Council President Kruller called the meeting to order.
Workshop Overview
If the Council decides to place a measure on the ballot to annex into the Kent Regional Fire Authority, it
will need to decide what to do with additional property tax capacity that will be retained by the City if the
RFA is approved by voters. It could choose to retain no additional property tax beyond funding the
existing level of services without the Fire Department, it could retain a portion of the property tax for
additional services, or it could retain the entire property tax capacity. During this workshop the Council will
discuss scenarios showing the potential tax impact on six different taxpayers and five service- related
scenarios.
Discussion
Councilmembers discussed the scenarios but elected not to express preferences at this time due to
missing budget information and incomplete public process. They requested that staff return with specific
options for Council consideration.
Next Steps and Close
The Regional Fire Authority Annexation Steering Committee is slated to present its recommendation to
the Council at the November 23, 2015 Committee of the Whole.
