MINUTES
November 9, 2016 5:30pm Tukwila Community Center
Call to Order: Chairperson Mike Martin called the meeting to order at 5:32pm.
Attendance: Commissioners — Mike Martin, Don Scanlon, Matt Mega, Heidi Watters, Sean Albert
Staff — Robert Eaton
Citizens—Scott Kruize
Approval of Minutes: Sean Albert moved to approve the minutes of the October 12, 2016 meeting. Don Scanlon
seconded the motion. The motion passed unanimously.
Citizen Comment: No comments.
Business Items
A. 2017 Workplan Development —The commission participated in brainstorming and preliminary
development of items for the 2017 Park Commission Work Plan. A more final draft will be presented at
the January 11, 2017 meeting for commission review.
B. Property Donation — Robert Eaton provided a brief update on the status of the property donation process
informing the commission of the council process and timeline CAP 11/14, COW 11/28, and REG 12/5
where the land donation will be accepted by resolution of the Council.
Other:
A. December Meeting Cancelled — All Commissions Holiday Social —The commission was informed of the
upcoming holiday social next month in lieu of the December meeting. The social is from 5:30- 7:00pm on
December 14, 2016 at Billy Baroo's in the Foster Golf Links Clubhouse.
B. Robert Eaton communicated the appreciation from the council of Heidi and her family coming to the
10/24 COW meeting and speaking in support of the Green Tukwila Program, volunteering and
stewardship in Tukwila.
Adjournment: Mike Martin moved to adjourn at 6:17pm. The motion was seconded by Heidi Watters. The motion
passed unanimously.

Subject: Tukwila International Boulevard (TIB) Comprehensive Plan
Implementation
Issue
The City of Tukwila and the Congress for New Urbanism (CNU) Team will be holding a
workshop from February 23 -25, 2017 to create an implementation plan for the Tukwila
International Boulevard Neighborhood.
Background
In August 2016, The City was invited to apply for a CNU legacy Charrette. The City
Council endorsed the application and in October the City was informed that it had been
chosen as a CNU charrette project for 2017. The description of the Legacy Charrette

Discussion
The City has begun preparations for the workshop including a "save the date" article in
the November 2016 issue of the Tukwila Reporter and on the project's web page:
www.tukwilawa.gov /TIBPlanning. Continued outreach efforts will expand in January
and February to ensure that there is broad representation from the community in and
adjacent to the TIB Neighborhood, including businesses, the faith community, the
Tukwila School District, and youth.
The consultant team, headed by Placemakers (www.placemakers.com) will arrive on
Thursday, February 23 and spend the afternoon becoming acquainted with the area and
visiting aspirational sites in the greater Seattle area that inspire the community's vision
for TIB. Public meetings, open drop -ins, and focus groups with stakeholders will run
throughout the following two days.
The goal of the weekend will be to gain consensus on choices and direction. Examples
of issues to be discussed include zoning boundaries, building height and bulk
standards, parking standards, types, and locations for public facilities, including public
parks and other amenities, street designs and how to create a finer circulation network
within an existing developed neighborhood.

The CNU team will return for the May 3 -6, 2017 CNU Seattle Conference to present the
final report.
Staff will work with CNU on needs and parameters for the workshop but also work with
the broader community so that the Comprehensive Plan goals and policies are
understood and additional insight and needs are collected for input into the process.
Request
Staff is asking the Parks Commission for:
1. examples of aspirational sites that you would like presented
2. participation in the opening and closing sessions (early evening on Thursday and
Saturday — February 23 and 25) and a Parks Commission representatives at a
two hour stakeholder session on Friday February 24.

and any questions.
