer cookies in support for our officers and in honor of fallen Tacoma officer. Officers received the message and responded to her request with sincere and heartfelt thanks. • Presentation to the King County Law,Safety, and Justice: Committee Deputy Chief Bruce Linton and Community Liaison Team Members Sergeant Kraig Boyd and Officer Matt Valdez gave a presentation to the King County Law,Safety, and Justice Committee on December 8. The team discussed their role as a liaison between the community and the police department to ensure problem solving occurs in both directions,as well as their involvement in community outreach activities. Councilmember Kruller serves as the Chair of the committee. • Holiday DUI Emphasis:The Tukwila Police Department in partner agency with King County Target Zero Task Force will conduct a Holiday DUI emphasis from December 15 through January 1. More than 50%of all fatality crashes involve impaired driving and this time of year many people venture out to holiday parties and there is an increase in impaired driving. Each year the Police Department receives grant money to cover overtime for different types of enforcement. • Bulldog Academy: Beginning in Spring 2017 the Police Department will offer the Bulldog Academy to local students.The Bulldog Academy is similar to the Citizens Academy and will offer engaging and interactive components geared toward students. Project Updates • Southcenter Pedestrian/Bicycle Bridge:The current focus is on procuring and fabricating the bridge steel. Minimal construction work is happening at the project site. Construction is scheduled to resume on January 3. • S 119th St Pedestrian Bridge: On December 1 King County crews completed the final items on the structure that will take place this year. Deck epoxy coating will be completed in Spring 2017. • Duwamish Gardens:The contractor has been working on the Gathering Circle and construction of the entry signage kiosk along with planting the steep portion of the riverbank. • BAR Bridge Rehab: Staff has submitted the construction authorization paperwork to WSDOT which will allow the release of construction funds for the project. Staff anticipates the bid date to occur in late January 2017. • 53rd Ave S: Staff is coordinating with Seattle City Light for the electrical undergrounding portion of the project. • Tukwila Village:The City's Department of Community Development has approved the Tukwila Village developer's plan to provide temporary parking by the end of January so the City can permit the new Tukwila Library to open once the King County Library System has completed construction. Phone:206-433-1800 • Email: Mayor @TukwilaWA.gov • Website:TukwilaWA.gov 27 City Administrator's Report December 28,2016 Page 4 • TIB Redevelopment/Motel Sites: City administration has completed the review of applications from organizations who would like to buy and develop the parcels where the Great Bear Motel, Boulevard Motel,Spruce Motel, and Smoke shop had been located. The Council authorized Healthpoint as the developer at their meeting on December 12. • Tukwila Transportation Demand Management Small Grant Application:The Tukwila Transportation Demand Management (TDM) Team new small grant application is now available online at www.tukwitawa.gov/Smal[GrantApp[ication.Anyone within a city government, business,school, community organization or neighborhood group is eligible to apply.Applications are due January 20,2017 and approved projects must be completed before June 2018. Community Services • Afterschool Program Scholarships:Youth staff met with school counselors to present a new scholarship program that will kick off in January. Students receiving free and reduced lunch will now be able to attend the afterschool program for free or receive a 50%discount based on lunch qualifications. • Arts in Tukwila:A new art display wall was recently installed at the Tukwila Community Center. Staff working with the Arts Commission have finalized materials for the"Rotating Art Display" and have begun advertising to attract artists.
